1 68 ISSUED: JULY 6, 1982 REVISED: JULY, 2010; MAR 21/00; JUNE 12/89; DEC 3/91 & JAN 25/94 PREPARED BY: DIRECTOR OF MUNICIPAL SERVICES AUTHORIZED BY: COUNCIL TITLE: COMMUNITY ENHANCEMENT PROGRAM - MEMORIAL TREES, PLAQUES & BENCHES PAGE: SIXTY - EIGHT (68) THAT the City of Williams Lake's Community Enhancement Program provides a means whereby individuals, clubs, groups, organizations and businesses can purchase trees, benches or other suitable items in memory of or as a donation to enhance areas as outlined in this policy. THAT a Community Enhancement Program be established with the following guidelines: A) In order to maintain control and to coordinate purchasing and installation of the trees, benches, plaques, etc., applications shall be completed by an interested person, parties, or groups, attached as Schedule "A" and forming part of this policy. B) Upon receipt of the application, the City will require a deposit for the estimated cost to purchase and install the item, with the understanding should the actual cost exceed the deposit, the applicant will be required to pay the actual cost, or if the actual cost is less than the estimate received, the applicant will receive a refund of the balance of the deposit. C) It shall be the Municipality=s responsibility to order the trees, benches, plaques and other suitable items as may be required. D) Memorials Trees with plaques may be planted in the Cemetery, Boitanio Park or Scout Island as well as other locations as may be determined by the Director of Municipal Services.

2 Community Enhancement Program Policy 68 Page 2 1) Cemetery: C Trees are presently planted and available for purchase where the paths and road access intersect as well as along the perimeter of the cemetery. C Trees shall be a minimum of 4 feet from ground level to top of tree. 2) Boitanio Park: C Trees shall be planted along the westerly edge of the Park near Borland Street; along any pathway when pathways are officially designated. C Size - Minimum of 18 feet in height and 5 inches in diameter. All trees referred to in Sections 1 and 2 above shall be spruce or fir, depending on the continuity of the type of trees in a row and to ensure that a row is continued with the same type of tree, with the intent different rows may be different types of trees. Other species of trees may be considered. 3) Scout Island Planting of Memorial trees and plaques, shrubs and herbaceous plants at Scout Island shall be selected from the list of native trees and shrubs of British Columbia s Interior attached hereto as Schedule B. 4) Memorial Tree Plaques: C Bronze Plaque 4 inches x 6 inches C 1/8 inch raised letters C Maximum 120 letters C Installed in concrete pad 12 inches x 10 inches x 4 inches thick.

3 Community Enhancement Program Policy 68 Page 3 E) Park Benches may be permanently installed in the following Parks and other areas within the City to include: 1) C Boitanio Park C Comer Park C Gardner Park C Boundary Park C Williams Lake River Valley C Streets within the downtown core C Other locations as may be determined by the Director of Municipal Services 2) Scout Island - Placement of memorial benches and plaques shall be selected from the location map attached hereto as Schedule C. 3) Bench Standard Specifications: C Parks constructed pipe-leg bench with an inlaid bronze plaque. C Approximately 6 feet long. 4) Bronze Plaque on Bench: C Sizes 2 inches x 14 inches C Raised lettering C 3 lines of 40 letters and spaces per line to a maximum of 120 letters F) The exact message on any plaque shall be spelled out on the application form.

4 Community Enhancement Program Policy 68 Page 4 G) A Community Enhancement Program purchase will be accepted on the basis it will be maintained by the City for ten (10) years after which time the disposition of the item will be at the sole discretion of the City. H) This program will allow the donor to choose an area to place the item(s), however, in the interests of standardization, style, type, etc., the City will make the final decision on these issue. I) This policy is subject to a review every three years, and the Director of Municipal Services shall report annually for the information of Council.
