1 2014 ANNUAL REPORT OF THE CONDITION OF ROADS, BRIDGES & CULVERTS IN RICHLAND COUNTY, OHIO, Thomas E. Beck, P.E., P.S. Issue No. 24 April 2015 Engineer s Message... I file this report annually in accordance with Ohio law and in order to give the County Commissioners and the public an overview of the departments work activities for I am also listing many of our projects for 2015 and In 2014, this department saw seven (7) bridges replaced and over 43 miles of highways leveled and seal coated. Walnut St. Shiloh, OH Richland County s partnership with the Ohio Department of Transportation is responsible for the Five Points East Road bridge replacement. Thank you Ohio Department of Transportation Director, Jerry Wray, and District Deputy Director, Alan Biehl, for your most valuable assistance. We expect to replace 9 more important bridges under this program in the next two (2) years was a good year, but we would not have been successful without each one of our employees. We have 347 miles of highway and 359 bridges to upgrade or maintain, and each and every employee is important to performing the work necessary for carrying out everything from snow removal, building bridges, ditching, patching pavements and sealing highways. 2 Page 2 How is the Richland County Engineer Funded? Setting new box culvert on Kastor Road April 2014 The County Engineer receives funding from a share of the Ohio motor vehicle fuel tax and from the Ohio motor vehicle registration fees. In addition, the County receives funding from the $10.00 Richland County motor vehicle registration fees. The County Engineer receives not one cent from property tax or permissive sales tax money collected in Richland County Revenues & Expenditures Motor Vehicle License $ 2,606, Payroll $ 2,175, Gasoline Tax $ 2,334, Fringe Benefits $ 865, Additional License Tax $ 932, Fuel and Utilities $ 354, Ohio Department of Transportation Funds $ 849, Road & Bridge Materials (includes salt & pipe) $ 800, Ohio Public Works Commission Funds $ 741, Other $ 223, Refunds & Reimbursements $ 10, Capital Improvements, Equipment, etc. $ 2,804, Miscellaneous Revenue, Amish Road Funds, Interest, etc. $ 64, Projected Carryover Carryover from 2013 $ 1,634, to 2015 $ 1,731, Total Revenue $ 9,174, Total Expenditures $ 8,955, G.I.S. Program The Geographic Information System is part of the County Engineer s office. Mark Johnson is in charge of the program. He performs the mapping of the county s overall infrastructure including highways, bridges, storm sewers, culverts, traffic signs, etc. This has become an important part of the county s maintaining records and planning process. This permit applies to all county roads and many of the township roads. If a vehicle operator needs a permit from the Ohio Department of Transportation for state highways, the operator will need a permit from the with approval by the Commissioners to travel on county highways, etc. Jim Lichtenwalter, Deputy Engineer, is the contact person for these permits. In recent years, the Richland County Highway Department has replaced over 7,000 traffic control signs with new signs meeting federal standards for reflectivity, shape, size, background, etc. These signs also meet the requirements of the Ohio Manual of Uniform Traffic Control Devices, which is necessary by law. A note about private signs. Private signs are prohibited on public highway right-of-ways. Private signs include real estate for sale signs, political signs, any type of business advertising signs, etc. These private signs can distract the motorists or interfere with the driver s line of sight and therefore are prohibited.

5 Issue No. 24 Page 5 How much money is needed to catch up on the county highway system? There are 68 bridges currently in poor condition. It will cost approximately $250,000 per bridge or 17 million dollars to replace these bridges. Even with the help of some state and federal funds, it will take this county over 10 years or 3.4 million dollars of local funds to replace these bridges and, by that time, more bridges will have deteriorated and need to be replaced. The County has been Chip & Sealing highways, which is sometimes unpopular. There are 347 miles of highways in Richland County. If we were to pave 35 miles of highways a year (10 year cycle of resurfacing at $100,000 per mile), the cost would be about 3.5 million dollars per year for paving. We do not have a fraction of that much available for paving. Road leveling with chip & seal surface costs about $15,000 per mile, which is closer to what the County can afford. At this rate, the County needs over 1.0 million dollars for Chip & Sealing in order to maintain a reasonable five year cycle. In most cases, the County doesn t have these kinds of funds available today, nor do we see it being available in the foreseeable future. Ohio Utilities Protection Service Ohio law requires that everyone must contact OUPS at at least 48 hours or no more than 10 working days prior to beginning any excavation work, whether on public rightof-way or on private property. This applies to excavation for ditches, sewers, water lines, planting trees, foundations, signs and all other earth disturbing activities. It might save your life.

6 Page 6 Bridge Maintenance Since Tom Beck took office in 1989, 205 bridges have been replaced or undergone major rehabilitations resulting in a like-new bridge. The remaining 83 bridges are in fair to good condition. That s the good news. The bad news is that there are another 71 bridges which need the same treatment during the next few years. The reason more bridges have not been replaced, of course, is because there is insufficient funding available to do this work. Consequently, approximately 71 of Richland County s bridges still are considered inadequate. Each of our 359 bridges is inspected annually (critical bridges more often) with results of the 2014 inspections shown below. Inspection standards are established by the State.
