2 KEYNOTE SPEECH Collaborative Development and Management of Water Resources of the Ganges can Change the Fate of Millions Tauhidul Anwar Khan Former Executive Member, Joint Rivers Commission, Bangladesh Tauhidul Anwar Khan is the former Executive Member of Joint Rivers Commission (JRC) Bangladesh. Mr. Khan has more than 30 years of experience in international negotiations on sharing and management of transboundary transboundary river waters. He has been a lead negotiator in water related negotiations with India, China, Nepal and Bhutan. He was also China-also the Bangladesh Coordinator in China Bangladesh exchange and study of flood related data and information of the Brahmaputra River at Government level. Mr. Khan also worked as the Director General of Water Resources Planning Organization of of Bangladesh. He was involved in drawing up the National Water Policy for the country as well as outlining the National Water Management Plan for Bangladesh. Born on 8th November 1946, Mr. Khan is a graduate in Civil Engineering (1969) from Bangladesh Bangladesh University of Engineering and Technology. He obtained PostPost-graduate Diploma in Water Resources Engineering from Asian Institute of Technology (AIT), Bangkok in Mr. Khan has been closely associated with various water related international international organizations, like Global Water Partnership, International Commission on Irrigation and Drainage etc. He has a number of publications both at home and abroad, to his credit. He is the author of the book entitled Trans Trans--Boundary Water Issues in South South Asia, published by Bangladesh Environmental Lawyer Association in The presentation would highlight the current state of affairs vis-à vis à-vis the sharing and management of the Ganges water resources among the different co-basin co countries like India, Bangladesh and Nepal, with emphasis on the Bangladesh scene. It lists out the challenges that are being faced by the co-basin basin countries, like meeting the basic needs, securing the food supply, protecting the eco-system eco system and etc. It charts out the road map that needs to be followed by all the co-basin co basin countries for collaborative development and management of the Ganges water water resources, which in turn can change the fate of millions living in the Ganges basin area. There are 53 other trans-boundary trans boundary rivers passing through India and Bangladesh. These include important rivers like the Brahmaputra, the Me Meghna (Barak), Teesta, Mahanada and etc. The flows of these rivers have marked influence on the life and living of many people, both in India and Bangladesh. Unfortunately, India and Bangladesh are yet to mutually agree on the sharing and management of the flows of this large number of rivers. As a result, there is competition between the users of these waters in both countries, giving rise to disputes. Prominent among those are the issues of proposed construction of the Tipaimukh kh Dam by India, diversion of large amounts of dry season flows of the waters of the Teesta, Monu, Mahanada, Khowai and etc. The unresolved issues of sharing and management of waters of such rivers still remain as irritants to the most friendly relations elations between the two brotherly nations Bangladesh and India. In the best interest of the millions of people, the trans trans-boundary boundary water issues need to be resolved by both the countries, based on the principals of equity, fairness, and no h harm arm to either party. Water is a cardinal resource for stability and prosperity and should be used as a force for regional integration, not division. 2
3 The No. 7 Line Subway Extension Project Sankar Chakraborti, PE Deputy Chief Engineer Engineer, MTA Capital Construction Sankar Chakraborty received his B.S. and M.S. degrees in Civil Engineering from India. He also received a Masters degree in Civil Engineering from City University of New York and a Certificate in Construction Management from Polytechnic University, New York. He is a Registered Professional Engineer in the State of New York American can and a member of American Society of Civil Engineer and Ameri Institute of Steel Construction. Currently Mr. Chakraborty is the Deputy Chief Engineer for MTA Capital Construction and is associated with several MTA Capital Construction Mega Projects including Second Avenue Subway project. Over 12 (twelve) years with New York City Transit Capital Program Management for design and construction of several New York City Transit projects, which include new South Ferry Terminal Station and new tunnel, rail and bus maintenance shops, signal, electrical and commun communication ication facilities, and systemsystem-wide rehabilitation projects. Mr. Chakraborty was the Design Manager for the NYCT new South Ferry Terminal Station which is currently in operation. He was also the Design Manager for the Contract - Construction of Running Tun Tunnels nels and Station Structures for the No 7 Subway Extension. Before joining New York City Transit, Mr. Chakraborty was with ThrontonThrontonTomasetti Engineers, a New York City based Consulting Engineering firm for over 10 (ten) years and managed design of several high rise buildings (both in USA and abroad), large span structures and stadiums, airport terminals, commercial and educational facilities. Mr. Chakraborty has published several technical papers. The No. 7 Subway Line Extension Project will extend extend the line from current terminus at Times Square Station west under West 41st Street and then south under Eleventh Avenue to a new terminal station at West 34th Street and Eleventh Avenue. The extension will provide access to the Jacob Javits Convention Center and the future redevelopment of the Hudson Yards area of the far west side of midtown Manhattan. Two tail tracks extend south of the new 34th Street terminal station to West 25th Street for storage of additional trains for the extended service. The presentation will describe some aspects of design and construction of the project. 3
4 Subsurface Techniques for New York City Water Tunnel No. 3 Masud Ahmed Chief, Geotechnical Engineering Section, NYC Department of Environmental Protection Masud Ahmed graduate ed from Dhaka University and completed an M.S. equ uivalent curriculum in Petroleum Geology, conducted by th he University of Alberta, Institute for Petroleum Industry and a Development, Canada in He is the Chief of the Geotechnical Section Waterworks Design, New York City y Department of Environmental Protection (NYCDEP).. Mr. Ahmed played a key role in City Water Tunnel # 3, one of the largest capital construction projects undertaken by th he City of New York. Mr. Ahmed was in charge of the geotechnical crews and a actively participated in day to to-da ay drilling activities, site selections, tunnel nel route design, and establishing in-house core description protocols us sing ASTM standards. He also provided useful geotechni ical recommendation to the Waterwork ks Design group for arriving at a final decisi ion on the tunnel construction. Durin ng the construction tion phase Mr. Ahmed superv vised the detail mapping of geologic cal and engineering structures in tunnel. He e was very instrumental for bringing g this monumental capital construction proje ect to a successful completion. Before joining NYCDEP, Mr. Ahmed worked as a petroleum geologist for Bakhrabad Gas Systems Ltd. in Bangladesh and attende ed several hydrocarbon exploration- -related workshops conducted by the Petro-Ca anada. The City Water Tunnel # 3 is one of the largest capital construction projects ever undertaken by the New York City and aims at ensuring continuous supply of freshwater to the city residents for the present time and future as well. The project is unique and a marvelous piece of geoengineering work where the knowledge of bedrock geology, rock mechanics, tunnel engineering and design plays a complex and pivotal role in terms of building this tunnel. It is located between 600 to 800 feet below Manhattan and to avoid any interference of the overlying shallow infrastructure largely controlled by the MTA, ConEdison and others. Water Tunnel # 3 is firmly rooted at great depths in mechanically durable solid bedrock (0.5 billion years older). Through this talk, author will present some of the geotechnical challenges including compositional, degree of weathering, chemical alteration, microscopic fabric, and structural constraints on rock properties and their intimate bearing on the mechanical strength of the rock bodies associated with tunnel route selection and design of the tunnel. 4

Currently, he is working on projects related to traffic c engineering, safety, and mobility. There are various design options to treat roadside obstacles. Traffic professionals strive to make roadside features safer which facilitate to reduce the severity of crashes after the safety measures are implemented. This presentation willl briefly discuss roadside safety issues. 5
6 Bangla in Digital Technology M. Nazrul Islam, PhD Assistant Professor, State University of New York, Farmingdale M. Nazrul Islam is an Assistant Professor in the Department of Security Sy ystems at the State University of New York at Farmingdale e. Dr. Islam received his BS and MS in Electrical and Electronic Engineering from Bangladesh University of Engineering and Technology in 1991 and 1994, respective ely, and his PhD from Muroran Institute of Technology, Japan in Prior to joining Farmingdale, Dr. Islam wo orked as a Research Scientist and Adjunct Assistant Profess sor at Old Dominion University. He also served respectivel ly as an Associate Professor at Bangladesh University of Engineering and Technology, as a Postdoctoral Research Fel llow at the University of South Alabama and as a Visit ting Assistant Professor or at the University of West Flori ida. Dr. Islam authored and co-autho ored more than publications in refereed jo ournals and conference proceedings. His research interests include optical communica ation, wireless communication, digital im mage processing and solid state devices. He is a Senior Member of IEEE and a Senior Me ember of SPIE. Digital technology has revolutionized our social, political, professional, educational, cultural and even personal lives significantly. A country in today s world can only develop by implementing digital technology in every sector and also by contributing towards development of future digital technology. English has been dominating in every branch of technology and it is being used as the principal language for digital technology as well. However, many nations in the world have already adopted their own languages in the technology; while Bangla has been neglected though it is one of the most spoken languages in the world. A country like Bangladesh, where majority of the people don t have literacy, cannot just rely on English for its development. Unfortunately there have not been any significant initiatives from the Government sector in developing Bangla for digital environment. Researchers and private entrepreneurs have been working in the area while there was no coordination. This lecture will present the role of Bangla in digital development of the country along with the issues and challenges involved in the process. It will review some of the initiatives taken in this regard and then present some recommendations for efficient development of Bangla in digital technology for our future Bangladesh. 6
