2 Welcome to the 2017 IECEx World Symposium: A Capital Idea. Symposium attendees, who represent plant managers, engineers, certifiers, inspectors, and regulators, will learn how the National Electrical Code (NEC) and the International Electrotechnical Commission (IEC) HazLoc requirements affect their facilities and product lines. Participants will identify barriers to global design, production, and installation of HazLoc equipment, and represent their respective businesses during interactive discussions with prominent U.S. experts. Guest speakers are from the IECEx System, GE Oil & Gas, UL, DuPont, the International Association of Electrical Inspectors (IAEI), the Occupational Safety and Health Administration (OSHA), the U.S. Department of Labor s Mine Safety and Health Administration (MSHA), and Intertek Consulting. Mr. Holub will talk about the on-the-ground reality of a global user that manages facility designs under the Division and Zone systems. 11:40 a.m. Noon Electrical Inspector Experience Joseph Wages Jr., IAEI Mr. Wages is the technical advisor for education, codes and standards, at IAEI. Mr. Wages will share insights gained from a survey of the U.S. inspection community s experiences inspecting Zone classified areas. He will take a fresh look on the Nationally Recognized Testing Laboratory (NRTL) Program, which has shaped electrical product safety compliance for nearly 40 years. He is currently redesigning the NRTL program to reference the IECEx System. 1:30 1:50 p.m. Mining Regulator/Certifier Experience Robert Holubeck, MSHA Mr. Holubeck is the Electrical Safety Division Team Leader with MSHA. He is an authority on the approval process for equipment in mining applications and will talk about MSHA acceptance of enclosures designed and tested to IEC Ex requirements. 2:00 2:20 p.m. Off-shore Experience Mark Temple, Intertek Consulting Mr. Temple is the Assurance Group Unit Leader with Intertek Consulting. He will draw on his broad background working with off-shore HazLoc training applications. STAHL, where he is vice president of strategy and technology. During his time in the hazardous area business, Dr. Arnhold has been involved in numerous activities for standard generation at IEC TC31. He received his Doktor-Ingenieur in electronics at the Technical University of Dresden and a marketing diploma from the Sankt Galler Business School. Dr. Arnold lectures on industrial marketing and safety technology at the universities of Jena and Heilbronn. She ensures that products meet standards for compliance globally, including testing and certification for general safety. Her experience includes EMC/EMI; wireless/radio; battery; functional safety; environmental (such as REACH and RoHS); and hazardous area compliance. Tonya received her BSEEE from California State University, Sacramento. Technical committee responsibilities include serving on IECEx and ANSI/UL working groups to develop and maintain standards for explosive atmospheres including chairing a UL task group on Division 2 / Zone 2 equipment. Paul T. Kelly, Principal Engineer, Global Hazardous Locations, UL Mr. Kelly, IEEE senior member, holds the title of global HazLoc principal engineer with UL. His responsibilities include global consistency, integrity, and quality for UL s HazLoc testing, certification, and quality assessment activities. He also oversees IECEx System and ATEX Directive conformity assessment services. Paul received his BSEE degree from the University of Illinois, Urbana-Champaign. Over his 32-year career with UL, Paul has worked in the high-tech, HVAC, appliances, industrial control, and HazLoc industries. Technical committee responsibilities include IEC, IECEx, IEEE, NFPA, UL, and USNC committees involving explosive atmospheres, including serving as USNC/IECEx vice chair and holding IEC/TC 31 convener positions. Richard A. Holub, DuPont Engineering Consultant, DuPont Engineering Mr. Holub is an electrical engineering consultant with DuPont Engineering in Wilmington, Delaware. Rich received a bachelor s degree in electrical engineering from Clemson University in 1991, and a master s in systems engineering from Virginia Tech in Rich is a corporate consultant on the NEC, hazardous area classification, as well as motors and adjustable speed drives. He represents the American Chemistry Council as an alternate on NEC
6 CMP 14, which is responsible for the sections of the code applied in hazardous locations and as principal on the correlating committee. Rich is a member of ANSI/ UL Standards Technical Panel on hazardous locations equipment. Joseph Wages, Jr., Technical Advisor for Education, Codes and Standards, IAEI Mr. Wages is the technical advisor for education, codes and standards for IAEI. He represents IAEI on NEC CMP- 2, and previously represented IAEI on CMP-3. He also serves on the UL Electrical Council and on several ANSI/ UL Technical Standards Panels. He is an ICC Certified building official and holds certifications as building plans examiner, building inspector, chief building code analyst and one- and two-family dwelling inspector. He is also an IAEI Certified Electrical Inspector for these dwellings. Joseph holds a master electrical license and has taught electrical apprenticeship training programs. He spent 15 years as an electrical inspector for a municipality and electric utility. Kevin Robinson, Director, OSHA s Office of Technical Programs and Coordination Activities (OTPCA) Mr. Robinson is the director of the OTPCA within OSHA, and he is responsible for administering OSHA s Nationally Recognized Testing Laboratory (NRTL) program. Kevin has more than 20 years of experience in product safety testing and certification. Prior to joining OSHA, Kevin worked for the Consumer Product Safety Commission (CPSC) in the Office of International Programs, where he provided technical consultation for agency leadership, and was a negotiator for international cooperative agreements. Prior to his federal service, Kevin worked as technical and quality assurance manager at MET Laboratories. In this capacity, he served as the senior technical advisor for an international product testing and certification body. Robert J. Holubeck, Team Leader, MSHA s Approval and Certification Center (A&CC) Mr. Holubeck is the Team Leader of the Electrical Safety Division s Electrical Equipment Group under the A&CC within MSHA. This group is responsible for mining equipment accepted under 30 CFR - Part 18 (including permissible machine and system approvals, explosion-proof enclosures and connectors) and Part 7 (including mining battery and electric motor assemblies). He received the Bachelor of Science in Electrical Engineering degree from the Ohio State University in Since starting with MSHA in 1988, Robert has conducted numerous engineering evaluations relating to permissible electrical equipment, has investigated numerous mining accidents, has been involved in evaluating new technology, and has provided technical assistance to MSHA enforcement personnel. Mark Temple, Assurance Group Unit Leader, Intertek Consulting Mr. Temple is a member of IEEE, IET and NFPA CMP-14. His current role is leading Intertek s Hazardous Locations business unit, supporting clients to expedite products to global markets with multiple agency approvals and provides due diligence services for the global operations of many companies. Mark worked in the European chemical industry and offshore oil and gas before returning to advance his education at the University of Bradford in the UK. His engineering experience includes the fields of steelmaking, oil and gas, petrochemical, aerospace, and consulting. He also worked in a global motorsport operation for Ford involving production engineering, maintenance management, regulatory compliance, reliability, and design.
