We have made a preliminary determination that the aquatic resources that would be impacted by the proposed project are subject to Corps of ngineers jurisdiction under Section(s) 9 & 10 of the Rivers and Harbors Act of 1899 and/or Section 404 of the Clean Water Act. If an approved jurisdictional determination is completed as part of the review process for this application, a copy will be posted on the St. Paul District web page at the following link: PROJCT DSCRIPTION AND PURPOS: Wisconsin Department of Transportation (WDOT) has submitted a Department of the Army permit application to discharge fill material into.90 acres of wetlands adjacent to the Wisconsin River for replacement of the deteriorating State Highway 8 bridge structure (Point Bluff Bridge). The new bridge structure would be constructed off-alignment and immediately south of the existing bridge structure in order for STH 8 to remain open to traffic. The project includes re-configuring the existing roadway approaches and bridge causeway to realign with the new bridge structure and improve roadway safety deficiencies. Approximately 1-mile of roadway to the east and west of the existing bridge would be reconstructed with a rural -lane undivided typical section to connect with the new alignment. The existing intersections of CTH Z in Adams County and CTH HH in Juneau County would be reconstructed and realigned with the roadway. An approximately 100-foot portion of existing causeway nearest to the Wisconsin River would be removed and replaced with bridge to restore floodplain characteristics. Once the new bridge is constructed, the northern portion of existing causeway would be removed to match adjacent wetland elevations. The new bridge causeway would have :1 side slopes with rock riprap placed along the perimeter. 1

2 NAM, ARA AND TYPS OF WATRS (INCLUDING WTLANDS) SUBJCT TO LOSS: The project would involve the permanent discharge of fill material into.90 acres of floodplain forest wetland dominated by silver maple and river birch. ALTRNATIVS CONSIDRD: The applicant has provided the following alternatives analysis for the project: Alternative 1: No Build The Point Bluff Bridge on STH 8 would not be replaced and no intersection improvements would be made. The bridge would continue to deteriorate until it is not safe to stay open to the public. Although this alternative would be the least expensive and not result in wetland impacts, it would not address the bridge deficiencies or safety concerns within the corridor. Alternative : North Alternative This alternative would involve replacing the Point Bluff Bridge to the north of the existing bridge. The distance between the outside edge of the existing bridge and the outside edge of the proposed bridge would be 1 feet. The offset alignment would allow the existing bridge to stay open to traffic while the new bridge is constructed. This results in the proposed centerline of the bridge to be approximately 6 feet north of the existing bridge centerline. The width of the proposed bridge would be approximately 48 feet. Approximately 1 mile of roadway to the east and west of the bridge would be reconstructed with a rural -lane undivided typical section to connect into the existing alignment. The Juneau County CTH HH and Adams County CTH Z intersections would be reconstructed to match the proposed realignment of STH 8. Alternative 3: xisting Alignment This alternative would involve replacing the Point Bluff Bridge along the existing bridge alignment. The bridge would be closed to traffic during construction. The width of the proposed bridge would be approximately 48 feet. A short section of the west bridge approach would be reconstructed. The east bridge approach would be reconstructed to accommodate the Adams County Z intersection improvements. Potential detour routes were studied to determine if they were practical or feasible. The closest bridge crossing the Wisconsin River south of STH 8 is 1 miles away and the closest bridge north of STH 8 is 0 miles away. Detour routes to the north or south would cause excessive additional travel time for the public wishing to cross the Wisconsin River at this location. Although this alternative meets the purpose and need of this project, it was dropped from further consideration because of its significant travel time impacts during construction to the surrounding communities. Alternative 4: South Alternative (Preferred) This alternative would involve replacing the Point Bluff Bridge to the south of the existing bridge. The centerline distance between the existing bridge and proposed bridge would be approximately 6 feet, the same as the North Alternative. The typical sections, bridge approach reconstruction, and intersection improvements are the same as described for the North Alternative. Based on the existing geography, the length of the South Alternative proposed bridge would be approximately 100 feet longer than the North Alternative. This alternative will require one residential relocation, minimizes wetland impacts and overall project costs. This alternative meets the purpose and need of the project and was selected as the preferred alternative.

3 COMPNSATORY MITIGATION: As compensation for the loss of wetland functions from this project, the applicant proposes to purchase debit 4.16 credits within the Lower Wisconsin service area from the WDOT Mill Bluff Wetland Mitigation Bank located in Monroe County, Wisconsin. HISTORIC PROPRTIS: During initial review of the project, no historic properties or cultural resource sites were identified within the planned construction area. The Federal Highway Administration (FHWA) is the lead federal agency for compliance with Section 106 of the National Historic Preservation Act of NDANGRD SPCIS: The potential for federally listed threatened or endangered species to occur within or near the project area was evaluated through a review of the U.S. Fish and Wildlife Service's (USFWS) county distribution list. None are known to exist in the project area. FHWA is the lead federal agency for compliance with Section 7 of the ndangered Species Act. The following listed species are known to occur in Adams County and Juneau County.
