Project Purpose: The purpose of the project is to expand an outdoor warehouse by.8 acres at the Menards store in the City of Forest Lake to accommodate additional inventory storage. Project Description: The project would result in the discharge of dredged and fill material into 0.7 acre of Type (fresh wet meadow) wetlands for the expansion of the outdoor warehouse. The work would include the construction of an underground stormwater treatment system. Name, Area and Types of Waters (including wetlands) Subject To Loss: The project site is located near the intersection of West Broadway Avenue and Everton Avenue North in the City of Forest Lake. A Type wetland complex is located to the immediate west and northwest of the existing Menards building. The project would result in the discharge of dredged and fill material into 0.7 acre of wetlands for the expansion of the outdoor warehouse. Compensatory Mitigation: The applicant has proposed compensatory mitigation for the 0.7 acre of permanent wetland impacts through debiting.8 credits from a wetland bank within Bank Service Area, where impacts are proposed. A purchase agreement for the specific bank is being secured and details will be provided at a later date. Alternatives Considered to Avoid and Minimize Wetland Impacts: The applicant provided five alternatives to the preferred option:. No build, which would not provide the additional storage needed to maintain product on-site availability.. Expansion into the parking lot, which was determined to be unacceptable due to the amount of warehouse space needed (Page of ). This proposal would result in the loss of 0 parking spaces and a reduction of the garden center.. Expansion behind existing warehouse, which would entail purchase of property (Page of ). This alternative would result in wetland fill, and the landowner was not willing to sell the land.. An alternative configuration with storm water pond above ground was proposed in the past, prior to an updated wetland boundary line (Page of ). This plan initially appeared to impact no wetlands, but the boundary was incorrect and would result in Page of
2 greater wetland impacts than the preferred alternative as the pond location in this configuration is within the wetland.. A two-story warehouse, which is not a feasible option as the logistics of pick-up and delivery of bulk goods requires drive through capability that a two story warehouse doesn t allow. Off-site alternatives were not considered as the warehouse needs to be co-located with the existing warehouse and Menards retail store.
