2 call to artists Canopy Installation Transit Shelters - Muttart Stop About Edmonton Located on the banks of the North Saskatchewan River, Edmonton, Alberta is known as Festival City and Gateway to the North. With more than one million people living in the Greater Edmonton region, the city is the largest, northernmost municipality in North America. Geographically, Edmonton is situated at the boundary between prairie and boreal forest. The river valley constitutes the longest stretch of connected urban parkland in North America. Edmonton is home to Canada s second-largest urban Indigenous community. The City of Edmonton lies in the heart of Treaty No. 6 territory and honours the traditions and spirit of the area. For centuries this area has been a place of gathering, relationship building, harmony, balance, and commerce for many peoples. It was in this place that early relationships led to the development of Treaty No. 6 Territory, the Province of Alberta, and the City of Edmonton. This relationship with the Confederacy of Treaty Six First Nations has been recognized by the City of Edmonton through City Council s Declaration-Strengthening Relationships between the City of Edmonton, Urban Aboriginal Peoples, the Edmonton Urban Aboriginal Accord, and the Memorandum of Cooperation and Dialogue signed in Since the 1800s Edmonton has been home to the Métis people who were some of the first settlers in the Edmonton area and played a significant role in its development. They continue to be the largest proportion of the Indigenous population in Edmonton. This deep history, and the subsequent migration of many new Canadians to the area, imbues Edmonton with a rich cultural and ethnic heritage. This diversity contributes to a dynamic urban landscape alive with arts and culture, business, research and development, and industry. Indicators for the next twelve years point to steady economic and population growth. As Edmonton s economy flourishes, so does the spirit of revitalization. Edmonton is undergoing an unprecedented amount of infrastructure growth with major roadways, streetscapes, and significant development in neighbourhoods. Aspects of these, and other municipal projects, including public transportation, provide public art opportunities through the City s Percent for Art to Provide and Encourage Art in Public Areas policy. Edmonton s spirit of optimism is reflected through its ever-evolving Public Art Collection. With more than 200 pieces, the Collection includes visual art from a variety of disciplines by local, national and international artists. Valley Line Light Rail Transit Project Background Edmonton is a rapidly growing municipality. In order to keep up with increasing transportation capacity needs, Edmonton City Council adopted a long-term LRT Networks Plan to define the future size, scale and operation of a regional Light Rapid Transit (LRT) system. Eventually, the network will encompass six lines linking the northwest, northeast, southeast and southwest ends of the city. Like many international cities, Edmonton will adopt a commuter and environmentally friendly low-floor system for some of their new lines. The Valley Line is the first part of this new system and will be constructed in two phases. The first phase, a line stretching 13.1 km southeast, will link downtown Edmonton with Mill Woods. The line will run a new low floor design to integrate into the surrounding communities with small stops, reduced traffic speeds and minimum of gates, warning bells and flashing lights. The 12 stops on the Valley Line will range in size from a landmark elevated station to smaller neighbourhood stops. Art opportunities are available at these access points and other significant locations along the line. The Public Art plan for the Valley Line envisions artworks that reflect the diversity and character of the communities the LRT line serves. 2

4 call to artists Valley Line Light Rail Transit Project Background - Continued The Valley Line will be procured through a Private-Public Partnership (P3). The City of Edmonton ( the City ) will enter into a contract with a consortium. The consortium is called Project Co (the Prime Contractor). Coordination in terms of delivery and installation of the art between the artists and Project Co, facilitated by the EAC and City, is paramount to the successful integration of Public Art into the Valley Line Project. *Neighbourhood Context Cloverdale The Muttart Stop is located in the Cloverdale community situated on the south side of the North Saskatchewan River Valley. To the north, the residential neighbourhood commands views of the city skyline; abuts Gallagher Park, home of the Edmonton International Folk Music Festival, to the south, and is flanked by the iconic glass pyramids of the Muttart Conservatory and rolling parkland. Geographically, the area forms a natural amphitheatre and its steep slopes are home to the Edmonton Ski Club. The Muttart Conservatory is Edmonton s botanic garden; the pyramids, designed by Peter Hemingway, house plants found across three biomes. The conservatory is also home to the city s greenhouses and outdoor public spaces. Cloverdale was founded in the 1870s as part of the City of Strathcona. It became part of Edmonton when the two municipalities amalgamated in Although many of the original buildings have been replaced, the neighbourhood retains its calm heritage flavour with mature trees and wide streets. *Note: The information provided is a general overview, and not intended as the framework for concepts. 5 call to artists Canopy Description The Valley Line theme for this stop is Transitional/Traditional. There will be four (4) Canopies in total, two on each Platform. The platforms are bisected by the northbound and southbound tracks. The Canopies are open to all sides and have a curved roof with a wood soffit. Two glass Shelters, fully enclosed on all sides, are located under each Canopy. Public Art Opportunity The Edmonton Arts Council Public Art Program, on the behalf of the City of Edmonton, seeks an artist or artist team to integrate site-specific public art for the Muttart Transit Canopy Roofs. This is a highly visible public art opportunity for sculptural installations including, but not limited to, kinetic or static sculptures, and may incorporate light, text, assemblage, sound, etc. Artwork should reflect the neighbourhood character around Muttart. Artwork will focus on discovery, storytelling and place making. Artwork can be one identifying element, or a series over several canopies. Hard coated EPS foam sculptures will not be considered. Glass fibre reinforced concrete, painted fibreglass, ceramics, metals, and art glass are possible if treated correctly for permanence. Emerging and mid-career public artists are encouraged to apply. 5
6 call to artists Community Engagement For the Valley Line Public Art Plan, the Edmonton Arts Council supports an artist centred, community informed approach to public art. Final artworks should reflect the neighbourhood(s) in which they live. Therefore, the EAC expects artists responding to this call to provide proposals that demonstrate preliminary understanding of the Cloverdale/Muttart neighbourhood as well as a framework and direction for community engagement. Because this engagement is defined by an artist s individual approach and practice, and will affect design development, visual and written materials must be sufficient for the selection committee to understand the artist s concept, intent, and direction. The Edmonton Arts Council will support and help facilitate this process by connecting the selected artist to community groups within Cloverdale. Artwork Design Parameters The artwork must adhere to the following design parameters: Does not cause opportunity for access to restricted areas (i.e. do not build in such a manner as to allow climbing to areas not normally accessible to the public). Does not pose a risk of injury to the public (example: sharp points, slip hazards, etc.) Meet fire codes with respect to flammability and meet Alberta building code standards, if applicable. Be vandal resistant. Not interfere with the operation and serviceability of the area. Must be designed to be accessible for maintenance. Must be made of durable, permanent materials. Must be installed either on a point load or along the full length of the top and sides of the Canopy. Attachment points will be located along the steel structural beams of the Canopies. Not all beams need to be used to receive artwork. Weight is not to exceed 500 lbs per Canopy. Must not project beyond the front and back edges of the Canopy, but may project into side areas. See diagrams on pages 14 to 16. Artist responsibilities include, but are not limited to: Adhering to Project Co s schedules and deadlines. All aspects of engineering their work to meet best practices. Supply of all design drawings to facilitate Project Co s engineering for the support and attachment of the artwork as relevant. Ensure that the engineering, design and fabrication of the artwork attachments are compatible with Project Co s anchoring system. Fabricate and supply all attachments for the artwork. Installation of the artwork. To be on site during installation whether or not the artist has hired a subcontractor to install. Project Co s responsibilities include, but are not limited to: Provide timely, adequate scheduling and drawing information including all relevant plans, elevations, sections, dimensions, shop drawings and specifications of the art zone to meet the artists fabrication schedule. In consultation with the artist, Project Co will engineer, fabricate, supply, and install all structural supports and anchoring systems as required to receive the artwork. Provide power to art connection points as necessary. 6
7 call to artists Safer Cities Initiatives Applicable to Artwork on Public Road Rights of Way City Council approved the Design Guide for Safer Cities in This guide incorporated the concepts of Crime Prevention Through Environmental Design (CPTED) and calls for enhancing safety and security through planning and design factors. Two of the important principles are: Awareness of the surrounding environment, and Visibility by others. The concept of providing artwork on public road rights-of-way to screen unsightly properties and/or generally enhance the aesthetics of a street allows for large pieces of art to be installed. While potentially large objects can be attractive, the concept of CPTED must be realized since the proposed artwork will be immediately adjacent to sidewalks and private lands used by pedestrians. The impact of the artwork on the safety and security of pedestrians must be minimized as much as possible and should reflect the following: Unobstructed sightlines, adequate lighting, and the avoidance of confined and hidden spaces. Pedestrians must be able to see around, through, under or over the artwork to see if danger exists. If this cannot be done, lighting should be supplied to light potential hiding or entrapment areas. The artwork should not employ spaces where a person could hide or confine another person. Spaces within the artwork could allow for natural surveillance. Visibility by others. The ability to be seen by others increases a sense of safety. Lighting and/or the design of the artwork should allow for visibility by passing motorists or other pedestrians. Inset spaces should be lit. If street lighting does not exist, or the artwork s design interferes with the light from the streetlights, lighting should be provided so that a face can be identified with normal vision at a distance of 15 meters. The use of more light fixtures with lower wattage should be used instead of fewer fixtures with high wattage to help reduce deep shadows. Light fixtures should be protected from casual vandalism. Artwork Permanence All artwork proposals will receive a preliminary conservation review for permanence of materials and construction methods in order to proactively address maintenance and conservation concerns. The EAC Public Art Conservation program supports the artistic process while ensuring that all commissioned artworks are high quality, durable, and maintainable. Because the Edmonton Public Art Collection is located in the public realm, it is important that durable materials are used. Artwork proposals should take into consideration the location in which they will be sited. This can include (but is not limited to) repeated weather changes and climactic cycles, sunlight exposure, physical environment risks, and countless audience interactions. For additional resources, please go to Conservation%20Tips%20for%20Artists.pdf Selection Process: The successful artist/artwork will be chosen through a one-stage juried process unless designated otherwise by the Edmonton Arts Council. Selection Committee members will include: City of Edmonton, project team, artist and community representatives. The Selection Committee is under no obligation to choose any finalists. All decisions of the Selection Committee are final. The City of Edmonton and the Edmonton Arts Council reserve the right to revoke the public art call/project. 7
8 call to artists Application Process Communication with the Selection Committee: The Edmonton Arts Council will be responsible for all communication, either verbal or in writing, between artists making submissions and members of the Selection Committee. Any communication between applicants and Selection Committee members regarding submissions or the competition may result in disqualification. Submission Requirements: There are five canopy installation calls circulating for the Valley Line LRT Canopies. Artists may apply for one, or multiple calls, and should provide a distinct submission package for each call in separate s. Submit visual documentation only once if it is exactly the same for each submission, and indicate so in your . Please send submission materials 1-8 as a single pdf, and requirement 9 (Visual Documentation) as separate jpeg files. No hardcopies of these requirements will be accepted unless previously arranged. Submissions must be supplied by unless previously arranged. Incomplete applications will not be accepted. Artists must submit the following in order to qualify for consideration: r 1. SUBMISSION FORM Completed and signed with contact information. r 2. PROPOSAL PACKAGE Written summary of the proposed artwork; including detailed artist s concept, artwork location, size, materials, timeline. Provide a preliminary outline of your ideas for community inclusion here. (One page maximum). r 3. ARTIST STATEMENT & BIO Total of one page maximum. r 4. REFERENCES r 5. PROPOSAL IMAGES: Four, with a minimum of two from either public art commissioning agents, clients or consultants. Please provide references current contact information only, reference letters are not required. Preliminary two-dimensional representations, drawings, or renderings that describe the proposed artwork submitted in pdf format. r 6. BUDGET FORM Budget for the proposed artwork not to exceed the maximum, all inclusive total of $56, CAD (for any and all costs related to commmunity engagement design, fabrication, installation of the proposed artwork and applicable taxes). r 7. CURRICULUM VITAE Detailing professional experience as an artist and other relevant information. (3 pages maximum). r 8. DOCUMENTATION LIST Provide a written list that clearly identifies the Visual Documentation with corresponding numbers and titles. For previous public artworks include details of title, date, locations, commissioning agent or client, budget, medium, size and a brief description of the work. 8
9 call to artists Submission Requirements - Continued r 9. VISUAL DOCUMENTATION Of previous public artworks or artworks which best illustrate a related body of artwork to the proposal. Include a maximum of 10 images JPEG files only please. (We will not accept pdf, PowerPoint or tiff formats; maximum size per image 1 MB. Consider maximum 9 wide and 150 dpi.) Number each JPEG to correspond with the Visual Documentation List. Criteria for Selection: Artists who meet the following criteria may be considered for commission: Some experience in completing public art projects with equivalent budgets; A practice in sculpture, installation art or integrated /applied design, as is relevant to the call; Adept at creating artwork that reflects community spirit; Quality of overall past work; Style and originality of proposal; Appropriateness of proposal for the context; Some experience with community engagement; Technical feasibility and appropriateness of materials of the proposal. Deadline for Submissions: Complete submissions must be received in office no later than 4:30 pm on Wednesday, May 31st, Submissions are to be received by at: glaw@edmontonarts.ca Subject Line: Muttart Canopy Return of Submissions: Following completion of the competition, applications will be kept on file and the artist s name added to the Edmonton Public Art database. If the artist does not want to have their application added to the database then indicate so on the entry form. Loss or Damage: While every precaution will be taken to prevent loss or damage, the jury, the Edmonton Arts Council and their agents shall not be liable for any loss or damage, however caused. Commission: The total commission for the artwork is $56, CAD (including GST) and must cover all costs associated with the design, fabrication, and installation for relevant site locations of the artwork, including but not limited to, artist fees, materials, insurance, etc. Original Work: The artist must guarantee that the artwork is original and does not violate the copyright of any other person. Contract: The artist(s) will enter into a contract with the Edmonton Arts Council. Copyright: Successful artist(s) must be prepared to grant and license to the City of Edmonton and the Edmonton Arts Council the exclusive right to exhibit the artwork in perpetuity and the non-exclusive right to photograph or video tape the artwork for promotion or distribution, without further compensation. The artist retains copyright as the creator of the artwork. The City of Edmonton will not alter the artwork for purposes of maintenance, conservation, etc. without prior consultation with the artist. The City of Edmonton reserves the right to move or de-accession the artwork if necessary and will make every effort to notify the artist. 9
