Moore, Finance Director Steve Coutu, Director of Public Works In response to the discussion led by Councilman Cunha at the September 3, 2013 Council meeting, Department of Public Works has prepared an update regarding the street maintenance efforts in East Providence. The attached September 10, 2013 memorandum from the Department of Public Works Director Steve Coutu to City Manager outlines the efforts the City has undertaken to provide adequate street sweeping and weed control.
2 City of East Providence Department of Public Works 145 Taunton Avenue East Providence, RI To: Peter Graczykowski, City Manager From: Stephen Coutu, Director of Public Works Date: September 10, 2013 RE: Street Sweeping and Weed Control Update Street Sweeping In accordance with the street sweeping schedule that was presented to the City Council on January 8, 2013 all City streets were swept once in the Spring, the main roads were swept again in the summer, and we will be commencing Fall Sweeping of all City streets next week. In addition, street sweepers were dispatched following some of the summer heavy downpours to low lying areas. Sweepers were also utilized to clean the streets in advance of Memorial Day Parade in Riverside, and Labor Day Parade in the center of the City. The RIDOT is responsible for sweeping the State roadways that run through the City. Weed Control Attached is the list of traffic islands that are maintained by the City and the State. Most of the complaints we were receiving were on State islands within State roadways. As these were not being cut and maintained on a timely basis, City crews commenced cutting and clearing State islands this week. It is not unprecedented for City crews to cut State owned properties (ie. Six corners area), and we have cut State traffic islands in the past. We notified the RIDOT of this and informed them that we would assist in an effort to get this work completed. However a better plan for this maintenance activity is required from the State. It is noted that since we have notified the RIDOT, RIDOT crews have been cutting the larger areas around the I-195 interchanges, and they have commenced weed control spraying on State roadways. Further, back in the Spring it was anticipated that the Beautification Commission was going to commence a new Adopt-A-Spot program which the City Council endorsed by passing 1
3 ordinances for this program. Unfortunately the program is yet to start this year. DPW will work with the Beautification Commission on the start-up of this program for next year. In addition to the traffic islands, City crews cut and maintain a number of sidewalk right-of-way locations that abut either City or State land. The list of current locations is attached and seems to grow every year. Most of the weeds and grass along City and State sidewalks are maintained by the abutting property owners. There currently are City ordinances in place for property owners to maintain the unpaved, or grassed portion of the City right-of-way. I have recommended a modified sidewalk ordinance to the Law Department to include maintenance of weeds and grass also on paved and improved sidewalk areas. Further, under the Minimum Housing Code, property owners are issued violations for weeds, and brush that may spill over from private property onto the sidewalk area. 2
