PROPOSED LAND USE: Residential uses are planned. This addendum is offered as supplemental information as requested by the Planning Commission to include: 1) ordinance language for the removal of historic landmark designations, 2) the history of the removal of historic landmark designations and 3) background regarding the designation of the Clarke House and the ownership history. Current photos of the Clarke House are included. Case 88HP0009 staff report and Board of Supervisors minutes for the designation are attached. Staff continues to recommend denial of this request for the reasons noted in the Conclusion. Providing a FRST CHOCE community through excellence in public service 12HP0187-APR17-CPC-ADD

2 Ordinance Language for the Removal of Historic Landmark Designations The Preservation Ordinance sets forth the following language for the removal of a historic landmark designation in Section (d): An application to withdraw the creation of a historic district, or the designation of a landmark or landmark site, may be made when the original reason for the designation no longer exists. An application for withdrawal shall be processed in the same manner as an application for approval. History of the Removal of Historic Landmark Designations Since the Preservation Ordinance was adopted in 1987, only one designated property has had the designation removed. The Tomahawk House, located on Old Hundred Rd, was designated a historic landmark on November 2, The designation was removed by action of the Board of Supervisors on December 13, 1995 after being totally destroyed by fire in October Clarke House Designation History Margaret Robertson applied for the historic designation of the Clarke House on April 19, 1988 as the owner of the property. The designation occurred on July 27, 1988 by a unanimous vote of the Board of Supervisors as case 88HP0009. The case was approved due to the following: 1. This is a distinguished building of high architectural quality and historic interest; and 2. This designation will cause no significant adverse effect on the future development of the County. The only condition placed on the case was that this designation shall not present an obstacle to the relocation of Hopkins and Centralia Roads. PROPOSED LAND USE: Residential uses are planned. STAFF RECOMMENDATON Recommend denial of the withdrawal of landmark designation for the Clarke Residence for the following reasons: A. The original reason for the designation, which was the presence of a building of high architectural quality and historic interest, still exists on the site; and B. The building is structurally safe per the Chesterfield County Department of Building nspection (inspection performed January 18, 2012). HSTORCAL BACKGROUND The Clarke Residence was built around 1917 and is a two-story, frame house with center right front door, asymmetrical dormer; two-story, columned porch and tin roof. This home is an excellent example of a middle class home in the suburbs of the early twentieth century. This home is one of twelve (12) residences in the early suburb known as Centralia fronting on Centralia Road, between Hopkins and Chester Roads. Centralia was one of the earliest suburban developments south of Richmond. t served as a railroad stop and transportation hub to the Chesterfield County Courthouse. 10 Location: The property is located in the southwest corner of Centralia Road and Centralia Station Road and is better known as 4515 Centralia Road. Tax D Existing Zoning: Size: R acres (historic designation for parcel and structure) Existing Land Use: Residential Adjacent Zoning and Land Use: North - R-7; Single-family residential South - R-7; acant East - R-7; Single-family residential West - R-7; Single-family residential Comprehensive Plan: LAND USE The subject property is located within the boundaries of the Chester Plan (2005) which suggests the property is appropriate for residential use at 1.0 units per acre or less. Area Development Trends: The area along Centralia Road is characterized by residential uses on large parcels, many of which are historic. Other related uses such as churches and community scale retail are also found in the area. CONCLUSON The proposed withdrawal of historic landmark designation is not supported by staff. The reason for the original designation, which was the presence of a building of high architectural quality and historic interest, still exists on the site. The Clarke House is adjacent to, or near, five (5) other historic structures that are Chesterfield County designated landmarks.
