5 Land Reclamation in Kansas Kansas producers consist of: Kansas sites consist of: 59 counties 128 private 6 Underground 1,030 sites 600 county 424 private 6 underground Majority of material mined in Kansas is limestone Sand/gravel is second highest produced mineral in Kansas

6 Mining Requirements Mining License License for each site being mined Reclamation Plan for each site Map/aerial photo for each site Bond to cover reclamation Annual license renewal Annual tonnage submittal and site renewal Sign at site entrance Post license in main office

7 Bonding & Financial Security Even with pro-active management efforts, reclamation can be an expensive endeavor DOC requires some form of financial safety net This ensures sufficient funds will be available should DOC be responsible for reclamation due to bankruptcy Counties and Underground are exempt Acres affected prior to July 1, 1994, are exempt Mines under two (2) acres are exempt Once affected land is reclaimed to acceptable standards & approved by DOC, bond will be released

8 Types & Amounts of Bonds Types: Surety Certificate of Deposit Letter of Credit Cash Corporate Demonstration Amounts: $400 per acre sand/gravel $600 per acre all other types

9 Mine Reclamation Process of restoring land that has been mined Restore land to a natural or economically usable state Occurs when mining is complete - required Creates useful landscape that meets variety of goals Goals range from restoration of productive ecosystems to creation of industrial & municipal resources Land must be restored to its approximate original contour or graded & suitable for a higher & better post-mining land use Commercial, residential, recreational, agricultural or public facility

10 Returning Mined Land to Productivity Through Reclamation Purposes of Land Reclamation: Prevent negative impacts to soil, water, and air resources in & near mined areas Restore quality of soil to pre-mining level Maintain or improve landscape visual & functional quality Helps to enhance: Conservation & restoration of ecosystem services & wildlife habitat Protections of water quality Recreational opportunities for mining communities

15 Reclamation Process Within 3 years after the mining completion report is filed with the DOC all reclamation must be completed. K.S.A (a). Mining Complete Begin Final Reclamation Within 90 Days - Submit Final Mining Completion Report Within 6 Months - Grading Complete Within 1.5 Years - Seeding Complete Reclamation approved by DOC Submit Bond Release Request to DOC DOC receives request Site visit by DOC scheduled Grass established submit Reclamation Approval Request to DOC Up to One Year After Seeding Grass Established

16 RALIS Reclamation & Ag Lime Information System On-line automation of the Mined Land Reclamation Program & Ag Liming Program Kansas Department of Agriculture began implementing requirement that all licensing & registration renewals for all agency programs be completed on-line Began incrementally in increments beginning December 1, 2016, with Land Reclamation license renewal Essential components of RALIS security & messaging Additional features added in increments/phases

19 Disadvantages of RALIS Users not wanting to learn a new system/not wanting change Hurdles to overcome getting users to convert from traditional paper to computer Time consuming in the beginning ending result is amazing!
