5 Public Input No. 9-NFPA [ Section No ] Power transmission belts shall not be used in any area that is classified as a Class I, Division 1 or Class I, Division 2 location as shown in Figure Exception: Positive drive cogged belts which engage toothed pulleys may be used for the transmission of power provided that the belt is in the normal range of rpm and power in the manufacturers belt selection catalogue, provided that it has a safety factor in excess of two times the torque the drive can develop with the driven shaft at any rpm from zero to full speed with no belt slippage or damage, provided that belt is inspected for wear or other deterioration at least once in each 3 month period, provided that the belt is compounded to conduct static electricity, and provided that if the belt is within 6 feet of the floor or in a location where it is exposed to flammable atmosphere or chemical attack it is to be enclosed and forced air purged from a fresh air source. For several years and again recently we have been offered (by one or more vendors) a very simple and efficient centrifuge which uses a timing belt drive and very well designed speed and torque control system. It appears to be almost entirely noise free, smooth acceleration, far more reliable and in all probability much safer over the long future than drives for the same kind of device using custom gearboxes, clutches, reversing mechanisms, etc for very high speed and production volume of nearly zero... We have visited the company which builds it and were very impressed with their preventive maintenance program. In the process we saw them throwing away dozens of near-new belts which had more than a year of continuous operation - these belts last a long time with such high quality applications and in fact such belts run quite well in many automobile engines under worse conditions. IT SEEMS A SHAME to not bring up the question of wording to allow this high quality and advanced design. And I believe the phrase 'power transmission belts' was originally proposed about 1982 to avoid the use of high powered friction v-belts which had the potential for noisy slippage and high heat potential during startup of if not tensioned properly. In the days prior to about 1982 we sometimes would see v-belt driven pumps on the floor or even 200hp v-belt drives under a DT - both of which I do not wish to authorize with my change. I do not believe that the static electricity conductivity is a governing consideration - particularly if both driver and driven elements are grounded and bonded - but if desired, there is a procedure for checking the conductivity of a belt, etc. Consider also that any drive can make a spark in some kinds of failure, failure itself may result in unforseen hazards, and the better modern cogged belts may be in some cases a superior option. Perhaps my wording suggestions are inelegant or incomplete, but could the Committee please discuss this?
