1 1. Introduction Introduction Thank you for taking the time to attend this exhibition on the future of Wimbledon Park and Lake ( The Park ). The Park is one of Merton s largest at 27 hectares, of which 9 hectares comprises the Lake. The Park is a significant green space within Merton and southeast London, providing sport, leisure and recreation uses, access to nature and informal open space. The Park came into the possession of local government just before the First World War. Originally, it formed part of a larger historic designed landscape developed in the mid-18th century by landscape designer Lancelot Capability Brown and associated with a series of grand houses on the edge of Wimbledon Village to the south. A future for Wimbledon Park The Park has undergone a number of changes throughout its history. We want to explore how we can protect and enhance the Park s heritage and ecology, while offering options for increased opportunities for greater engagement and participation in sports, cultural and leisure activities. At the same time, we are seeking to create a sustainable future for the Park, whilst improving its long term financial viability. This will be a vision for the next 25 years! Over the last few months, we ve been working with consultants, park users and other community groups to understand what works and what doesn t work about the Park. We are now in a position to share three potential options for the Park s future, and would like your views on each. Site survey (existing condition) 1. Lake 2. Lake embankment / dam 3. Angling Along with adjacent land comprising Wimbledon Park Golf Course and The Wimbledon Club, it forms a larger area called Wimbledon Park which is listed at Grade II* on Historic England s Register of Parks and Gardens of Special Historic Interest. 2 Wimbledon Park 2. Site analysis Planning analysis Landscape The Park is an extremely significant green open space within Merton, Wandsworth and southwest London. This importance is recognised by its designation as Metropolitan Open Land, Open Space and a Green Corridor within local and metropolitan planning policies. ature conservation Parts of the Park in both Merton and Wandsworth are designated for nature conservation. The Lake and Horse Close Wood form part of a Site of Borough Importance for ature Conservation (Grade I). The District Line through Wimbledon Park a Site of Borough Importance for ature Conservation (Grade II). Landscape analysis Heritage The Park forms part of a nationally important Grade II* historic landscape associated with Lancelot Capability Brown, as well as Conservation Areas and Archaeological Priority Zones designated in both Merton and Wandsworth. Buildings from its development as a recreation ground in the 1920s-30s are recognised as being of local importance. Flooding The Lake is a reservoir under the Reservoir Act. The Lake often overtops the dam due to high water levels combining with prevailing winds. Serious surface water flooding events inundate paths and buildings in the centre of the Park. Parts of the Park are potentially at risk from flooding should the dam ever breach. Landform The Park is relatively flat, but it sits on the western slopes of the River Wandle valley. The slopes to the west of the Park provide the catchment for the Lake. Substantial earthworks exist in the form of the Lake dam and the railway embankment. The dam is inspected regularly and requires repairs. Land use and facilities The Park provides a number of well-used and highly valued sport and recreation facilities, and plays an important strategic role for the borough. It also hosts large events, particularly Fireworks and The Queue during Wimbledon Fortnight on the Great Lawn. Most facilities are nearing the end of their life-span, requiring significant investment to bring them up to modern day standards. Hydrology The Lake conforms generally to its original 18th century design. Surface drainage from the west feeds it, with water discharging into the Brook flowing east under the railway line via a culvert. The Lake is heavily silted resulting in poor water quality. Parts of the Park suffer poor drainage. Vegetation types The Park is dominated by close-mown grass, with areas of ornamental planting fringe buildings, and the old woodlands of Horse Close Wood and Ashen Grove combine with established hedgerows to provide a green fringe. The cypress hedge and poplar trees around the Athletics Compound provide a windbreak but block views to the Lake. There is limited planting around the Lake. Historic landscape Much of Brown s 18th century landscape has vanished beneath residential development, and what survives is fragmented across separate ownerships. The Lake, areas of woodland and significant old trees survive, allowing interpretation and appreciation of key views and opportunities to restore lost character. Access and movement The Park has three entrances and is served by two car parks. A cycle route and the Capital Ring route run through the Park. Generally, paths are at accessible gradients. The Lake is only accessible to the general public by boat via the Watersports & Outdoor Centre.

Site analysis - Photos Site Photographs Café and tennis courts The south of the Park is dominated by the 20 tennis courts - the top 10 of which are less frequently used due to declining surface condition. The café building is oriented towards the tennis courts rather than the rest of the Park. It provides only limited internal seating inadequate for peak times, with significant space used for staff accommodation and storage. The Lake Watersports & Outdoor Centre The Watersports & Outdoor Centre is a well-used facility integral to the provision of water-based education on the Lake. It is in very poor condition and the internal space is inadequate for existing and future levels of provision. Moreover, it impacts on views between the Lake and the Park. Flooding Bowls Pavilion The Bowls Pavilion is a locally listed building. The original form of the building has been compromised by unsympathetic extensions. It is in poor condition, with some areas out of use. The rear of the building is cluttered with equipment storage useful, but unsympathetic to visitor experience along the Lake edge. The Brook Athletics compound The Athletics compound contains a stadium grandstand with changing rooms, a clubhouse and some isolated portakabins used as storage. The track is 6 lanes (8 lanes for 100m sprint). The grandstand is in very poor condition and the track it is being undermined by tree roots - both requiring significant repairs in the near future. Entrances White Pavilion The White Pavilion is a locally listed building. Presently, it is unoccupied and play provision is dispersed to the north and east. There is potential to renovate and re-open the White Pavilion for a parkrelated use focussed on a consolidated play offer in the area immediately to the north, with provision for toddlers as well as older children. Events Image courtesy of AELTC The Lake is the Park s greatest asset and is heavily used for water-based education and recreation. However, its appreciation from the Park is limited. Views are blocked by buildings and vegetation. Access along its edges is restricted to the top of the dam. Wildlife habitat is compromised by the loss of aquatic and marginal vegetation and poor water quality. Wind-driven waves and high water levels cause the Lake to overtop its dam frequently, causing flooding of paths and buildings in the centre of the Park. This flooding has worsened localised erosion and deterioration of the sheet piling on the Lake side of the dam, which require repairs. The Brook containing the outfall from the Lake is an under-utilised feature within the centre of the Park. It could be re-landscaped for amenity and biodiversity value as well as for flood alleviation. Entrances are in good condition and fit for purpose. At the same time, they are overbearing, utilitarian and not in keeping with the historic landscape. Moreover, no entrances afford clear views of the Lake. The Park hosts numerous events throughout the year, including Merton s annual fireworks display and The Queue during Wimbledon Fortnight. These are popular and valuable for income generation, but place specific pressures on the Park s infrastructure, character and management.

Concepts Concepts Concept 1 - Minimal Intervention Concept 2 - Maximising Landscape Character Wimbledon Park provides a variety of sports and leisure facilities and opportunities which are very much appreciated by those who use them. However, it is dominated by structures and facilities added incrementally over many decades. This piecemeal planning, typical of 20th century parks, creates an overall sense of clutter and lacks a cohesive landscape structure in which play and sport can operate. The Park s aesthetic and ecological qualities have suffered as a result, and the original designed character of composed views, landform and focus on the Lake have been largely lost. Two main Concepts have emerged for the future arrangement of these Zones within the Park: Concept 1, which sets out an approach of minimal intervention Concept 2, which sets out an approach of maximising landscape character These Concepts allow not only for the various uses and facilities, but also enable restoration or re-creation of the quality of the landscape in which they sit. They have informed development of the three Masterplan Options for the general layout of the Park and distribution of uses and facilities set out in this consultation. Lake People & Activities Landscape & Park Minimal intervention - This Concept reflects generally the existing spatial arrangement of facilities and uses within the Park, with the People & Activities Zone organised around the Lake Zone and separating it from the Landscape & Park Zone. People & Activities Lake Landscape & Park Maximising landscape character - This Concept reflects the Lake Zone s role as the most defining aspect of the wider landscape, reconnecting it to the Landscape & Park Zone by relocating the People & Activities Zone alongside the railway line. The Park can be categorised in three principle Zones within which the various character, uses and facilities can exist, namely: Lake Landscape & Park People & Activities Masterplan Option 1 aligns with the Concept 1 approach of minimal intervention. Masterplan Options 2 & 3 align with the Concept 2 approach of maximising landscape character. 5 5. Masterplan Option 1 Masterplan Option 1 represents a the least amount of change through minimal intervention. All existing uses and most existing facilities are retained. The existing café building is demolished, with existing staff accommodation relocated to a new structure. The Bowls Pavilion is retained, upgraded for club and community use, and extended to provide a café fronting the Lake. The existing Watersports & Outdoor Centre is demolished with a new (2-storey) building provided to the north near to the athletics compound, which is retained in its existing location allowing sharing of facilities. All children s play is concentrated within the area in front of the White Pavilion, which is upgraded as a refreshment kiosk with public toilets. 6 6. Masterplan Option 2 Masterplan Option 2 represents a large amount of change to maximise landscape character while retaining all existing uses. The existing athletics compound is demolished and replaced with new facilities on the eastern edge of the Park alongside the railway line. The Bowls Pavilion is retained, upgraded for club and community use, and extended to provide a café fronting the Lake. The existing café building is demolished. A new (2-storey) Watersports & Outdoor Centre building is provided to the south and the area of the former athletics compound is re-landscaped and integrated into the park, providing an setting for the Lake and providing opportunity for enhanced sight lines from the Great Field and the Revelstoke Road and Wimbledon Park Road entrances. Play provision and White Pavilion upgrade are the same as Masterplan Option 1. Masterplan Option 3 Masterplan Option 3 represents a substantial amount of change, focussing on a expanding commercial opportunities to ensure a financially sustainable future for the operation and maintenance of the Park. The existing athletics compound is demolished and replaced with new, upgraded facilities on the eastern edge of the Park alongside the railway line. A new (3-storey) Watersports & Outdoor Centre building with café is provided to the south and the area of the former athletics compound is relandscaped and integrated into the park, providing an setting for the Lake and providing opportunity for enhanced sight lines from the Great Field and the Revelstoke Road and Wimbledon Park Road entrances. The top 5-10 tennis courts are converted to mini soccer, and high and low ropes courses are introduced to the Park (likely in Ashen Grove). The existing Bowls Pavilion and bowling greens are removed and the area re-landscaped as part of a more extensive flood alleviation and habitat creation project along the Brook. Focus on sports and leisure Distribution of sports and leisure uses Masterplan Option 1 Masterplan Option 2 Masterplan Option 3 The three Masterplan Options present different distributions of sports and leisure uses across the Park. Masterplan Options 1 & 2 retain all existing uses, and replace the existing café with a new extension off the back of the Bowls Pavilion. The main difference involves the retention of the athletics compound in its existing location, or its relocation to the east of the Park alongside the railway embankment. The position of the athletics compound subsequently informs the location of a new Watersports & Outdoor Centre. Masterplan Option 3 takes a more commercially-driven approach, removing some existing uses and facilities from the Park and replacing them with new uses which could provide more commercial income and financial sustainability. Park buildings are consolidated, with a new café on the top floor of a 3-storey Watersports & Outdoor Centre. Minimal intervention - All existing uses retained with facilities in the same general locations. Maximising landscape character - All existing uses retained with the athletics compound and Watersports & Outdoor Centre both relocated to other parts of the Park. Expanding commercial opportunities - Some existing uses retained, but others removed and replaced with new uses. Options for athletics provision Masterplan Option 1 Masterplan Option 2 Masterplan Option 3 There are a number of options for the intensity of athletics provision regardless of location. For all, the existing boundary fencing, hedge and tree planting is extensively thinned and reduced to open up views and improve landscape setting. These are as follows: Option B: Existing provision A uniform 8-lane athletics track is provided alongside a new athletics building matching the existing level of provision. The area inside the track is reserved for field events as at present. Capital cost = roughly 5m Option A: Increased provision A uniform 8-lane athletics track is provided alongside a new athletics building with a large gym and a multi-purpose studio space. The inside of the track is developed for use as a hockey pitch / 3G synthetic sports pitch, including floodlighting. Field events are moved to a new fenced-off area within the Great Field. Capital cost = roughly 8m Option C: Reduced provision A uniform 8-lane athletics track only is provided for general public use. The existing buildings are demolished and not replaced. This option maximises opportunity for integrating athletics provision within the landscape. There will be no provision for field events, e.g. throws or jumps. Capital cost = roughly 1m Athletics Option A Athletics Option B Athletics Option C Athletics Options A, B & C are all feasible. Athletics Option A Athletics Option B Athletics Option C Athletics Options A, B & C are all feasible - but with an assumption that Athletics Option A will be most appropriate, providing new facilities of the highest specification so as to maximise income generation.

Focus on landscape Distribution of vegetation types The three Masterplan Options present different distributions and extents of vegetation types across the Park, but they adopt similar approaches. Horse Close Wood and Ashen Grove woodland will be retained and enhanced, with management for nature conservation. Old trees of importance will be recognised for special management and interpretation Existing mature trees and shrubs will be retained wherever possible, with any works or removals limited to health and safety and opening up views. ew tree planting will be planned for appropriate parts of the Park utilising species appropriate for historic character and amenity. The Great Lawn will be restored as Parkland, maintaining a large flat area of mown grass in the centre for events and informal recreation but with areas of taller grass and meadow around retained and newly planted trees along the edges, particularly where they can help soften the appearance of buildings and infrastructure. Hedgerows will be retained, enhanced and managed for wildlife, particularly along the railway embankment and the golf course boundary. Efforts will be made to improve views between the Great Lawn and the golf course by opening up some areas between the top of the Masterplan Option 1 Masterplan Option 2 Masterplan Option 3 hedgerow and the canopies of hedgerow trees. The Waterfall garden could be re-landscaped as a natural Brownian cascade (potentially designed to serve as a secondary spillway for the Lake during flood events), and linked with a re-landscaping of the Brook, creating a more natural character with meanders and riparian habitat with areas acting as flood storage. The Lake Proposals for the Lake are the same in all Masterplan Options, namely: Minimal intervention - Generally keeping the existing distribution of vegetation types, with scope for improving wetland habitat along Lake edges, riparian habitat along the Brook and the condition and appearance of Horse Close Wood and Ashen Grove. Structural repairs to the dam embankment in response to regular Panel Engineer reports under the Reservoirs Act to address safety issues. An element of de-silting works combined with the creation new areas of wetland habitat along the edges of the Lake to improve functionality for water-based recreation, water quality and biodiversity. Maximising landscape character - Like Masterplan Option 1, but with greater opportunities to restore the landscape character in the north of the Park and improve visual links with the Lake and other parts of the historic landscape by relocating the athletics compound east along the railway embankment. The Lake proposals will be progressed in more detail this autumn, as the most appropriate approach will need to be partially informed by the shape of the final Masterplan. Expanding commercial opportunities - Like Masterplan Option 2, but with more extensive restoration of parkland habitat within the Great Field and re-landscaping of the Brook to create riparian habitat and flood storage areas. The next step will then be for Merton s Cabinet to consider the the outcome of the consultation and the resulting Masterplan proposals. Following these processes, Merton s consultant team will then develop a final, fully-costed Masterplan and a detailed business case for Wimbledon Park and Lake. The Wimbledon Park and Lake Masterplan may become supplementary planning guidance for the area, expanding on the policies in Merton s and Wandsworth s Local Plans. This will be subject to the decision of Merton and Wandsworth Councils. If this happens, there will be another opportunity for you to comment on the Masterplan before it is finalised.??
