1 FIRE DEPARTMENT SUBJECT: Consideration of the Purchase of Eighteen (18) Sets of Morning Pride Turnout Gear from Air One Equipment, Inc., South Elgin, IL not to exceed 32, AGENDA ITEM: 9.b.iv MEETING DATE: October 15, 2013 VILLAGE BOARD REPORT TO: Village President and Board of Trustees FROM: Wayne Globerger, Fire Chief (847) THROUGH: Todd Hileman, Village Manager PURPOSE AND ACTION REQUESTED: Staff requests approval to enter into a purchasing agreement for eighteen (18) sets of Morning Pride turnout gear to replace existing turnout gear that fails to meet the requirements of the National Fire Protection Association (NFPA) 1971, Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting. Due to the specialized nature of the products utilized by the Fire Department, manufacturers choose to limit distribution of their products to exclusive regional dealers. Air One Equipment Inc. of South Elgin is the sole proprietor for Morning Pride turnout gear in the northern Illinois area. This purchase, if approved, will be made through Air One Equipment Inc. BACKGROUND: The Fire Department has 80 sworn personnel that require the need for structural firefighting gear, also known as turnout gear. Turnout gear contains multilayered coat and pants, when paired with boots, gloves, helmet and selfcontained breathing apparatus, firefighting personnel are protected when operating in the presence of extreme temperatures, pathogens and toxic atmospheres. This gear is strong enough to protect against cuts and abrasions in an emergency type environment. Turnout gear has a predicted life expectancy of five (5) years. Gear is frequently inspected, maintained, and repaired through the course of its life to increase longevity and ensure maximum protection for the wearer. The Fire Department is currently on phase II of IV for the replacement of turnout gear. Phase I was completed in FY2012 with the purchase of 26 sets of turnout gear, to be followed by the purchase of 18 sets in phases II, III and IV. With each phase, the department reviews and

2 negotiates best pricing on the three reputable manufactures of turnout gear Cairns, Innotex and Morning Pride to ensure the Village obtains quality equipment at the best price. DISCUSSION: The Fire Department Quartermaster evaluated three brands of turnout gear in 2012 and reviewed the following: design, function, durability, safety, overall quality and cost. The evaluated brands include Innotex, Cairns, and Morning Pride. Fire personnel participated in a field test of all three brands and it was determined that based on sizing, durability, ease of movement, design and comfort, Morning Pride obtained the highest overall gear rating. 3 BUDGET: The purchase of replacement turnout gear has been budgeted for in the 2013 Corporate Fund: Corporate Fund: , RECOMMENDATION: Fire Department personnel recommend waiving the competitive bid process by awarding the purchase of Morning Pride turnout gear from Air One Equipment Inc., the least expensive option, with the understanding that due to the specialization of the equipment needed by the Glenview Fire Department and that Air One Equipment Inc. is the exclusive vendor of the preferred gear Morning Pride in this region, staff also requests the permission to negotiate and order from Air One Equipment Inc., South Elgin, not to exceed 32, ATTACHMENT(S): A. WHEREAS, the Village of Glenview is a homerule municipality located in Cook County, Illinois; WHEREAS, the Glenview Fire Department (the Department ) command staff has determined the Department s existing firefighting turnout gear fails to meet the national standards, and that Morning Pride turnout gear is the best replacement product available; WHEREAS, Air One Equipment, Inc., of Elgin, IL ( Air One ) is the sole dealer of Morning Pride firefighting turnout gear in the northern Illinois region; WHEREAS, the corporate authorities have reviewed the Department s request to purchase Morning Pride firefighting turnout gear from Air One in an amount not to exceed 32, for eighteen (18) sets of such gear to be purchased in WHEREAS, the corporate authorities, having considered the specialized nature of the turnout gear and the fact that Air One is the sole dealer of Morning Pride firefighting turnout gear in the region, have determined it is appropriate to waive the formal bidding process, and authorize the purchase of such gear from Morning Pride; and WHEREAS, the corporate authorities have determined that it is in the public interest to purchase such turnout gear on the terms and conditions described in such documentation. NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of the Village of Glenview, as follows: That the President and Village Clerk are authorized to execute any and all documents necessary to consummate the purchase of Morning Pride firefighting turnout gear as described above.
