Project PROJECT ESCRIPTION AN PURPOSE: The City of Rogers is proposing to extend County Road (CR) 117 a distance of 1,38 feet, from County State Aid Highway (CSAH) 11/Brockton Lane to a future southern entrance street in the proposed Laurel Creek Residential evelopment. The project is located in the southeastern part of the City of Rogers, formerly known as Hassan Township. The CR 117 Extension would be a four-lane divided minor arterial roadway located on a new 15-foot-wide road right-of-way. It would include four 14-foot-wide driving lanes with 1-foot-wide bituminous trails on north and south sides of the road. The CR 117 Extension is proposed to meet the need for a safe and efficient transportation network in the City of Rogers and northwestern Hennepin County, and to provide: 1. The initial segment of an east-west arterial roadway that would connect four other arterial roadways in southeastern Rogers and southwestern ayton; 2. Functional traffic circulation; 3. A reliever route that reduces congestion and improves route choices; and 4. Consistency with local and regional transportation planning efforts. NAME, AREA AN TYPES OF WATERS (INCLUING WETLANS) SUBJECT TO LOSS: Roadway construction would result in the permanent discharge of fill material into approximately 2.34 acres (11,823 square feet) of a seasonally flooded basin and shallow marsh type wetland complex. ALTERNATIVES CONSIERE: The Applicant considered two alternatives that would avoid wetland impacts on the site, a re-route and a bridge alternative, but determined that both wetland avoidance designs were not practicable because they would not meet accepted engineering standards and practices. Alternative project alignments were also considered and found to be impracticable. Each alignment was evaluated for its potential to: 1. Meet the purpose of the current CR 117 Extension proposal; 2. Fulfill the ultimate future need for an east-west arterial roadway connecting CSAH 116, CSAH 11, Interstate 94, and CSAH 81; and Page 1 of 2

2 3. Minimize wetland impacts. North Alignment Alternative: This alternative is not practicable because it is routed north-south and therefore it would not provide the necessary east-west connection. Short-Term Wetland Avoidance Alternative: This alternative would increase wetland impacts associated with the next extension of CR 117 to the west. If the proposed junction of CR 117 and CSAH 11 were shifted north, this alternative would also increase wetland impacts associated with the next extension of CR 117 to the east. South Alignment: This alternative is not practicable because it would include a long crossing through a large wetland complex, and would impact more wetland than the proposed alternative. Proposed Alternative: The Applicant states that they chose this alternative because it meets the three goals listed above more effectively than any other alternative alignment. It would include a future wetland crossing located near the narrowest part of a large wetland complex. COMPENSATORY MITIGATION: The Applicant has proposed to compensate for unavoidable wetland impacts associated with this project, at a 2:1 ratio, via construction of a permitteeresponsible mitigation (PRM) site adjacent to the project site. The proposed PRM would generate a minimum of wetland credits.
