1 4.0 ANALYSIS AND ASSESSMENT OF COMPONENTS Walyo Yerta/Park 21 Assessment WALYO YERTA : 797
2 Walyo Yerta/Park 21 Existing Planning / Development Plan Context Walyo Yerta/Park 21 exists within the South Parks Precinct PL12 of the City of Adelaide Development Plan (pp ). Its Environment is described as: ENVIRONMENT Planting Character and Landscape Design The South Parks Precinct character should be that of woodland defining open grassed playing fields, so that there is a continuity of theme between the three parks. Veale Gardens should be retained as a formal landscape d garden area and integrated with additional woodland planting in the southern part of the park. Woodland planting should be introduced between playing fields to promote passive outdoor activities such as picnicking. The banks of Park Lands Creek should be regraded to improve safety and amenity and the variation in landform and parkland feature provided by this creek should be acknowledged in its planting character. Drains should be landscapes to improve the aesthetic and functional qualities of the Precinct. Increase in paved areas in the Precinct should be limited, however earthworks such as mounding for an amphitheatre may be appropriate. Permanent Structures Additional buildings should be limited and existing buildings rationalised. The retention of the existing conservatory in Veale Garden should be reviewed with a view to replacing the structure with a more appropriate building. Fencing, walling, paving and pathways should be rationalised. 4.0 ANALYSIS AND ASSESSMENT OF COMPONENTS enabling a change of land use function to ceremonial and intensive recreational roles. There is significance evident in terms of the ceremonial and recreation roles the Garden serves. Natural Features Responsiveness The relatively flat topography, now heavily visually enclosed by vegetation, provides little significance. The presence of a natural watercourse through Walyo Yerta/Park 21 has been largely obscured with the advent of plantings for the original South Terrace frontage garden that placed drainage lines underground into channels and pipes. The subsequent Veale Garden development extensively destroyed and transformed the low-lying topography near South Terrace and established a lineal east-west 2-3m high mound that was extensively planted upon. Between the mound and the larger Walyo Yerta/Park 21, a linear road and car park was also later constructed providing a further barrier between the two portions of Walyo Yerta/Park 21. In contrast the flat landscape, and its semi-enclosure by perimeter plantings and central clumps or plantations results in semi-expansive internal views outwards to the city and the Adelaide Hills. There are no natural significant features evident, whereas the Veale Garden mound is an introduced topographical feature. Veale Gardens mound: composed of 2-3m high introduced soil and loam to create an east-west visual feature and planting venue. The resultant feature provides height, a change of soil and drainage conditions, and has promoted prosperous tree growth resulting in a strong often dark plantation feature. Of some aesthetic and design merit. Veale Gardens Watercourse: a mixed stone-lined and stone-faced and concreted artificial watercourse constructed in as part of the overall Veale Gardens development. Of some aesthetic, design and engineering merit. No component in Walyo Yerta/Park 21 is identified in the State Heritage Register. No component of Walyo Yerta/Park 21 has been identified on the National Trust of South Australia s Register of Significant Trees. Significant Components and Places The following section summaries any cultural landscape features that possess cultural heritage value in Walyo Yerta/Park 21. Overall Spatial Patterns The overall Walyo Yerta/Park 21 retains its original shape and form as devised by Light, and has evidence of substantial tree planting that accord with the spatial and species intent of Brown s Report (1880) including perimeter pathway alignments. Even the central Sugar Gum (Eucalyptus cladocalyx) clump plantation appears to have been planted in somewhat the same location as proposed in the Report (1880). Notwithstanding this, the overall spatial integrity of Walyo Yerta/Park 21 has been compromised by the division of Walyo Yerta/Park 21 into two equal portions, the planting changes as a consequence of the construction of Lewis Cohen Drive, and the creation of Veale Gardens. Its significance is in its contribution to the overall plan by Light and Brown s Report (1880), and accordingly is contributory. Land Use The land use has shifted from a despoiled grazing wasteland to a park land with the commencement of the tree planting program in 1900 onwards. Veale Gardens changed the image of the open expansive woodland by establishing more intensive planting approaches and Circulation Networks Prior to Brown s Report (1880) there is little evidence of any circulation system in Walyo Yerta/Park 21. The Report (1880) proposed no such a system as it envisaged a more open landscape setting for Walyo Yerta/Park 21 and that it would not be dissected into two portions. As a consequence Pelzer had to devise a more suitable planting strategy, but still drew reference to Brown s Report (1880) as it related to other South Park Land blocks. Key principles were the creation of strong perimeter plantings and a circulation route within, accompanied by a now removed diagonal pedestrian avenue that dissected Walyo Yerta/Park 21. Accordingly the internal circulation system reflects Pelzer s re-interpretation of Brown s philosophical approach as applied in other South Park Land blocks that included straight axial lines with a main monotree avenue pathway possessing and a diverse species perimeter. This re-interpretation has enabled a visual uniformity and continuity between Walyo Yerta/Park 21and the neighbouring park land blocks, and thereby contributes to the significance of the overall planting activities undertaken by Pelzer. There are several circulation routes evident in Walyo Yerta/Park 21: WALYO YERTA : 798
3 Former Rear Veale Gardens Access Route: a straight roadway leading from Lewis Cohen Drive to the car parking areas behind the Pavilion Restaurant. Of some social merit. New Pavilion Restaurant Access Route: a new roadway constructed in 2005 to service the Pavilion Restaurant directly from South Terrace. Of some design merit. 4.0 ANALYSIS AND ASSESSMENT OF COMPONENTS Boundary Demarcations No evidence is present of past demarcation devices and fencing apart from the fundamental road boundaries. Vegetation There are several vegetation elements in Walyo Yerta/Park 21 that possess cultural heritage merit: South Terrace street tree plantation (J&E: P.B20): part of the overall street tree plantation along South Terrace stretching from Hutt Street to West Terrace that comprises generally English Elms (Ulmus procera) on the south side and Hackberry (Celtis occidentalis) on the north side of South Terrace. Possessing uniformity, the unusual mixture of the two species results in a strong visual corridor and canopy. Of some aesthetic merit. English Elm (Ulmus procera) Avenue: remnants along Lewis Cohen Avenue of Pelzer s original plantings, extant at the northern (17 specimens on the inner row) and southern ends of the Avenue. Of some aesthetic merit. Former Glenelg Railway & Tramway Route: the existing north-south Glenelg tramway route through the eastern flank of Walyo Yerta/Park 21. Of some historical merit. Veale Gardens Pathways: a series of sinuous and circuitous pedestrian pathways that wind through the designed and constructed Gardenesque landscape. Of some design merit. Moreton Bay Fig (Ficus macrophylla) Avenue: located along Lewis Cohen Drive, a young tree plantation, established in the 1980s, that are too densely planted to enable the full aesthetic experience desired in some 50 years time. Of some aesthetic merit. Sugar Gum (Eucalyptus cladocalyx) Clump: a clump of some 6 mature Sugar Gum (Eucalyptus cladocalyx) trees in the central west flank of Walyo Yerta/Park 21, possessing a healthy appearance and of some visual presence. Of some aesthetic merit. Pavilion Axis Line: a pedestrian axial pathway 45 diagonal to the South Terrace and Peacock Road intersection as originally proposed in the Veale Gardens design plan prior to the development of the Pavilion Restaurant. Of some aesthetic and design merit. Corkscrew Willow (Salix matsudana Tortuosa ) specimen (1): a mature specimen of a Corkscrew Willow (Salix matsudana Tortuosa ) planted as part of the Veale Gardens WALYO YERTA : 799
4 development in , located on the pathway edge to the Pavilion Restaurant. Of some botanical merit. Aleppo Pine (Pinus halepensis) specimen (1): a lone specimen of an Aleppo Pine (Pinus halepensis) located on the western portion of Veale Gardens, in reasonable condition. Of some aesthetic merit. 4.0 ANALYSIS AND ASSESSMENT OF COMPONENTS Monterey Cypress (Cupressus macrocarpa) specimen: a mature specimen of a Monterey Cypress (Cupressus macrocarpa) planted as part of the Veale Gardens development in , and located in the central portion of the Garden immediately adjacent to South Terrace. Of some aesthetic merit. Canary Island Pine (Pinus canariensis) specimen (1): located in the north-west corner of Veale Gardens on South Terrace frontage, a mature Canary Island Pine (Pinus canariensis) in reasonable condition, planted in the 1930s and a remnant of Pelzer s planting program. Of some historical and aesthetic merit. Brown Pine (Podocarpus elatus) specimen: a mature specimen of a rarely selected Brown Pine (Podocarpus elatus) planted as part of the Veale Gardens development, located to the north-west of the Pavilion Restaurant. Of some botanical merit. Aleppo Pine (Pinus halepensis) Grove: located immediately south-west of the Pavilion Restaurant, a grove of some 8 mature specimens of Aleppo Pines (Pinus halepensis) probably planted in the 1920s by Pelzer, in a somewhat elderly and poor condition. Of some aesthetic merit. River Red Gum (Eucalyptus camaldulensis) specimen (1): located on the corner of South Terrace and Peacock Road, a visual feature of the intersection, in reasonable condition, planted in the 1920s-30s and a remnant of Pelzer s planting program. Of some aesthetic merit. Italian Poplar (Populus nigra Italica ) specimens: three specimens framing the conservatory in Veale Garden, originally there were four specimens symmetrically planted, and planted as part of the overall works creating Veale Gardens in with the purpose to visually enframe the conservatory. Of some aesthetic merit. Cape Chestnut (Calodendrum capense) specimen: a mature specimen of a Cape Chestnut (Calodendrum capense) planted as part of the Veale Gardens development in , and located in the central portion of the Garden immediately adjacent to South Terrace. Of some botanical and aesthetic merit. White Poplar (Populus alba) Grove (1): four specimens of White Poplars (Populus alba) planted as part of the Veale Gardens development, located at the western end of the central cruciform-shaped rose (Rosa ssp) garden in the central portion of the Garden immediately adjacent to South Terrace. River Red Gum (Eucalyptus camaldulensis) specimen (4): located in the central northern flank of Walyo Yerta/Park 21 to South Terrace in Veale Gardens, a visual feature on the adjacent roadscape, in reasonable condition, planted in the 1920s-30s and a remnant of Pelzer s planting program. Of some aesthetic merit. Mabuhay Pergola Chinese Wisteria (Wisteria sinensis) specimen: a mature specimen of a Chinese Wisteria (Wisteria sinensis) growing on a 1978-erected pergola in Veale Gardens. Of some aesthetic merit. Peacock Road Ironbark (Eucalyptus sideroxylon Rosea ) avenue: a line along the western flank of Peacock Road of red-flowering Ironbark (Eucalyptus sideroxylon Rosea ) trees planted in the 1960s to replace street trees planted by Pelzer in the s, and the longest extant street-tree planting of this species in Adelaide. Of some botanical and aesthetic merit. Veale Gardens Holm Oak (Quercus ilex) specimen (1): a mature specimen of a Holm Oak (Quercus ilex) located in the western area of Veale Gardens, in good health and form. 6 Veale Gardens Queensland Brush Box (Lophostemon confertus) specimen (1): a mature specimen of a Queensland Brush Box (Lophostemon confertus) located on the northwestern corner of Veale Gardens and forming part of the visual tree-scape of the corner of South Terrace and Lewis Cohen Avenue in Walyo Yerta/Park 21. Of some aesthetic merit. Veale Gardens Queensland Brush Box (Lophostemon confertus) specimen (2): a mature specimen of a Queensland Brush Box (Lophostemon confertus) located on the northwestern corner of Veale Gardens and forming part of the visual tree-scape of the corner of South Terrace and Lewis Cohen Avenue in Walyo Yerta/Park 21. Of some aesthetic merit. 4.0 ANALYSIS AND ASSESSMENT OF COMPONENTS Veale Gardens Lemon-scented Gum (Corymbia citriodora) specimen (1): a mature specimen of a Lemon-scented Gum (Corymbia citriodora) probably planted in the late 1960s or early 1970s being younger than the Veale Gardens development, and located in the north-eastern corner of Veale Gardens. Of some aesthetic merit. White Poplar (Populus alba) Grove (2): four specimens of White Poplars (Populus alba) planted as part of the Veale Gardens development, located at the eastern end of the central cruciform-shaped rose (Rosa ssp) garden in the central portion of the Garden immediately adjacent to South Terrace. Of some aesthetic merit. Himalayan Cypress (Cupressus torulosa) specimen: an elderly specimen of a Himalayan Cypress (Cupressus torulosa) in good health and condition probably planted by Pelzer in the 1910s-20s as part of general garden development works along South Terrace prior to the development of Veale Gardens. Of some aesthetic merit. Lorina Nina Atkins Memorial Jacaranda (Jacaranda mimosifolia) specimen: a young specimen of a Jacaranda (Jacaranda mimosifolia) planted in 2004 in memory of Grandma Lorina Nina Atkins and located adjacent to a memorial seat. Of some social merit. Veale Garden Rose (Rosa ssp) Garden: an expansive cruciform configuration of a terrace-recessed rose (Rosa ssp) garden forming the central feature of the created Veale Gardens. Of some social, aesthetic and design merit. Veale Gardens Pittosporum (Pittosporum undulatum) specimen: a mature specimen of a Sweet Pittosporum (Pittosporum undulatum) located at the South Terrace and Peacock Road corner of Veale Gardens and planted i9n as part of the Veale Gardens development. Of some aesthetic merit. Veale Gardens White Cypress Pine (Callitris columellaris) specimen (1): a mature specimen of a White Cypress Pine (Callitris columellaris) located in the western portion of Veale Gardens and probably planted in as part of the overall development of Veale Gardens. Of some aesthetic merit. Of some aesthetic merit. Veale Gardens White Cypress Pine (Callitris columellaris) specimen (3): a mature but poorly specimen of a White Cypress Pine (Callitris columellaris) located in the centralwestern portion of Veale Gardens within a grove of River She Oaks (Allocasuarina cunninghamiana) and probably planted in as part of the overall development of Veale Gardens. Of some aesthetic merit. Veale Gardens Holm Oak (Quercus ilex) specimen (3): a mature specimen of a Holm Oak (Quercus ilex) located in the central eastern portion of Veale Gardens on the mounding, in good health and form. 11 Spatial Arrangements Several features are evident: Veale Gardens: the Gardens remains as a characteristic 1960s styled semi-formal Gardenesque garden informed by contemporary urban European public garden designs and management practices. Partially realised from the vision of Town Clerk Colonel Veale, it was progressively modified according to budget constraints but was substantially realised as an example of the garden Town Clerk Veale was trying to achieve on the site. Possesses a mixture of deciduous and evergreen tree types, an extensive rosary, a conservatory, restaurant, and a circuitous water feature, it is a precedent garden in Adelaide. Of some design, historical, aesthetic and social merit. Pavilion Lower Car Park: the lower car parking area associated with the Pavilion Restaurant. These include: Peacock Road tramline assemblage: located along the eastern flank of Walyo Yerta/Park 21, originally dating from 1909, the Glenelg Tramway replaced an earlier steam train route that ran along King William Road into Victoria Square, of which many railway engineering sheds and buildings were erected on this linear tract of land, but subsequently removed (Steele & Wheaton 1978). South Australian Army Nurses Fund Memorial Seat: located in the eastern edge of Veale Garden, adjacent to Peacock Road, a feature seat semi-wrapped around a mature English Elm (Ulmus procera) specimen. Bronze Animal Heads Fountain: a set of four bronze Australian animal heads (kangaroo, platypus, koala, quoll), designed and cast by Mr Logger using real models loaned from the South Australian Museum to serve as water spouts for a fountain, and located in the centre of Veale Gardens. Sir Josiah Henry Symon White Marble Sundial: a sundial based upon a sundial in Sir Walter Scott s residence in Abbotsford Scotland, originally located at Manoah in Upper Sturt and was shifted to the Veale Garden presented to the Corporation by Commander Oliver Symon RN, KCMG, KC, as a memoriam to Sir Josiah Henry Symon, and located in the centre of Veale Garden. Former Rifle Butts Memorial: a bronze plaque on stone, unveiled by Brigadier TFH Walker in 5 January 1986 recordng the site of the first rifle range in South Australia as located on the rifle butts, and located adjacent to Lewis Cohen Drive on the western flank of Walyo Yerta/Park 21.
