2 September 30, 2015 Ms. Jennifer Bergman Executive Director, Brainerd HRA 324 East River Road Brainerd, MN RE: Proposal for Mississippi River Partnership Plan Implementation Dear Ms. Bergman: With the potential revitalization of the Mississippi Riverfront, the City of Brainerd is poised for a cultural, recreational, and economic revival. For generations, the City (like a multitude of river towns) has had many changing views on the amenity that helped create the Community the River. This project affords an opportunity to reunite the Community to the River. We understand the needs of cities and embrace Urban Design and Redevelopment. The Mississippi River corridor brings special challenges in regards to Urban Design. It is a major potential recreation and cultural link for the community. These elements combine to form a complex corridor with many competing issues. It is our responsibility as designers to balance these issues and create a safe, viable, brand-recognizable district for the corridor and the region. The Bolton & Menk Team will accomplish this by: Consensus Based Design Process. We pride ourselves in building consensus on complex urban design projects with stakeholders who often have contradicting desires. Our success can be seen in recent projects such as downtown Albert Lea s Broadway Avenue and Fountain Lake Park Revitalization, The Hastings Riverfront Renaissance, The ARTery Corridor in Hopkins, and TH 61 in Red Wing. All of these projects incorporate urban design characteristics to link the community and provide potential economic development opportunities to create a healthy, walkable community. Throughout the design process we build on ideas of the project management team and the community to create an end result that is community based. Experts in Urban Planning, Design, and Construction. It is our belief that knowing how to implement a project is directly related to good design. To better understand how to shape a project during the planning process, each member of our team has been involved in construction phase services for urban design projects and many have worked together for decades. This relationship provides a level of efficiency and expertise that few other teams can provide. Client Services Manager Education Master of Science Environmental Engineering North Dakota State University Bachelor of Science Civil Engineering North Dakota State University 23 Registration Professional Engineer Minnesota Baxter, MN Organizations American Society of Civil Engineers Water Environment Federation Central States Water Environment Federation City Engineers Association of Minnesota Summary Role: Mr. Martin will serve as the Client Services Manager and be responsible for managing the coordination and communication associated with executing our services. Mr. Martin began his civil engineering profession in 1992 and has managed the planning and design of various civil engineering projects in the Baxter area. Mr. Martin s past project experience covers all facets of municipal engineering. He has been involved with State and Federal Aid projects, transportation corridor studies, trail studies, capital improvement planning, and has extensive experience with several north central Minnesota communities. As part of his current City Engineer assignments, Mr. Martin routinely acts on behalf of those cities as a liaison with the general public, residents, and other interested parties. Similar Projects Camp Ripley Veterans State Trail Corridor Study, Region 5 Development Commission As a result of a grass roots effort to create a trail linkage between trails such as the Soo Line Trail located south of Little Falls, Mississippi River Trail, and Paul Bunyan Trail located in Brainerd and Baxter, the Region Five Development Commission retained Bolton & Menk to evaluate potential corridors for location of the newly designated Camp Ripley Veterans State Trail. Mr. Martin was the Project Manager responsible for the execution of that corridor study project which included numerous meetings with the Project Steering Committee, local stakeholders, regulatory agencies, and the general public. Comprehensive Pavement Management Plan, City of Baxter, MN The City of Baxter retained Bolton & Menk to evaluate the existing paved street system within the City and provide recommendations for a Comprehensive Pavement Management Plan that would allow the City to prioritize needs and preserve their street system assets. Mr. Martin was the Project Manager for that effort which involved numerous meetings and presentations with City staff and Council. The recommended plan has been used by the City of Baxter since its completion to address needs and effectively preserve pavement life in their street system. CSAH 11 Corridor Study, Crow Wing County, MN Recognizing the need to evaluation the impacts of the Hwy 371 bypass of Pequot Lakes, the Crow Wing County Highway Department retained Bolton & Menk to study the transportation corridor between Pequot Lakes and Breezy Point. Mr. Martin was the Project Manager for the corridor study which involved numerous meetings with local City, County, School District, and other private stakeholders. The Study began in late 2011 and was completed in April Safety recommendations in the plan were immediately implemented by Crow Wing County during the CSAH 11 reconditioning project that was completed in the summer of Utility & Street Reconstruction, City of Wadena, MN The City of Wadena retained Bolton & Menk to provide planning and engineering services for the reconstruction of the southeast portion of the City. Mr. Martin is the Project Manager for that $12.6 Million project which is currently under construction and is planned for completion in The project has involved City wide planning and modelling of water, sanitary sewer, storm sewer, and transportation related infrastructure. In addition, Mr. Martin has facilitated numerous City level design team, Council workshop, and general public information and hearing meetings. Through stakeholder partnering efforts and funding assistance, Bolton & Menk has been able to assist the City obtain about $3.75 Million in partner/grant funding and secure a 1% interest loan for the remaining project cost.

He will also be responsible for management and administration of the project. Mr. Harbaugh, lead Landscape Architect for Bolton & Menk, has worked in landscape architecture since He has extensive experience in riverfront and downtown redevelopment; trail, parks, and recreation master planning; and construction administration. He has worked several successful projects; from initial concept generation and public involvement, through construction completion. Mr. Harbaugh understands the long-term investment required for successful projects and approaches all of his design work with long-term maintenance in mind. He is adept at working with City staff and the public to effectively garner public support. This process has led to numerous successful parks and open space planning, construction of multiple trails, municipal streetscape revitalizations, transportation corridor enhancements, public artwork, and streetscape lighting. Mr. Harbaugh s Riverfront experience includes multiple redevelopment projects on the Mississppi including projects in Minneapolis, Hastings, and Dubuque, Iowa. He is also currently leading a downtown/riverfront corridor revitalization project in the City of Muscatine. All of these projects have public/private partnerships and are a catalyst for Civic and economic development. Similar Projects Sheridan Memorial Park, City of Minneapolis, MN* Mr. Harbaugh was part of a multi-discipline design team that collaborated with the Sheridan Neighborhood Association, local artists, area war veterans, Minneapolis Community Planning and Economic Development and the Minneapolis Park Board to generate a Master Plan for a memorial park to be located adjacent to future mixed development. The Park is a major component in the Minneapolis Park & Recreation Board s Above the Falls Region Park master plan. Hastings Riverfront Renaissance, City of Hastings, MN The City of Hastings is undergoing significant changes in their Downtown and Levee Park that have a rich history and historic importance to the community along the Mississippi River. With the development of the Riverfront Renaissance the community will be benefit from such amenities as performance pavilion, amphitheater, river overlooks, additional trails, regional trail connections, ice rink, and playgrounds that reconnect the public to the Mississippi River. Broadway Avenue/Fountain Lake Park, City of Albert Lea, MN Fountain Lake Park is positioned to connect the Historic Downtown of Albert Lea to Fountain Lake. With the reconstruction of Fountain Lake Park the City of Albert Lea has turned a forgotten jewel into an extension of the Downtown Corridor. Large overlook sitting atop an amphitheater creates a destination drawing visitors of the downtown to Fountain Lake. New accessible trails and boat ramps open the park up to multiple users. Additional water quality improvements were also incorporated though the use of bio-filtration cells filtering the stormwater from downtown streets prior to entering Fountain Lake.

He will also be an active participate in the site analysis, phasing and public involvement portions of the project. Mr. Odens has over 20 years of public engagement, master planning and site design experience in a wide range of project types within Minnesota and upper Midwest. This experience includes a variety of transportation and recreational based projects including grant writing, mobility studies, riverfront and streambank master plans and construction documents, multi-use trails, pedestrian and vehicular bridges, canoe launches, streambank stabilization, boardwalks, piers, overlooks, monumentation, wayfinding, splash pads and park and trail master plans. Joel understands the importance of context sensitive solutions and the importance of design flexibility to keep projects advancing from concept to reality. Big Lake Parks, Trails and Open Space Master Plan, Big Lake, Minnesota Mr. Odens was the project manager for Big Lake s 2015 Parks, Trails and Open Space Master Plan. This project included visiting all twenty-six parks, trails and open spaces to document and assess the overall parks and trails system. Based on these findings, an implementation plan along with priorities and goals was created to strengthen the recreational experiences available to Big Lake residents and visitors. This Master Plan document also serves as a foundation for grant applications to secure additional funding sources for the community. Crossing Park Master Plan, Oak Park Heights, Minnesota In 2014 the City of Oak Park Heights selected Bolton & Menk to work with the community, MPCA, the watershed district and Xcel Energy to create a new master plan vision for Oak Park Crossing Park. The proposed list of park amenities includes; additional parking, a four season pavilion/warming house, free skate pad, splash pad, pavilions, additional asphalt trails, several athletic fields, improvements to the existing warming house, landscape berms and entry signage.

Conzemius, AICP Staff Planner Education Bachelor of Arts - Urban and Regional Planning, Saint John s University Master of Arts - Urban Planning Minnesota State University, Mankato 7 Burnsville, MN Certifications American Institute of Certified Planners Organizations American Planning Association Summary Role: Mr. Conzemius will serve as the Staff Planner and be responsible for exploring redevelopment opportunities including analyzing parcel information, site design constraints and will provide assistance with the community engagement aspect of the project. Mr. Conzemius joined Bolton & Menk, Inc. as a Planner in He is an integral part of the planning staff assisting with aviation, transportation and municipal planning activities. His project experience includes zoning ordinance review, ordinance update, ordinance administration, site review, land acquisitions, comprehensive planning, environmental reviews, compatible land use analysis and alternative analysis. He has extensive experience working with local, state and federal agencies as well as providing professional support at public meetings. Similar Projects Hawley Airport Master Plan, City of Hawley, MN The Hawley Municipal Airport has rapidly expanding operations at the airport. Mr. Conzemius completed the market analysis for the airport and provided projections for future airport operations, airport development needs based on current users and an analysis the economic development in the area based on rapidly changing land uses that are a result of the Bakken Oil Fields. Wabasha Master Plan, City of Wabasha, MN The City of Wabasha is a historic Mississippi river town located in southeast Minnesota. Mr. Conzemius is assisting the city with a Comprehensive Plan update. The plan reveals goals and aspirations while recommending policy in terms of land use, transportation, parks, trails, open space, natural resources, utilities, growth management and land use. The plan analyzes development potential and includes a robust public participation aspect of the project and included a SWOT analysis. Development Concepts, City of Anoka, MN Mr. Conzemius assisted the City of Anoka with implementing a phased transportation safety improvement project. The improvements require the acquisition of property and impacts the usability of City owned land and has created some development potential for several parcels along the Trunk Highway 10 Corridor. Mr. Conzemius provided analysis of the redevelopment potential and created concepts for city staff to consider and pass along to developers.

9 Casey J. Byers, PLA Landscape Architect Education Bachelor of Science - Landscape Architecture Iowa State University 9 Registration Professional Landscape Architect Iowa Colorado - LA Des Moines, IA Summary Role: Mr. Byers will serve as a Landscape Architect and be responsible for conducting feasibility analyses of the proposed projects as identified by the Plan. This process will include budget estimating, developing phasing strategies and recommended design considerations due to site constraints, cost implications and previous project experience. He will actively participate in the community engagement process, develop and present comparable precedent projects and assist in identifying eligible funding sources based on previous project experience. Mr. Byers is a Landscape Architect with experience in both design and construction and has been active in the field of Landscape Architecture since His work comprises a range of services and scales including community master planning, streetscape improvements, gateway feature conceptualization, 3D modeling, and detailed site design. His work includes several award-winning projects in Colorado and the Midwest; most notably a complete streetscape redesign for a major thoroughfare in St. Louis and the master plan for a community in Carmel, Indiana. His involvement in community engagement, preparation of presentation graphics, and construction documents has led to the successful implementation of many projects backed by community support. He has a particular interest in combining sustainability with functionality and strives to help clients realize their visions through a thorough design process. Similar Projects Newton Downtown Streetscape Master Plan, City of Newton, IA The City of Newton, Iowa is currently pursuing multiple redevelopment strategies for improving their Downtown and surrounding neighborhoods. As part of that process, Bolton & Menk was selected to create a master plan for the downtown Main Street District. As a Main Street community, Newton is re-evaluating the condition of its downtown, the streetscape and its pedestrian accommodations. Mr. Byers was the lead Landscape Architect/Urban Designer for this project. He facilitated the public engagement process, led the conceptual master plan design and crafted the Master Plan report. The final report identified improvements such as streetscape beautification strategies, right-of-way improvements, pedestrian/ vehicular circulation improvements and lighting and landscaping strategies. Mississippi Drive Corridor Revitalization, City of Muscatine, IA The City of Muscatine, Iowa is in the process of re-designing one of the major vehicular and rail corridors in the community. Mississippi Drive is a heavily traveled corridor and the current condition is a barrier between downtown Muscatine and the Mississippi River, which is the community s most valuable asset. Mr. Byers is currently assisting in the re-design of the corridor which will ultimately begin reconstruction in Some of the key components of the revitalization include improved pedestrian accommodations, addressing accessibility and safety concerns, re-connecting downtown to the river and enhancing the character of the corridor.

Kessel, PLA, LEED AP Landscape Architect Education Bachelor of Science - Landscape Architecture Iowa State University Associate of Applied Science Commercial Horticulture Des Moines Area Community College 10 Registration Professional Landscape Architect Iowa Minnesota Des Moines, IA Certifications Leadership in Energy and Environmental Design Accredited Professional (LEED AP) Summary Role: Mr. Kessel will serve as Project Landscape Architect and be responsible for the coordination and development of proposed projects identified in the Mississippi River Partnership Plan as well as analyzing the feasibility of implementation along the environmentally sensitive and culturally rich corridor. He will also provide assistance and development of community outreach through multiple forms of public engagement. Mr. Kessel has been part of the Landscape Architecture industry since 2005 providing a wide range of services in many successful projects throughout Iowa, Minnesota, and Colorado. He is an essential member of the Landscape Architecture staff at Bolton & Menk, Inc. providing expertise with environmentally sensitive designs that introduce public interaction and education. Mr. Kessel is actively engaged in the public involvement process, illustrative graphics, design development, construction documentation, and construction administration. Hamlet Park Sports Complex, City of Cottage Grove, MN Hamlet Park Sports Complex design makes use of public land adjacent to an existing sports complex. Concept plans include the redevelopment of the existing facility, large splash pad, regional trail, playgrounds, and four new ball diamonds. The City of Cottage Grove was able to use the illustrative graphic plans and perspectives as fundraising material as well as marketing brochures with the community to gain support.

McComb Project Director/Senior Economist 45 Registration N/A Minneapolis, MN Summary Role: Project Director/Senior Economist Mr. McComb founded the consulting firm that became McComb Group, Ltd. in 1974 to provide specialized consulting services related to real estate development. Mr. McComb has 45 years of broad experience with business and government in the areas of real estate development, economic analysis, market and consumer research, business and government finance, and environmental issues. Previous business experience includes serving as a senior staff member and Director of Environmental Development for Dayton Hudson Corporation (now Target Corporation), one of the nation s largest retailers; Vice President of Fine Associates, a real estate development company; and Partner in Laventhol & Horwath, a national consulting and accounting firm. Early in his career, he was employed by White Weld & Co., a New York investment bank; First National Bank of St. Paul; and Macalester College Bureau of Economic Studies. He also served on the staff of Minnesota Governor, Elmer L. Anderson. Major responsibilities at Dayton Hudson Corporation included developing and implementing programs to revitalize downtown retail areas and stimulate new urban developments. Areas of involvement included comprehensive planning, land assembly, development programming, traffic circulation, parking, pedestrian circulation, and coordinating interests and efforts of business leaders and government officials. These responsibilities were carried out in six major Cities: Detroit, Minneapolis, Oklahoma City, Phoenix, Portland, and St. Paul. With Fine Associates, Mr. McComb was involved in the ownership and management of residential real estate (both high-rise and low-rise), and market and financial analysis for major office buildings and other types of real estate. Responsibilities at Laventhol & Horwath included directing the Real Estate Advisory Services practice of the Minneapolis office, and national shopping center and retail consulting. Activities at White Weld & Co. included financial research and investment sales. Mr. McComb s professional experience includes large mixed-use developments, office buildings, super-regional shopping centers, hotels, and multi-family projects. He has also prepared redevelopment and remerchandising plans for downtown main street retail areas and older neighborhood shopping areas; and has prepared adaptive reuse feasibility programs for over 50 historic buildings. Mr. McComb has conducted market and financial feasibility analysis for a wide range of housing developments including low-rise and high-rise rental and for-sale buildings. His experience with residential, office and retail developments resulted in formation of unique approaches to evaluating feasibility of mixed-use developments. This knowledge is being applied to new urbanism developments that combine residential and commercial uses in neighborhood locations. During the past 30 years, Mr. McComb has visited and studied over 800 urban developments in the United States, Canada, and Europe. These developments range in size and scope from large downtown multi-use developments and regional centers to small specialty retail centers and adaptive reuse rehabilitation projects.

12 Fred Katter Senior Economist 40 Registration N/A Minneapolis, MN Role: Senior Economist Fred Katter has over 40 years of real estate development experience including single family, multifamily and senior housing residential including for-rent and for-sale, office, industrial, and retail stores and shopping centers. This downtown street, streetscape, parking lot, and levee park improvement project includes multiple phases of construction as laid out in the master plan including revitalizing the historic riverfront levee park, creation of a veterans memorial riverside, and improvements to the public space in the downtown area including pocket parks and streetscape improvements.. Public Involvement and engagement were critical components to the success of this project. The City developed a Study Advisory Committee that includes: City staff, Council members, Downtown Business Association members, and public at large. The Study Advisory Committee was developed to provide guidance to the design team on the interests of the public. Direct engagement with the public was also an important part of the process, with the first public open house was held on January 9, Understanding the public s interest for amenities, events, and overall feel of downtown and Levee Park is critical to the success of this project. Bolton & Menk, took the ideas, concepts, etc. from the public open houses and Study Advisory Committee meetings and developed schematic designs to bring back to future Study Advisory Committee Meetings and Public Open Houses. Construction of the project continues with phase 2 to be completed in fall of This phase includes a $500,000 pavilion structure that emulates the newly constructed bridge over the Mississippi at Hastings, linkages to regional trail systems, signage, and amphitheater to seat 200+, expansion of the City s public parking system downtown. The City of Dubuque wanted to gain pedestrian access to the Mississippi River in an area that was blocked off by a high flood wall and industrial development. Working at a previous employer, Jim Harbaugh and Joel Odens, worked closely with the City and the Army Corps of Engineers to construct a Riverwalk that would reconnect citizens of Dubuque with the Mississippi River. The Mississippi Riverwalk Improvements were constructed in two phases. Phase 1 included the riverfront plaza and steps along the southeast end of the site. Phase 2 consisted of the integrally colored concrete Riverwalk on top of the flood wall, the shade structures, river access points, and overlooks. Project Elements Two plazas Star Brewery amphitheater River access at the Riverboat Landing Custom shade structures Trail on top of buried flood wall Pedestrian lighting Landscaping The Mississippi Riverwalk was one of the first redevelopment projects to be constructed as part of the $188 million America s River Project in the Port of Dubuque. The project has been highly successful and has had a ripple effect on the Port and adjacent Downtown Dubuque. Since the construction of the Riverwalk, there has been large investments in other attractions including; the Port of Dubuque Marina, Grand Harbor Resort & Waterpark, Grand River Convention Center, the National Mississippi River Museum & Aquarium, upgrades to the Diamond Jo Casino and various retail, office and residential developments.
