1 Food Deserts USDA defines a food desert as a low income census tract with a substantial number or share of residents with low access to retail outlets selling healthy and affordable foods. Coleman Park Coleman Park is one of the most historical neighborhoods in West Palm Beach, Florida. West Palm Beach Downtown Northwood/Pleasant City CRA Brownfield area. West Palm Beach residents have suggested at recent Public Meetings that there is a systematic land use barrier preventing economic development in low and moderate income communities, such as in Coleman Park. (City Of West Palm Beach, Florida, Consolidated Plan) 1
2 The Vision: An Urban Garden to provide healthy food options, create a community project, create employment opportunities, and attract visitors from outside the community. Phase I ESA The site was a residential lot as early as 1924 until the late 1990s, and has remained vacant since that time. Numerous and varied historical activities, which are commonly associated with contamination have occurred historically in close proximity to the Site. Examples: lumber yards, fueling stations, drycleaners, FEC. 2
3 Based on the proposed use of the site as an urban garden, a was recommended to evaluate the potential presence of soil and groundwater impacts. No onsite contamination sources identified. Conservative Assessment Approach Incremental Sampling Methodology Targeted Groundwater Sampling GROUNDWATER SAMPLING METHODOLOGY Sampling locations selected based on the relative location of potential offsite sources. Shallow, intermediate and deep sampling intervals. Analytical suite selected at each location and depth based on potential offsite sources. Laboratory analysis included a broad range of potential contaminants including : Phenols, Priority Pollutant Volatile Organics and Extractable Organics, 13 RCRA Metals, PCBs, Volatile Organic Halocarbons 3
4 No contaminants of concern detected above regulatory standards in the groundwater. INCREMENTAL SAMPLING METHODOLOGY Sample representative of the site conditions not discrete locations. Reduces uncertainty and variability. Higher confidence. Affordable as compared to multiple discrete samples. Laboratory analysis included a broad range of potential contaminants including : solvents, metals, petroleum and pesticides. 4
5 Analytical results of replicate samples were consistent: Benzo(a)Pyrenes above Direct Exposure and Leachability regulatory standards. Benzo(a)anthracene above Leachability regulatory standards. Specific Considerations for Development 5
6 No use of existing site soil for planting purposes. Use of above ground raised beds. Urban Garden Residents of the Coleman Park, Historic Northwest and Pleasant City neighborhoods who wish to, will be able to grow their own fresh produce 6
