1 TRAINING RECORD Conversion and Maintenance of Buildings of Historical Value via Public-Private Partnership

2 1. General information The workshop training on the adaptation and management of historical objects implemented via publicprivate partnership (PPP) was organized as part of the Forget Heritage project, financed by Interreg Central Europe. The ordering party was the Economic Development Office of Warsaw. Authors of the record: Monika Arczyńska, Łukasz Pancewicz, Dawid Pesta (A2P2 architecture & planning) 1.1. Aims of the training The aim of the training was to broaden the knowledge of participants on public-private partnership, practical aspects of the adaptation and management of historic buildings, planning investments in historic buildings, in a wide context of new investments (especially public) in urban fabric and improving soft skills associated with implementation of such projects. In the context of PPP, the purpose of the training was in particular: Acquiring theoretical knowledge about the purpose and possibilities of using PPP mechanisms in the adaptation and management of historic buildings; Understanding legislative and organizational foundations of planning investments implemented in PPP mode; Identification of stakeholders and specialists required for the implementation of the PPP process (legal, financial and project assistance); Acquiring knowledge about further sources of information about PPP, including contacts with experts. Regarding the adaptation and maintenance of historic buildings, participants were to obtain knowledge about: Legal requirements related to the management and maintenance of historic buildings; Main maintenance risks - technical, cost and management issues; Responsibilities of the manager of the historic building and basic principles of cooperation with the conservation services; Planning and investment steps - from the first ideas to design and implementation; Issues related to public procurement in investment planning and facility management; Major risks associated with the adaptation and / or modernization of historic buildings for cultural purposes; Basic requirements for preparation of construction works in historic buildings and required competences of contractors for design and construction works; Mechanisms and ways of programming investments based on public participation processes, including Service Design. Other goals related to the broader investment context included: Understanding relations between activities carried out in cultural facilities and planning revitalization by city authorities; Implementation of projects that fit into the broader development of the district. The training was also aimed to bring additional benefits such as: Page 1

3 Creating a network of contacts among individuals and institutions or companies from the same sector and between sectors; Work in an interdisciplinary group on the programme for Młyn Michla Course of training The training was divided into two sessions. The first one, intended for the representatives of the broadly understood creative sector, took place on the 12th and 13th October (Friday and Saturday). The second, directed to two groups representatives of public administration and of non-governmental organizations - took place on the 9th and 10th November (also Friday and Saturday). The training took place in different locations in Warsaw: the first session at the Praga Museum (12 October) and at the Architecture and Spatial Planning Office at ul. Marszałkowska 77 (13 October), and the whole November session at Targowa Creativity Center. The contractor, selected in the offer inquiry process with the quality and price selection criteria, was A2P2 architecture & planning. The company was represented by Monika Arczyńska and Łukasz Pancewicz (development of the programme, conducting training workshops) and Dawid Pesta (preparation of training materials, enrolment and coordination of the project). The participants received a package of training materials in a printed version (including general information on PPP, case studies on the management of historic buildings and basic data on Młyn Michla), while the presentations were circulated afterwards in a digital format together with additional data requested by participants during the training. Each participant received confirmation of participation in training in a digital form Training content Each session of the training was composed of the theoretical part (expert presentations, based mainly on case studies) and the practical exercise. Each expert dealt with a different aspect of the main theme, and all the workshops were summarized with the main task of the workshop being an attempt to develop one or several concepts of investment carried out under PPP - adaptation of a historic object for new purposes related to the activities of the sector the participants represented. A few study tours were also included in the training: In the October session, a visit to Nowy Teatr, conducted by Maciej Czeredys (upon the ordering party request in November it was replaced by a presentation with rich illustrative material); Also in the first session, during the training at The Praga Museum of Warsaw, Katarzyna Kuzko- Zwierz from the Museum team explained the pros and cons of the project; During the November session, the participants got acquainted with Targowa Creativity Center not only as its users, but also through the opinions of people responsible for managing the facility and many references to this implementation in the experts' presentations Enrolment Enrolment was conducted in various ways depending on the sector. In the creative sector, due to the usefulness of training for specific professional groups related to design, art, crafts and others, invitations were sent directly to architectural studios, craftsmen, etc., supported with advertisements in social media. The ordering party helped to a large extent in reaching public administration officials, while Page 2

4 the representatives of NGOs were invited mainly through training database websites and invitations circulated among the potentially interested institutions. Applications were sent via a special form and additional information could be obtained by and by phone Training themes Urban context of the investments (leading: Łukasz Pancewicz) Non-material, mutual benefits from the allocation of facilities and public places with culture and the creative sector; System function planning for abandoned objects with a historical value; Revitalization of neglected neighbourhoods - how to achieve material and non-material benefits from historical heritage? Temporal and permanent use of historic buildings for the introduction of life in newly designed districts; Municipal Revitalization Plan - how to link its decisions to PPP? Communication with residents and participatory processes as tools for determining the programme and investment plan Developing programme of the investment (leading: Monika Arczyńska) Bidding and procurement criteria in selecting contractors and investment operators involving the adaptation of objects of historical value to functions related to the cultural and creative sector; Public procurement and project acquisition; Functional and spatial demand, various organizational structures - scope of activities to be carried out in the facility; The scope of investment activities in accordance with the activities ( noisy, dirty, daytime, clean, quiet, sterile ); Challenges and the biggest problems of adapting historic buildings to new functions Public-private partnership (leading: Grzegorz Kaczorowski) Introduction to the subject of PPP; Review of the latest research and current knowledge bases; Legal conditions of PPP in Poland; Methodology of process preparation in the PPP formula - a plan of conduct and discussion of potential problems and challenges; Defining public goals; Management of public facilities by private operators; Risk in PPP at various investment stages; Page 3

5 Criteria and methods for partner selection; Public-private partnership in revitalization; Public-private partnership in saving cultural heritage (examples: granaries on Wyspa Spichrzów, a tram depot in the Lower Town of Gdańsk); Project management in conducting investments with particular emphasis on objects with historical value Conservation and conversion of historic buildings (leading: Paweł Filipowicz) Determining the historical value of buildings and urban complexes; Buildings of a historical value management models; Obligations of the owner of the monument; Principles of conservation of historic buildings; Reconstruction and modernization of historic buildings; Reconstructing the monument - when it is possible? Maintenance of the historic building - legal conditions and requirements, costs and risks Building management and maintenance (leading: Maciej Czeredys) The course of the investment process in the adaptation of the historic building (on the example of Nowy Teatr in Warsaw); Expectations towards the facility and restrictions (financial, program, time, conservation, technical and other); Developing the institution and facility program before and during its use Lecturers The team of lecturers comprised experts involved professionally in the issues discussed. The invited specialists often addressed them in their professional work in an interdisciplinary way and / or combining the perspectives of various investment process partners (including from clerical, through legal to project and implementation), thanks to which the same aspects of adaptation and management of monuments and PPP appeared in various presentations, presented from different points of view. 6 Planner and urban designer, member of TUP and ISOCARP, graduate (MArch and PhD) of the Faculty of Architecture at the Gdańsk University of Technology, co-owner of A2P2 architecture & planning consulting and design company. In he participated in an internship at the Massachusetts Institute of Technology (MIT). Since 2002, as a practicing architect-urbanist, he has gained professional experience in Poland, Ireland and the United States. In the years he was the chief designer of the Municipal Planning Office in Łódź. Expert of the National Institute of Spatial Policy and Housing. Since 2009 he has been employed with the Gdańsk University of Technology and the University of Gdańsk as an academic teacher and author of academic publications. In his scientific work he has dealt with the issues of large scale urban projects as urban policy and the role of bottom-up activities and participation in planning. Together with the Center of Partnership and Business of the City of Gdańsk and the Pomeranian Development Agency, he is currently preparing a seminar and workshops on good practices in public-private partnership Monika Arczyńska, PhD Co-owner of the consulting and design company A2P2 architecture & planning, lecturer at the Gdańsk University of Technology, the University of Gdańsk and post-graduate studies. She has worked in design offices in Poland, the Netherlands and Ireland. In the years she was employed with Heneghan Peng Architects, where she was involved in designing public buildings, including The Grand Egyptian Museum and the National Centre for Contemporary Art in Moscow. She also has design experience in the adaptation and modernization of historical buildings for cultural purposes (including the National Gallery in Dublin, Lilienthal Museum in St. Nicholas church in Anklam, Germany) and expertise in developing functional and spatial programmes for cultural institutions (ie. NOMUS New Museum of Art in Gdańsk, Museum of the Lubomirski Princes in Wrocław). She also deals with the development of design guidelines for buildings and public spaces in participatory processes (local community centre Generations in Warsaw, Starowiejska Street in Gdynia, streets of Old Polesie in Łódź). She also lectures on the mechanisms of cooperation between the public investor and the designer at the Institute of Public Space Research in Warsaw Grzegorz Kaczorowski Lawyer, head of the Center of Partnership and Business in the Department of Economic Policy of the Municipal Office in Gdańsk, one of the most experienced PPP practitioners in Poland. He deals with investments at various scales and due to their locations, many of them include historic buildings, for example granaries on Wyspa Spichrzów in Gdańsk or a former monastery at the Targ Sienny in Gdańsk. Currently, after two years of preparations, the process of acquiring a partner for revitalization activities in the Lower Town of Gdańsk is being finalized. The training run by Grzegorz Kaczorowski will be a practical guide not only on the tips of how to implement projects under PPP, but also where risk elements Page 5

7 may appear and what the partners - both private and public - learned from the investments that have already been completed Paweł Filipowicz A graduate of the Faculty of Civil Engineering and Architecture at the Łódź University of Technology and post-graduate studies at the Faculty of Architecture of the Warsaw University of Technology. Author and co-author of numerous speeches, lectures and publications in the field of history of architecture, protection, conservation as well as architectural research of historic buildings, lecturer and co-creator of the post-graduate programme in the field of protection of historic objects organized by the Łódź University of Technology. Chairman of the IARP National Audit Commission, head of the Regional Department in the National Łódź Institute of Heritage. Author (with his own design studio) of design and research works, including the concept of the development of the castle hill in Muszyna, the concept of adaptation of Marconi's stable in Jabłonna, adaptation of the Saxon palace in Kutno, adaptation of mansions and palaces (Rokotów, Byszewy, Boczki, Sójki, Wola Chojnata, Rylsk Duży, Biała Rawska, Starościn), architectural research of the Scheibler Factory at ul. Tymienieckiego 25 in Łódź, castles in Głogówek, Łąc Prudnicka, Niemodlin, Dąbrowa Niemodlińska, churches in Ruda, Krzyworzeka, Modlna, Buczek, Żarnów, Strońsko, and the cathedral in Opole. Member of the City Urban Planning and Architectural Commission in Łódź Maciej Czeredys A graduate of the Faculty of Architecture at the Warsaw University of Technology. Investment Vice-Director of the Sinfonia Varsovia Orchestra, previously head of the investment department of the Nowy Teatr in Warsaw, head of the Department of Monuments Documentation and Record and of the Mazovian Voivodship Conservation Department. Co-author of a number of local area plans, including the plans located within the historic zones (Warsaw, Józefów, Piaseczno, Węgrów, Góra Kalwaria and others), urban planning and conservation guidelines for a number of historic zones in Warsaw and beyond (ie. in Otwock), expertise on the protection of cultural heritage (Warsaw and Kraków among others). He led, among others, training series for Monument Documentation and Research Workshop for monument owners and managers Procedures, rights and obligations of the owner of the monument. Within Silesia Design he co-led the UL WORK / SHOP workshops on the design of public space and participation of residents in this process (2012). Page 6

Madalińskiego 10/16 (Maciej Czeredys) The first day's design workshop focused on developing a strategy for adapting Młyn Michla (an old mill) in Warsaw to new use. Recruitment of the participants focused the professional groups that either deal with the implementation of solutions in the PPP process and / or historic objects (ie. architects) or are potential beneficiaries of (ie. artists looking for a studio). Since November sessions of the training were announced during recruitment for October, there were questions about the opportunity to participate at a later date. Therefore, it was decided to accept a certain number of applications from creative sector for November.
