Dumhart, Community Development Director Meeting Date: October 16, 2012 Subject: Consideration of Orangethorpe Avenue and Valley View Street Median Landscape Improvements, City Project No. ST- 322 RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute contracts in an amount not-to-exceed $50,000 for removal of trees in center median segments E and J of the medians on Orangethorpe Avenue and Valley View Street and rehabilitate sections E and J with hardscape and plantings pursuant to the preliminary Landscape Plan created by Ridge Landscape Architect for the Centerpointe La Palma Medians. SUMMARY: In 1986, when development on Centerpointe La Palma began, improvements were made to the adjacent medians on Orangethorpe Avenue and Valley View Street as depicted in the Median Key Map provided as Attachment 1. In the ensuing decades of routine maintenance, the landscaping in the medians has begun to show their age. Davis Partners, property manager for Centerpointe La Palma, brought to the attention of the City the condition of the medians as an impediment to productive leasing activity. Davis Partners is currently engaged in a comprehensive upgrade to all of the common area landscaping throughout the Centerpointe La Palma development to better market and enhance their development. The City asked what it could do to aid Davis Partners in leasing their property assets at Centerpointe La Palma. Davis Partners explained that the depressed look of the existing medians in the public rights-of-way leading to Centerpointe La Palma were in poor condition, and that poor condition detracted from the marketability of Centerpointe La Palma. Davis Partners generously tasked their Ridge Landscape Architects to develop a pro bono landscape plan for the medians on Orangethorpe Avenue and Valley View Street. The planting pallets provided as Attachment 2 are complimentary to the new drought tolerant water efficient common area landscaping being installed throughout the Centerpointe Development.
2 Centerpointe Street Medians October 16, 2012 Page 2 of 4 BACKGROUND: The medians in question on Orangethorpe Avenue and Valley View Street lie outside of La Palma within the City of Buena Park. The City assumed a cooperative agreement to maintain these medians when the community was developing its premier mixed-use business development Centerpointe. The medians primarily consist of canary Island Pine, Podocarpus, and Eucalyptus trees; turf grass; and Rhaphiolepis Hawthorn Shrubbery. The ten medians identified on the site plan key map range in width from 3 feet to 27 feet and represent a total maintenance area of 1.42 acres. The medians are maintained by Midori Gardens, Inc. as part of the City-wide contract. The contract line item amount for the general landscape maintenance for all ten Medians fronting the Centerpointe Development is $588 per fiscal year. ANALYSIS: Attachment 1 to this report is a Median Key Map that identifies median segments, A through J on Orangethorpe Avenue and Valley View Street, which are in need of rehabilitation. Also Included as Attachment 5 to this report is a five page Statement of Probable Construction Costs based upon the conceptual landscape plans provided by Ridge Landscape Architects (Attachment 2). The Probable Construction Costs are broken down by median segments. If all median segments were to be updated, the estimated cost of the entire project is $362, 196. Detailed information and photographic examples of the new plant palette created by Ridge Landscape Architects are included as Attachment 3 to this report. With limited funding it was determined that priority should be given to the following segments: 1. Valley View from SR-91 to Orangethorpe (Segment J ) 2. Orangethorpe from Valley View to the westerly terminus of the first median (Segment E ) The rehabilitated medians would include a 12 to 18 pavement strip around the perimeter of the median to provide a maintenance work space. New hardscape surface of concrete with decorative treatment would fill in the dead space in the 2 to 3 planter fingers. Decorative cullet colored glass, with no sharp edges, is proposed for the portions of the medians that are to be enhanced with hardscape. This would make the fingers appear green like landscaping ground cover and match the green/blue hue of the glass buildings in Centerpointe. The cullet colored glass creates an affordable and maintenance free artistic effect in the concrete. It is proposed to use green/blue cullet glass in the hardscape to create a seamless transition from the vegetative segments of the medians to the paved segments of the median. An example of a hardscape with exposed colored glass finish is depicted it the photographs provided as Attachment 4.

4 Centerpointe Street Medians October 16, 2012 Page 4 of 4 DECISION MAKER CONFLICT: Staff has reviewed the property holdings of the City Council and has found that no conflicts exist. None of the Council has property holdings within 500 feet of the boundaries of the project area, which is the subject of this action. CONCLUSIONS: The improvements to the medians represent a good faith effort by the City of La Palma to demonstrate its commitment to the long-term vitality of Centerpointe La Palma. Rehabilitation of the medians will aid the marketability and lease ability of Centerpointe La Palma. In addition, removal of the existing Eucalyptus trees would minimize the potential of the dropping of branches within the travel lanes, which is common with these species of trees. The investment to re-landscape these medians is an investment in business attraction and consistent with the goals and objectives of the adopted Economic Development Plan. FISCAL IMPACT: Ridge Landscape Architects has provided a cost estimate for the project (provided as Attachment 5) that breaks the improvements down by segments. Fifty thousand dollars ($50,000) has been appropriated in the adopted Fiscal Year budget. This project is funded using Capital Outlay Reserve (COR) funding, and is part of the Capital Improvement Plan (Account No ) It is recommended that the project be phased such that the median curb segment E on Orangethorpe Avenue and J on Valley View Street, be rehabilitated first, given the limited funding available at this time. It is anticipated that this first phase could be completed with the $50,000 appropriated and the remaining segments could be completed as funding becomes available. Attachments: 1.
