9 9 EU Directive 2012/19/EU on waste electrical and electronic equipment. EU Directive 2011/65/EU on the restriction of the use of certain hazardous substances in electrical and electronic equipment. EU Regulation 1907/2006/EC (REACH) the EU chemicals regulation. Several environmental laws have been passed in the European Union (EU). Directive 2012/19/EU WEEE (Waste Electrical and Electronic Equipment) regulates the disposal of electrical and electronic equipment and components. The use of certain hazardous substances in electrical and electronic equipment is regulated by Directive 2011/65/EU RoHS 2 (Restriction of Hazardous Substances). Chemicals and substances in general are covered by Regulation 1907/2006/EC REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals). This means avoiding substances such as: Polybrominated diphenyl ether (PBDE) Decabromodiphenyl ether (DecaBDE) Perfluorooctane sulfonate (PFOS) Pentabromodiphenyl ether (PentaBDE) Octabromodiphenyl ether (OctaBDE) Lead (Pb) Mercury (Hg) Cadmium (Cd) Hexavalent chromium (Cr VI) Polybrominated biphenyls (PBB) Cables, wiring and their associated connectors are governed by the EU WEEE Directive (2012/19/EU) only if they are an internal part of the equipment and components listed. Cables and wiring have been regulated separately in RoHS 2 (2011/65/EU) since 2013 (Category 11 or defined as an internal component of the respective product). Fiber-optic cables, energy cables (> 250 V) and permanently installed cables (e.g. in buildings) are not affected. The only identification permissible according to RoHS 2 is the CE mark, which is printed on the product package. What is REACH? REACH REACH stands for the Registration, Evaluation, Authorisation and Restriction of Chemicals. REACH represents a fundamental harmonisation and simplification of previous chemicals law and applies in all EU Member States. REACH introduced a candidate list for materials known as Substances of Very High Concern (SVHC): certain duties of providing information apply to SVHCs and the aim is to phase them out in favour of other materials in the future. The list of candidate substances is updated twice yearly by the European Chemicals Agency (ECHA) in Helsinki. 12/2018

10 10 EU Construction Products Regulation (CPR) On the safe side with LEONI fire resistant cables CPR B2 ca C ca D ca E ca F ca CPR cable class Since 1 July 2017, all energy cables, control cables and communications cables intended for permanent installation in building structures must be manufactured and evaluated in accordance with the harmonised European standard EN and labelled with a CE mark pursuant to the EU Construction Products Regulation 305/2011. In addition, a declaration of performance must also be prepared on the basis of assessments and classifications carried out by an accredited and notified testing body. A key element of the CE marking and declaration of performance prescribed by the Regulation is the highly visible, legible and permanent specification of the fire rating as provided on the product label. LEONI offers fire resistant cables with reduced flame propagation and heat production while also ensuring the low release of corrosive gases and smoke in accordance with the Regulation. The CPR defines a set of fire ratings (cable classes) that range from A ca (incombustible) through B2 ca (very high fire protection), C ca, D ca, E ca to F ca (no fire protection). Alongside the fire ratings, the following properties are also specified: Smoke production (s1 to s3) Acid gas (a1 to a3) Flaming droplets (d0 to d2) EN does not specify which class must be used in which building or which part of a building (e.g. for escape routes). The German Electrical and Electronic Manufacturers Association (ZVEI) has published a building classification. For buildings with very high safety requirements, such as hospitals, fire-resistant cables are envisaged with a B2 ca s1 d1 a1 Euroclass. For buildings with high safety requirements, such as schools, fire resistant cables with a C ca s1 d1 a1 Euroclass should be used. For normal fire risks, cables with a D ca s2 d2 a1 Euroclass are adequate. Declaration of Performance (DoP) This declaration of performance confirms the conformity of the construction product with the specified fire resistance properties. Simply enter the declaration of performance ID to access the declaration of performance you need directly. The declaration of performance ID is printed on the CE label of your product or can also be found by consulting your quotation or order documentation /2018

75 Technical information 75 Halogen-free Degree of acidity of combustion gases Halogens are elements of the 7 th group in the period table: Chlorine (Cl) Fluorine (F) Bromine (Br) Jodine (I) Halogen-free cables contain none of these elements. These elements are called halogens because they form salts (háls: Greek for salt) when combined with bases. Chlorine, for example, combines with sodium to form common salt (NaCl). Halogens are present in many acids: HCl = Hydrogen chloride (hydrochloric acid in water) HF = Hydrogen fluoride (hydrofluoric acid in water) HBr = Hydrogen bromide (hydrobromic acid in water) PVC (polyvinyl chloride) is the commonest halogen-containing plastic. In a fire, it degrades into hydrochloric acid. The current trend is therefore to replace such plastics with halogen-free alternatives. PVC, for example, is now being replaced by polyolefins such as polyethylene in many installations. With halogen- free cables, the formation of corrosive and toxic gases can be prevented. Test procedure A sample of 0.5 g to 1.0 g of material is placed in a tube furnace, heated slowly to 800 C ± 10 C over 40 minutes and then held at the maximum temperature for 20 minutes. The gases produced are dissolved and tested for their halogen content. The test is considered to have been passed if the halogen content of all non-metallic materials does not exceed 0.5% or 5 mg/g. Corrosive gases act with moisture to produce aggressive acids that corrode metal parts and can cause extensive long-term damage even if the immediate damage from fire is itself limited. This also affects objects and places not affected directly by the fire. This particularly affects electrical contacts, electronic components and apparatus, machinery and metal structures. Corrosion may even affect the steel bars used in reinforced concrete. Test procedure 1000 mg insulation material is burned in a furnace at 935 C with a specified supply of air ( 30 min). Two gas scrubbers in the exhaust air are used to measure the conductivity and ph value. This permits the detection of even small quantities of substances containing halogens. 76 76 Technical information Smoke density Flame retardant The formation of smoke has several unpleasant consequences: it not only worsens visibility in the event of a fire, making it difficult for those trapped inside to locate fire exits and obstructing fire-fighting and rescue operations, but also causes smoke poisoning (carbon monoxide). PVC is a particularly poor performer in terms of smoke production, although this is not due to PVC itself, as is often mistakenly assumed, but actually a result of the chemical additives that are present in PVC. Plasticisers in particular are typically a prime candidate for copious smoke production. Test procedure The density of smoke emissions from burning cables can be found by measuring light permeability. Alcohol is used to ignite cable samples in a test chamber (cube 3 m to a side). A small fan is used to uniformly distribute the smoke emitted, which passes over a light measuring section. The test is considered to be passed if light permeability values are as follows: Hazard level HL 1 HL 2 and HL 3 60% HL 4 70% Test standard IEC 61034, EN Requirement Although flame-retardant cables may burn when a test flame is applied, this fire does not spread much beyond the area where the flame is applied to the single cable and goes out of its own accord when the test flame is removed. When cables are arranged in a vertical bundle, however, e.g. in vertical risers, fire spread cannot be prevented (chimney effect). To suppress this risk, cables with the non-flame propagating property are required. Test procedure This test procedure describes the minimum requirements for flame-retardant conductors. It applies only to single cores or cables. A flame is applied to a single core or cable with a propane-air burner (1 kw flame). 77 Technical information 77 No flame propagation Circuit integrity under fire Although non-flame propagating cables may burn when a test flame is applied, this fire does not spread further from cables arranged in vertical bundles, and the fire goes out of its own accord when the source of the fire is removed. Test procedure This test simulates the chimney effect in vertical cable installations. The cable bundle is placed in a standardised cabinet and a burner flame is applied for minutes (gas burner 75 ± 5 MJ/h). The temperature is kept constant at 750 C throughout. Depending on the volume of non-metallic (combustible) materials per linear metre, the categories A F/R, A, B, C and D are applied. Charring must be present only in the first 2.5 m above the burner. With BETA-flam safety cables, charring is often seen only to cm. According to its international standard, a cable is laid hoizontally over a burner for three hours. The temperature is set at 800 C. 78 78 Technical information Fire performance according to CPR The test according to EN allows flame spread, heat release, fire growth rate (FIGRA), smoke production and flaming droplets/particles to be determined. Test method EN The cables (number used dependent on cable diameter) are mounted onto a ladder in a vertical tube furnace and a flame is applied to them for 20 minutes using an air gas burner (20.5 kw/30 kw). As many parameters differ from those occurring in the test according to IEC , the results are not comparable. EN The flue gases are collected with a defined air current (nominal value 8000 l/min) and conducted into an exhaust air duct in which the speed of the air current, the oxygen and CO 2 content, the light absorption and the temperature are measured. This allows the above values to be determined. Euroclasses according to CPR Cables for energy, control and communication technology for fixed installation in buildings are analysed and classified with respect to their fire behaviour according to EU Regulation 305/2011. For this purpose, the heat release and the flame spread are measured via the above test method according to EN and evaluated in order to classify the cables according to the relevant Euroclass. The cables can also achieve additional classification according to the Construction Products Regulation if smoke production, flaming droplets and acidity are determined. 80 80 Technical information Circuit integrity with mechanical shock Circuit integrity under fire conditions EN 50200, EN 50362, VDE 0482 Part 200 DIN 4102 Part 12 : Cables for emergency circuits up to 20 mm in diameter are tested to this standard by being subjected to fire with mechanical shock. Test procedure A single cable is fastened to a test wall under conditions of minimum bending radii and is tested at a minimum test temperature of 830 C and impacts on the cable support. The voltage must be maintained and current conducted for the duration of the circuit integrity. The measured duration of resistance is used to assign the cable to one of the classes PH15 to PH120. The test is considered passed if the fuse was not tripped for the duration of the test. Test standard EN 50200, EN 50362, VDE 0482 Part 200 Proof of system circuit for cable systems in the event of fire. The test encompasses both the cables and the laying systems. Test procedure Test samples of various cross-sections are installed together with the fastening system in a testing furnace with a minimum length of 3 m. The test temperature rises according to a predefined curve to C. The conductors are connected to a nominal voltage (110 or 400 V) via a fuse (2 A). The test is considered passed if no short circuit or interruption to the flow of current occurred during the test. The classification into E30, E60 or E90 is based on the least favourable result obtained from testing at least two identical specimens. 81 Technical information 81 Duration of circuit integrity in the building The duration of the system circuit of the cable system is based on how long the connected electrical consumer must continue to maintain its function in the event of a fire. Almost all national legal frameworks include requirements for safety equipment in this context that must naturally be adhered to. Evacuation In many countries, a period of 30 minutes is considered sufficient for sounding alarms and evacuating people. This functional duration of the systems (e.g. fire alarm systems, safety lighting systems, lifts, natural smoke extraction systems, systems for acoustic signalling and PA equipment) can be achieved with cable systems of the class E30. For special buildings, such as high-rise blocks, hospitals, tunnels and prisons, a functional duration of 60 or 90 minutes may be necessary. Class E60 and E90 cable systems are required for these purposes (e.g. for powering bed lifts, etc.). Fire fighting After people have been evacuated, additional time must be calculated for the work of the fire service. A period of 90 minutes from the outbreak of the fire is typically considered adequate for fire fighting. Providing power to the electrical systems required for this purpose (e.g. water pumps, fire-fighting lifts, mechanical smoke extraction systems) can be achieved with class E90 cable systems. Planning To plan an electrical system, the following questions must be answered: Which parts of the building requires which level of safety? Which electrical consumers are to be powered for which duration of system integrity? Which supply cables are affected (safety circuits)? Which routes must be used to install these cables? Are there limitations, e.g. with respect to fire load, etc.? With these answers, a start can then be made on selecting appropriate support systems and cables. 12/2018
