2 PURPOSE OF MEETING Update community on Good Neighbor Program Update community on Community Outreach and Engagement events Engage community on ideas for future Good Neighbor Projects Present Runway Reconstruction project 2
3 WHAT IS THE GOOD NEIGHBOR PROGRAM? The Good Neighbor Program is our way to connect with the community and gather input The Good Neighbor Program includes everything outside of the runway and terminal which affects citizens and the community We are an airport that happens to be in the middle of a community. However, our goal is to be a community that just happens to be located around an airport Trend nationwide towards airports integrating and connecting with surrounding communities Also supports City of Dallas goals of developing livable, walkable and interconnected neighborhoods 3

Good Neighbor Program Goals: Off-Airport urban design, landscaping & beautification Signage and way-finding initiatives Pedestrian improvements Encouragement of recreational activities including parks and trails Traffic improvements Drainage improvements Example of a viewing area 4

6 HISTORY OF GOOD NEIGHBOR PROGRAM As part of the Master Plan Update, an initiative was developed to enhance the physical and economic development of Dallas Love Field and its bordering neighborhoods The Good Neighbor Program (GNP) initiative included a public involvement program intended to incorporate community input into the decisions made regarding development and improvements around Dallas Love Field 6
7 HISTORY OF GOOD NEIGHBOR PROGRAM CONT. A series of community meetings was held in 2012 and again in 2015 to gather the community s input The top three priorities identified at that time were: Roadway landscaping and signage Pedestrian connections (continuous sidewalks, connected recreational paths, high visibility crosswalks, signalized intersections, sidewalk lighting, etc.) Buffers (visual and physical) around the airport 7
8 GOOD NEIGHBOR PROGRAM IMPROVEMENTS Since 2015, a number of improvements have been made. Specifically with respect to roadway landscaping and signage: Greens and shrubbery planted near DAL entrance Irrigation and landscaping including seasonal flowers installed outside of Administration Building 8
9 GOOD NEIGHBOR PROGRAM IMPROVEMENTS CONT. Pedestrian Connections Sidewalks added along Mockingbird Avenue near Love Field entrance and from Herb Kelleher to Denton Road 9
10 GOOD NEIGHBOR PROGRAM IMPROVEMENTS CONT. Buffers Updated chain-link to 8 foot wrought iron fencing around perimeter of Love Field 10
11 GOOD NEIGHBOR PROGRAM IMPROVEMENTS CONT. Replaced and added several directional and regulatory signs within the airport perimeter that will provide clarification to customers No U-Turn No Left Turn No Littering Exit Signs were placed on Herb Kelleher and around the perimeter fence Updated signs will make it easier for customers to arrive and leave the airport and create a safer environment 11
12 GOOD NEIGHBOR PROGRAM IMPROVEMENTS CONT. A goal of the Good Neighbor Program is to enhance our perimeter and public spaces with art Contrails art sculpture dedicated in 2017 Contrails is a site specific sculpture, inspired by the unique cloud forms created in the wake of a plane 12
13 GOOD NEIGHBOR PROGRAM IMPROVEMENTS In response to community input, we recently trimmed the trees along Lemmon Avenue 13
14 COMMUNITY OUTREACH & ENGAGEMENT EVENTS In addition to physical improvements, we also host a number of events which benefit the community Attend career days for elementary schools and colleges in DISD and surrounding cities Attend seminars for retirees and speaks at the local recreation centers Sponsor quarterly community events Community Movie Nights 5K on the Runway Annual Turn Up event 14

19 RECENT DEVELOPMENT & PROJECTS Within the past several few months, a number of projects have been completed at Love Field New cell phone lot was opened at Aubrey and Hawes Ave Corner lot at Hawes & Herb Kelleher and Mockingbird has been opened to the Uber/Lyft drivers Garage C opened on November 1 with 4,000 spaces 19
20 RECENT DEVELOPMENT & PROJECTS We also have a number of projects underway which will enhance the aesthetics as well as functional experience for passengers and the community alike: Entryroad Enhancement Braniff Centre Enhancing the pedestrian features at the intersection along at Lemmon /Bluffview, along with operational improvements Looking at creating pocket parks, bike paths and a viewing area 20
21 COMMUNITY INPUT We are here tonight because we believe in being a good neighbor Are the priorities of roadway landscaping, pedestrian connections and buffers around the airport which were identified in 2015 still your top priorities? Are there other things you would like to see in terms of community connections? What else as a Department can we do to be a good neighbor? 21
22 RUNWAY 13R-31L RECONSTRUCTION PROJECT You have heard on the previous pages about our Good Neighbor Program This project is not technically While this project is technically within the interior of the airport, we are continually looking at ways to enhance the passenger and community experience. 22
23 RUNWAY 13R-31L RECONSTRUCTION PROJECT Why: The Project is needed to address the condition of Runway 13R-31L and accompanying taxiway deficiencies to meet FAA design criteria and to reduce airfield inefficiencies Runway overlay has performed beyond its effective 20-year design life per FAA pavement design criteria. Last major rehabilitation completed in 1990 Multiple taxiway pavements have also deteriorated to unacceptable levels Multiple taxiway intersections with Runway 13R-31L include wide expanses of pavement that are not compliant with FAA taxiway geometry design criteria Runway 13R-31L currently has a non-standard 400 safety area. The project will address this by regrading the safety area to comply with the FAA standard 500 safety area 23

25 RUNWAY 13R-31L RECONSTRUCTION PROJECT Full depth reconstruction of the existing runway pavement and connecting taxiways Recycle existing concrete as base materials for new runway and taxiway pavements Reconstruct runway pavement to existing elevation and length no changes to approaches Realign/reposition exit taxiways to minimize runway occupancy time Drainage improvements needed for Safety Area grading will not change outfall locations or routing of drainage from airport During reconstruction of 13R-31L (Denton Dr. Runway) all landings and takeoffs will be on 13L-31R (Lemmon Ave runway) 25
26 RUNWAY 13R-31L RECONSTRUCTION PROJECT Environmental Assessment (EA) currently being developed to analyze impacts of construction Effects outside Airport fence Establish construction entrance off Denton Drive near Gilford Street to mitigate impact of construction traffic on local roadways Proposed improvements to stormwater drainage system and adherence to SWPPP during construction No impacts to Bachman Lake or Shorecrest Drive. Construction emissions Temporary noise impacts 26
27 RUNWAY 13R-31L RECONSTRUCTION PROJECT Construction Emissions Dallas is being reclassified from marginal to serious nonattainment for ozone De minimis thresholds for ozone precursors (NOx and VOC) decrease from 100 tons per year (marginal) to 50 tons per year (serious) EA air quality analysis determined that construction emissions will not exceed the de minimis thresholds 27
28 RUNWAY 13R-31L RECONSTRUCTION PROJECT Temporary Noise Impacts during Runway Closure During the 9 month runway closure period, all aircraft will operate on Runway 13L-31R (Lemmon Ave Runway). Noise levels will temporarily increase off the 13L and 31R ends Draft EA Noise Contours 2021 No Action noise exposure without the project (no temporary runway closure) 2021 Proposed Action noise exposure during the construction period (including temporary runway closure). On-going transition to aircraft with lesser noise impact (not related to reconstruction project) EA considers the transition from B s to B MAX which is a quieter aircraft 28
29 RECENT DEVELOPMENTS AND PROJECTS RUNWAY 13R-31L RECONSTRUCTION PROJECT 2021 No Action Note: 65 DNL contour represents the federal standard for residential land use compatibility 2021 Proposed Action (temporary) 29
30 RUNWAY 13R-31L RECONSTRUCTION PROJECT Draft Environmental Assessment (EA) will be made available to the public for comment early Spring 2019 Notice of Availability (NOA) will run in the The Dallas Morning News and Al Día newspapers NOA and Draft EA will be posted on DAL and City of Dallas websites: Hardcopies will be made available at local libraries and DAL offices Public will be provided 30 days to comment on the Draft EA 30
