1 CITY OF FONTANA NOTICE OF PREPARATION SOUTHWEST FONTANA LOGISTICS CENTER SEPTEMBER 23, 2016 To: From: Subject: Public Agencies and Interested Parties Shannon Casey, Senior Planner, City of Fontana Notice of Preparation of an Environmental Impact Report The City of Fontana will be the Lead Agency and will prepare an Environmental Impact Report (EIR) for the project identified herein. The project description, location, and probable environmental effects of the Southwest Fontana Logistics Center Project are described in the attached materials. The City of Fontana is soliciting comments from public agencies, organizations, and members of the public regarding the scope and content of the EIR, and the environmental issues and alternatives to be addressed in the EIR. Public agencies may need to use the EIR when considering permitting or other approvals that are germane to the agencies responsibilities in connection with the projects. Because of time limits mandated by state law, public agencies must submit any comments in response to this notice at the earliest possible date but not later than 30 days after receipt of this notice. Comments should identify the significant environmental issues and reasonable alternatives and mitigation measures the agency will need to have explored in the draft Environmental Impact Report; and, whether the commenting agency will be a responsible agency or a trustee agency, as defined by CEQA Guidelines Sections and 15386, respectively. The City also will accept comments from other interested parties regarding this notice during this time period. PROJECT LOCATION The project site is located in the southern portion of the City of Fontana (City) in western San Bernardino County. The City is bounded by the San Bernardino National Forest to the north; the City of Rialto to the east; the San Bernardino/Riverside County boundary to the south; and San Bernardino County unincorporated land, and the cities of Rancho Cucamonga and Ontario to the west. The City s Sphere of Influence (SOI) extends north to the San Bernardino National Forest and west to the cities of Rancho Cucamonga and Ontario. The project site sits approximately 1.25 miles south of Interstate 10 (I-10) at the Citrus off-ramp. The proposed project would develop two warehouse buildings immediately east of the Southwest Industrial Park Specific Plan (SWIP). The 73.3-acre site is located south of Santa Ana Avenue, north of Jurupa Avenue, east of Oleander Avenue, and west of Cypress Avenue. The following 22 Assessor's Parcel Numbers (APNs) identify the site: , 04, 06, 07, 10, 11, 12, 13, 14, 15, 16, 17, 18, 21, 25, 28, 29, 30, 31, 32, 39, and 53. East of the industrial project site, a park site is proposed, which extends along Santa Ana Avenue from Cypress Avenue to Juniper Avenue. The proposed park site is acres and is comprised of the following seven (7) APNs: , 38, 40, 43, 58, 59, and 60. The entire project site is designated by the City General Plan and Zoning Ordinance as Planned Community (R-PC). Surrounding properties to the north, east, and south have the same General Plan land use. Additionally, land to the south is zoned Southridge Village SP. The General Plan designates land to the west for General Industrial (I-G) and Regional Mixed Use (R-MU) uses, and this area is zoned SWIP. II. PROJECT SETTING The project site currently primarily contains a mix of vacant land and low density single family residential properties. The Hohberg Poultry Ranch is also located in the northern portion of the site along Santa Ana Avenue. A residential community is located to the south; undeveloped land, a church, and low density residential properties are located to the east; a construction site with a small inclusion of residential properties are located to the west; a high school, undeveloped land, and low density residential uses are located to the north. III. PROJECT DESCRIPTION The project primarily consists of the construction and operation of two speculative industrial warehouse buildings, totaling approximately 1,628,936 square feet. The project applicant is GBNA in Irvine, California. The EIR may also examine an optional smaller floor plan with 1,272,150 square feet. Building 1 would occupy the northern portion of the site along Santa Ana Avenue and consist of 540,564 square feet of warehouse uses and 20,000 square feet of office uses. Building 2 would occupy the southern portion of the site and consist of 1,048,372 square feet of warehouse uses and 20,000 square feet of office uses. The office spaces would be located in the corners of the buildings, with warehouse uses taking up the center. The buildings are intended to be used as Warehouse Distribution facilities; however, end users have not been identified at this time, therefore, specific details about the future operation of the facilities are not currently available. Because the end users are not known at this time, the applicant has requested approval for future businesses to be open 24 hours a day/7 days per week depending on business/operational needs.

3 Southwest Fontana Logistics Center Project September 23, 2016 Notice of Preparation Page 3 of 9 In addition to the industrial buildings, the Project includes the dedication of approximately 17 acres to be set aside for the development of a public park. The proposed park site is east of Cypress Avenue adjacent to Santa Ana Avenue. The industrial project site would have access off Cypress, Jurupa, Oleander, and Santa Ana Avenues. For Building 1, two automobile/truck access driveways would be located on Oleander Avenue, two on Santa Ana Avenue, and two on Cypress Avenue. Emergency vehicle access is provided around each building through drive aisles, parking areas, and truck courts. The proposed project features the following street improvements: Cypress Avenue: Dedicate and widen to ultimate width per General Plan standards, install curb, gutter, sidewalk, parkway landscaping, and street trees Jurupa Avenue: Project proposes a break in the existing median at joint access driveway and installation of access driveways, parkway landscaping, and street trees. Oleander Avenue: Dedicate and widen to ultimate width per General Plan standards, install curb, gutter, sidewalk, parkway landscaping, and street trees. Santa Ana Avenue: Dedicate and widen to ultimate width per General Plan standards, install curb, gutter, sidewalk, parkway landscaping, and street trees. For Building 2, two automobile/truck access driveways would be located on Oleander Avenue, two on Jurupa Avenue, and two on Cypress Avenue. Building 1 would provide 312 automobile parking spaces and Building 2 would provide 420 automobile parking spaces. Additionally, Buildings 1 and 2 would provide 133 and 298 trailer parking spaces, respectively. The proposed project would require on-site water, sewer, and storm drain utility improvements. As described above, Cypress, Oleander, and Santa Ana Avenues would be improved with curb and gutter for capture of stormwater flows. The proposed project would develop on-site drainage improvements to convey and capture flows generated by the placement of new structures and pavement. III. REQUIRED DISCRETIONARY APPROVALS There are six approvals associated with the project: General Plan Amendment to change the General Plan Land Use Designation from Planned Community (R-PC) to General Industrial (I-G); Zone Change to change the Zoning District from Planned Community (R-PC) to Southwest Industrial Specific Plan (SWIP); Specific Plan Amendment to the Southwest Industrial Specific Plan (SWIP) to add the proposed project site to the SWIP area; Design Review to approve the site plan, site improvements, landscaping plans, and architectural elevations for the project; Development Agreement; and Tentative Parcel Map.

POTENTIAL ENVIRONMENTAL EFFECTS OF THE PROJECT In accordance with CEQA Guidelines Section 15060, the City has determined that the project will have significant effects on the environment and an EIR is required to assess project impacts from such effects. The City has also decided to begin work directly on the EIR in lieu of further initial review of the project as part of an Initial Study. The EIR will contain a detailed project description, maps identifying the project s location and surrounding land uses, existing environmental setting, project-specific impacts, cumulative impacts, mitigation measures to reduce potential impacts to less than significant levels, mitigation monitoring plan, and an alternatives analysis. The EIR s environmental analysis will be based in part on the following technical studies that are being prepared for the proposed project: Air Quality; Arborist Report; Biological Resources; Cultural Resources; Geotechnical; Greenhouse Gas Emissions; Hydrology Study Noise Impact Analysis; Phase I Environmental Site Assessment Phase II Environmental Site Assessment Traffic Impact Analysis; and Water Quality Management Plan. Because an Initial Study was not prepared for the project, the EIR will address all of the following environmental issues contained in CEQA Guidelines Appendix G: Aesthetics Agricultural and Forestry Resources Air Quality Biological Resources Cultural Resources Geology/Soils Greenhouse Gas Emissions Hazards and Hazardous Materials Hydrology/Water Quality VI. FUTURE PUBLIC MEETINGS Land Use/Planning Mineral Resources Noise Impact Population/Housing Public Services Recreation Transportation/Traffic Analysis Utilities/Service Systems. The City of Fontana Planning Commission will conduct a public hearing on the proposed project and EIR. A second alternative park site will be located on site (with Option B mentioned above) on the northerly approximate acre site or at the approximate net acre (17.45 gross acre) site east of Cypress Avenue.
