1 What is an MPO? n MPO is a Metropolitan Planning Organization. Each Urbanized reain the United States with population of 50,000 or more is required by the Federal Highway ct of 1962 to establish a Metropolitan Planning Organization. MPOs are responsible for the continuing, cooperative and comprehensive transportation planning process for their particular Urbanized rea. Urbanized reas are designated decennially by the United States Census Bureau and are a eflection of urban growth, not political boundaries. For example, urban growth in the uburn- area reaches outside uburn and corporate limits and well into Lee County. Therefore, the uburn- Urbanized rea includes the City of uburn, the City of and parts of Lee County. For this reason, MPOs are responsible for the transportation planning process in Urbanized reas and not single political entities. The goal of the Federal Highway ct of 1962 is to ensure that the transportation planning process and resulting transportation network are cohesive and functional for urban areas that have grown together. n other words, transportation planning needs to be regional in scope becausetransportation systems cut across governmental boundaries. The uburn- MPO (OMPO) was formed in 1982 after the 1980 Census established the population of the uburn- Urbanized rea at 51,823. The 2000 Census established the population for the uburn- Urbanized rea at 60,137. There are four main transportation planning documents maintained by the OMPO: Long Range Transportation Plan updated every five years Transportation mprovement Program updated every three years; rebalanced annually Unified Planning Work Plan updated annually Public nvolvement Plan reviewed annually Please visit the OMPO webpage at to review the above documents and find the latest MPO news and information.
2 Who administers the MPO? Lee-Russell Council of Governments (LRCOG) manages and maintains the eligibility of the uburn- Metropolitan Planning Organization. LRCOG personnel prepare and present necessary documents, plans, data and resolutions to the MPO Policy Board, the Technical dvisory Committee and the Citizen dvisory Committee so they may make informed decisions on transportation planning and related matters. LRCOG - previously named the Lee County rea Council of Governments - was formed in 1967 with the task of coordinating planning and development needs associated with the governmental bodies in Lee and Russell County. The MPO Policy Board serves as the official policy and decision making body of the uburn- MPO. Through the transportation planning process, the Citizen dvisory Committee and the Technical dvisory Committee advise the MPO Policy Board about transportation projects and programs. The MPO Board submits approved projects and programs to the labama Department of Transportation and the Federal Highway dministration. MPO Policy Board members are designated by their positions in the City of uburn, the City of, Lee County, the labama Department of Transportation and the Federal Highway dministration. The MPO Policy Board comprises seven voting members and two non-voting members. The Technical dvisory Committee (TC) provides technical assistance and input in the various planning elements involved in the transportation planning process. TC members are designated by their positions in the City of uburn, the City of, Lee County, uburn University, the labama Department of Transportation, the Federal Highway dministration, the Federal Transit dministration and LRCOG. The Citizen dvisory Committee (CC) serves as a formal means through which citizens may participate in the transportation planning process. The CC offers opinions and suggestions to the TC and MPO Policy Board on transportation planning documents and issues. The CC comprises fifteen members; the City of uburn, the City of and Lee County each appoint five representatives to serve on the CC.
3 uburn- Metropolitan Planning Organization Transportation Planning Process The metropolitan planning process establishes a cooperative, continuous, and comprehensive framework for making transportation investment decisions in metropolitan areas. n the metropolitan planning process, the Citizens dvisory Committee and the Technical dvisory Committee advise the MPO Board about transportation projects and programs. The MPO Board is the decision making body in the transportation planning process. Citizens dvisory Committee (CC) Committee members are appointed by the MPO Policy Board as representatives of uburn, or Lee County. Citizen nput Technical dvisory Committee (TC) Committee members are designated by their positions in the City of uburn, City of, Lee County, transportation providers, uburn University, or LDOT. Technical Recommendations Metropolitan Planning Organization Policy Board (MPO Board) Committee members are designated by their positions in the City of uburn, the City of, Lee County or LDOT. 4 uburn- MPO 2035 Long Range Transportation Plan What is a Long Range Transportation Plan (LRTP)? The LRTP will address all modes of transportation in order to identify changes in local transportation needs. The LRTP will lead to the development and operation of an integrated, intermodal transportation system that facilitates the efficient, economic movement of people and goods. When complete, the LRTP will serve as a guide for the equitable expenditure of transportation funding in the uburn- area. The projects that are included in the LRTP are then available to be included in the Transportation mprovement Program (TP), the short-range planning document produced by the MPO. Projects that are not in the LRTP can not be included in the TP. The LRTP process is guided by a number of key goals. Please see the list of proposed goals below. Proposed 2035 LRTP Goals: 1. mprove the mobility and accessibility of people and for freight. 2. Protect and improve the environment and quality of life. 3. Support economic growth and development. 4. Promote safe, secure and efficient operation and management of transportation system.
