3 Stormwater Construction Seminar 2009 Stormwater Construction Seminar 2009 Abstracts Chris Henninger, Arizona Department of Environmental Quality, will provide an introduction on history of the National Pollutant Discharge Elimination System (NPDES), or AZPDES in Arizona, discuss the current status of various stormwater permits, and provide perspective on upcoming permit topics. Points of discussion will include EPA s issuance of the Vessel General Permit (applicable to all states), the recent Sixth Circuit Court of Appeals ruling striking down EPA s exclusion of permitting requirements for pesticide application to waters of the U.S., and EPA s proposed rule on establishing effluent limitation guidelines for discharges from constructions sites. Jennifer Christelman, Town of Marana. The Town of Marana passed the Stormwater Management Ordinance as Title 25 of the Land Development Code in 2007 and amended it April The ordinance was written to meet the requirements of the Arizona Department of Environmental Quality s Construction General Permit and the Municipal Separate Storm Sewer System General Permit. The Town has been conducting inspections since the enactment of the ordinance and will provide information on local requirements, on the ground implementation, and common mistakes. Bill Petroutson, Pima County Department of Environmental Quality Storm-Water Program, will discuss Pima County expectations for compliance with the ADEQ AZPDES General Permit for Discharge from Construction Activities. David Parker, Town of Oro Valley, Stormwater, will discuss how the Town s new Stormwater Management and Discharge Control Ordinance approved the Fall of 2008 impacts construction within the Town. In addition, any new procedural/organizational changes since the last PAG seminar will be presented. Kenneth Best, ADEQ Southern Regional Office, will present BMP Selection & Implementation. Ken will show a series of photos showing improper selection, installation and maintenance of BMPs with discussion of what should have been done in each case.
