RECOMMENDATION: Staff recommends that the Board of Supervisors (Board) authorize the installation of the proposed traffic calming measures in Kirkpatrick Farms subdivision in the Blue Ridge and Dulles Election Districts. BACKGROUND: The Kirkpatrick Farms subdivision is located along Braddock Road (Route 620) between Northstar Boulevard (Route 3171) and Gum Spring Road (Route 659) in the Blue Ridge and Dulles Election Districts (Attachment 1). This community consists of 1,142 residential units. The residents on Tomey Court (Route 1291) in the Kirkpatrick Farms subdivision complained about vehicular speeding to Supervisor Clarke s office. As a result of this complaint, the Kirkpatrick Farms Home Owners Association requested the installation of the Watch for Children signs (Attachment 2). The Department of Transportation and Capital Infrastructure is proposing the signage installation at the following locations: On Kilkeen Way (Route 1277) near Braddock Road On Summerall Drive (Route 1257) near Arlington Oaks Drive (privately-maintained) On Kylemore Drive (Route 1290) near Jubilant Drive (Route 1291)/Tomey Court On Kinsale Place (Route 1285) near Northstar Boulevard
2 Item #7, Installation of Traffic Calming Measures in the Kirkpatrick Farms Subdivision Board of Supervisors Business Meeting October 14, 2015 Page 2 All subject streets, Kilkeen Way, Summerall Drive, Kylemore Drive and Kinsale Drive, are classified as local roadways in the Countywide Transportation Plan with a statutory speed limit of 25 miles per hour and are in the Virginia Department of Transportation (VDOT) Secondary Roadway System. Also, Loudoun County entered into an agreement with VDOT in March 2014 where the future installation, maintenance and replacement of these signs will be the County s responsibility. ISSUES: There are no issues regarding the proposed signage installation outlined herein. FISCAL IMPA: Based on the March 2014 agreement between Loudoun County and VDOT, the future installation, maintenance and replacement of the Watch for Children signs will be the responsibility of DGS. The total cost of the signage installation is approximately $3,100 and funding is available in the DGS Fiscal Year 2016 budget. DRAFT MOTIONS: 1. I move that the Board of Supervisors authorize the Department of General Services to install and provide perpetual maintenance of the proposed Watch for Children signs at four locations of the Kirkpatrick Farms subdivision, which are Kilkeen Way (Route 1277) near Braddock Road (Route 620), Summerall Drive (Route 1257) near Arlington Oaks Drive (privately-maintained), Kylemore Drive (Route 1290) near Jubilant Drive (Route 1291)/Tomey Court (Route 1291), and Kinsale Place (Route 1285) near Northstar Boulevard (Route 3171) in the Blue Ridge Election District. 5 RESOLUTION WHEREAS, the Commonwealth Transportation Board adopted a policy on June 17, 1999 establishing eligibility criteria for highways and procedures for requesting the signs and outlining the responsibilities of the locality and the Virginia Department of Transportation (VDOT), and WHEREAS, the residents in the Kirkpatrick Farms subdivision are concerned about vehicular speeding and pedestrian safety, and have requested for traffic calming, and WHEREAS, the County of Loudoun has determined that the highways requested for signs meet the definition of a local residential, collector, or minor arterial highway and have documented speeding issues thereon, and WHEREAS, the County of Loudoun Board of Supervisors authorize the County Administrator to enter into an Agreement For The Installation and Maintenance of Watch For Children Signs ( Agreement ) between Loudoun County and the Virginia Department of Transportation on March 5, 2014, NOW, THEREFORE, BE IT RESOLVED that the Loudoun County Board of Supervisors shall conduct the purchase, installation and maintenance of Watch for Children signs as outlined in the Agreement and on the referenced highways as described herein.
