Meeting called order by Chair Ron Hopkins at 1:03PM EST 2. Introduction of members and guests Attendees included Chair Hopkins and Committee Members Carter, Hassan, Hoover, Kirtley, Novak, Robinson, Scarlett. No guests. Staff Liaisons Tom McGowan and Ken Holland 3. Chair s remarks and purpose of meeting Chair Hopkins thanked all for being present. He stated that this meeting was an ROC meeting. Items would be limited to any comments from the public related to proposals and any committee comments. 4. Review of minutes from previous meeting. Minutes of the ROP were approved. 5. Committee Procedures SL McGowan suggested to Chair Hopkins that Codes and Standards Making Process, ProQual SOP JPR and Manual of Style presentations be waived for the fact that no comments were received. Chair Hopkins agreed. a. SL McGowan reviewed Document Information Page that will replace ECommittee pages. SL McGowan will Document Information Page instructions to all members. b. SL McGowan informed members of the remaining benchmarks for NFPA 1041 and send as an . c. NFPA Updates SL McGowan informed Chair Hopkins and Committee of the Doc Info Pages, the Reengineering Project relative to Codes and Standards Administration, and ProQual Summit meeting scheduled for April in Dallas. 6. NFPA 1001 Firefighter II and/or NFPA 1081 NFPA 1041 Standard for Fire Service Instructor Professional Qualifications Instructor, Instructor II. Live Fire Instructor in Charge Prerequisites for Live Fire Instructor. NFPA 1001 Firefighter II and/or NFPA 1081 NFPA 1041 Standard for Fire Service Instructor Professional Qualifications Instructor, Instructor I. Live Fire Instructor Instructor shall demonstrate competency in knowledge and skills in all subjects, methods, and equipment being taught and the objectives contained in NFPA 1403 and identified for the training burn Prepare a pre-burn plan, given the AHJ policy and procedures for live fire training evolutions, the facility policies applicable to evolutions, and all conditions affecting the evolution, so that the plan meets all requirements of the policies, existing conditions are identified, and the plan meets the requirements of the learning objectives. (A) Requisite Knowledge. AHJ and facility policies and procedures, hazards associated with live fire training, fuel packages, burn room size, ventilation strategies, time between sequential burn evolutions, evidenced based practices for fire control. (B) Requisite Skills. Technical Writing, pre and post burn inspection of structures/props Conduct a preburn briefing session, given the preburn plan, so that facets of the evolution(s) are identified, training objectives are covered, a walk-through of the structure/prop with all participants is performed, and safeguards put in place are identified. (A) Requisite Knowledge. Preburn plan, AHJ policy and procedures, (B) Requisite Skills. Instructor Presentation Skills, Calculate the minimum water supply required for a live fire training evolution in compliance with NFPA 1403 Standard on Live Fire Training given a training structure/prop so that calculations include the elements of minimum water supply and reserve water supply. (A) Requisite Knowledge. NFPA 1403 Standard on Live Fire Training, math (B) Requisite Skills. Development of water supply documents Calculate the minimum water flow application rate for a live fire training evolution in compliance with NFPA 1403 Standard on Live Fire Training section 4.11 given a training structure or prop so that calculations include the elements of minimum water flow application rate. (A) Requisite Knowledge. NFPA 1403 Standard on Live Fire Training, math (B) Requisite Skills. Development of minimum water application rate documents, capacity of hose lines, basic hydraulics Instructor in Charge identifies and assigns instructional tasks and duties in compliance with NFPA 1403 Standard on Live Fire Training Evolutions so that Safety Officer(s), Ignition Officer(s), Crew/Functional Lead(s), are designated and rotated through duty assignments, instructor(s) implement student/personnel accountability, instructor(s) monitor and supervise all students/personnel during evolutions, awareness of changing conditions that impact training is maintained. (A) Requisite Knowledge- Knowledge NFPA 1403 Standard on Live Fire Training Evolutions, Supervisory techniques and resource management. (B) Requisite Skills- Coaching and observation techniques Conduct a postburn briefing session, given the objectives of the evolution, so that feedback

Instructor Presentation Skills Statement of Problem and Substantiation for Public Input The Fire Service Training Committee has determined the critical need to develop competencies of instructors that deliver live fire training. This is to ensure that those who are identified as the Instructor in Charge or Assistant Instructor have met a prescribed set of JPR's and are knowledgable in delivering live fire training per 1403 and best practices as they relate to training firefighters. In order to do this, it was necessary to engage the 1041 committee as these requirements are outside of the scope of the Fire Service Training Committee. The Fire Service Training Committee respectfully requests 1041 to consider these JPR's and new chapter as you focus on rewriting your standard. Many jurisdictions already require some type of a course within their jurisdictions prior to an individual being qualified to become a Live fire Instructor. As individuals and instructors are still getting injuried and dying from Live Fire training evoluations, a chapter outlining the requirments to become a Live Fire Instructor i believe is required. By outlining the minimum JPR's to become a Live Fire Instructor it is hoped that fewr injuries and deaths may occur. Statement of Problem and Substantiation for Public Input By having a chapter that lists the minimum JPR's to become a Live Fie Instructor it is hoped that fewer injuries and deaths would occur as a result of live fire training. Add a chapter for Live Fire Instructor to this standard. 13% of Firefighter deaths occur during training. It is extremely important that a chapter dealing with just Live Fire Instructor be added to this standard. 9 5 of 6 1/9/2017 2:14 PM Public Input No. 1-NFPA [ New Section after ] Certification Fire service instructors shall meet the standards of any NFPA standard they provide initial training of, prior to delivering training within that content area, as determined by the AHJ or an outside ceritfication body. Statement of Problem and Substantiation for Public Input Nothing currently required fire service instructors to meet any certification or performance standards prior to delivering their content. At the very essence, instructors should possess certification, or other verification of meeting the standard by the AHJ, within the content area in which they are instructing (for example, Technical Rescue course instructors should be certified to the 1006 standard, Firefighter I 1002 instructors must meet all the requirements of Firefighter I, etc.). This should be specifically stated in NFPA-1041 to qualify that an instructor needs to at least meet the standards of performance to which they are teaching others. Testing needs to be taken our of Level I, in North Carolinal a Level I instructor is not allowed to Test.
