Potential issues to be addressed in the next revision. 1. Whether fire extinguishers and extinguishing agents should be the responsibility of NFPA 10 or NFPA NFPA 654, Section 7.4 addresses metals. Determine if this material should be incorporated into NFPA Bucket elevators and conveying. 4. Storage and recycling of lithium vehicle batteries 5. Review definition of less-spark resistant and determine if the term needs to remain in the standard. 6. Review of Section to determine if clarification is warranted. 7. Chair & Staff Liaison Remarks: a. Review of meeting and voting protocol - Single errata for proposed changes to 2011 (multiple entries) - What TC wants standard 2014 to look like (new terminology, first draft instead of pre-rop) 4. Technical Committee Update: a. Review changes in Membership (See Attachment A - TC List) b. Review guidelines for change of employment and Committee membership - Breakdown of representation (3 people on hold list) 5. Approve minutes from Pre-ROP meeting in Glendale, AZ, in April 2011 (See Attachment B Pre-ROP Minutes) - Read and Approved, no comments or questions 6. Update on new Technical Committee addressing Fundamentals of Combustible Dusts (NFPA 652) and what effect that has on the base fundamental standards. - Derek Duval provided an overview of the new Fundamentals of Combustible Dusts TC; plan to meet 1 st quarter of Incorporate the five combustible dust standards. - Fire drill procedures 7. Update on new Correlating Committee and its role to review potential inconsistencies with the other dust standards. - Guy Colonna reviewed the TCC s role, as an overseer of the 5 dust standards - Tom Christman discussed NFPA 484 website and its use along with documents available on the site 8. Review of Annual 2014 code revision cycle and procedures for this meeting. Update on new NFPA revision cycle for A2014. (New process PowerPoint Presentation-optional). a. Martha discussed re-engineering. Amanda discussed research project details, due date mid-december. Arizona meeting Agenda Part (j) would qualify for this project, need to complete an application. TC needs to discuss if NFPA 484 intends to submit a project. (Resource Center) b. Tom discussed NFPA 10 and Task Group (Tom Christman, Kevin Kreitman & Mark Drake) to work with from NFPA 484. Joint Task Group between NFPA 10 & NFPA 484. Priority is bulk extinguishing agents and appropriate fire extinguishers (because many combustible metals do not use listed materials as extinguishing agents). 9. Review completed for 2012 edition of NFPA Informal inquiries log # s addressed. Tom provided written document. 10. Old Business: a. NITMAMs submitted on 2012 edition resolved. No further action required. b. Task Group Reports: 1. Chapter 14 (See Attachments C: First Meeting; and D: Second Meeting) - Erdem presented alternative measures of protection. Dust Classification/Protection Options in NFPA 484/Protection Options in other Standards - Dust Classifications (PowerPoint slideshow) - Overall screening criteria - UN test methods for something other than transportation can be concerning - Need existing data or typical ranges - Section change the first or to and change using an errata. 2

8 DRAFT MINUTES OF NFPA 484 Pre-ROP MEETING - A new steel/iron chapter needs to be introduced before ROP meeting. - Insert low hazard material into Chapter NFPA 400 MAQ Limits: Isolated key issues. Flammable solids: MAQ = 125 lbs.; currently no formal proposals. Redirect to NFPA 484 (need footnote in NFPA 400 table for metals). Need to clarify NFPA Literary Review: Tabled until Chapter 14 new material is presented. 4. Advisory Service Inquiries: - Lithium battery storage to be addressed under New Business. Paragraph applicable quantities (annex addresses). Add new to address subject. 5. Inconsistencies between NFPA 484/70/499 : - Catastrophic failures discussion (to be continued): Dehong Kong added to TG with Sam Rodgers as Chair) to address both conditions, dust-tight, ordinary or explosion-proof electrical equipment. 6. Recycling (technically new business) - Peter Downing did not attend meeting therefore tabled. Presented on Wednesday. 11. New Business: a. Review of Advisory Service Inquiries since last meeting: dry vs. wet type collector, NFPA 484 does not have definitions. The three definitions Tom provided in his response are adequate (minor change to Dust Collector). - Martha created list of areas which need to be addressed for the 2014 edition. Martha reviewed the new revision cycle process and member classification. Proposal process, voting, editing, dates, and terminology. - Joint Task Group with NFPA 10/484, NFPA 10 will be the primary standard. - Elizabeth Buc: Chapter 4 flow diagram material characteristics (Brad Burridge: Action item in accordance with what test procedures). Should this be in Chapter 5 or Chapter 6 (or Annex)? - Development of a TG for loss investigation to see if NFPA 484 could have prevented the incident (if the standard was followed would it have occurred?) Bucket elevators and conveying: TG for item 2 will address this also. 4. Storage and recycling of lithium vehicle batteries: - FPRF (Fire Protection Research Foundation) finished report addressing lithium ion batteries, second phase to include testing. DOT has report also. - Is this within the scope of NFPA 484. Recycling Chapter (16) applicable to exposed alkali metals TG (Dehong K., Peter D. & Tim M.) - Tim M. will contact recycling contacts. 5. Review definition of less-spark resistant and determine if the term needs to remain in the standard change to spark-resistant only, TG (Elizabeth B., Erdem U., & Dehong K.) review of materials, i.e. stainless steel 300 series. 6. Review of potential inconsistencies/errors within NFPA 484 after reformatting of the standard. - If you notice something, state what is the problem along with the solution. If Annex material is needed, state what is wrong, and should it have a different reference. - Correct word-editing or number identification errors using a single errata. - Chapter 14 may have many inconsistencies and/or reorganization, do we need TG? Dust/powder distinction loss in the chapter. TG (Tim M. & Kevin K) - Specific chapters will be performed individually. Some chapters allow for compressed air cleaning and other chapters don t. Here is 10 and 8 is the same: Compressed Air Cleaning Requirements. Compressed air blowdown shall not be permitted, only except in certain areas that are otherwise impossible to clean by vacuuming or other means and, where permitted, shall be performed under carefully controlled conditions with all potential ignition sources prohibited in or near the area and with all equipment shut down. Here is Chapter 9: Compressed-air blowdown shall not be permitted. Chapter 11 is mixed, one section permits it and another within the chapter prohibits it: Compressed Air Cleaning Requirements. Compressed air blowdown shall not be permitted, only except in certain areas that are otherwise impossible to clean by vacuuming or other means and, where permitted, shall be performed under carefully controlled conditions with all potential ignition sources prohibited in or near the area and with all equipment shut down Vigorous sweeping or blowing down with compressed air produces dust clouds and shall be permitted only where the following requirements are met: (1) Electrical equipment not suitable for Class II, Group E locations and other sources of ignition shall be shut down or removed from the area. (2) Compressed air shall not exceed a gauge pressure of 206 kpa (30 psi), unless otherwise determined to be safe by a documented hazard analysis.

14 Blowing down of any surfaces by compressed air shall be prohibited. It looks like 12 and 13 don t address the specifics: Cleaning methods shall be limited to those methods that minimize the probability of causing a fire or explosion, as determined by a person knowledgeable in the properties of titanium dust See for additional requirements Cleaning methods shall be limited to those methods that minimize the probability of causing a fire or explosion, as determined by a person knowledgeable in the properties of zirconium dust. And the IFC doesn t allow it. Here is the wording from 2006 IFC: Housekeeping. Accumulation of combustible dust shall be kept to a minimum in the interior

15 of buildings. Accumulated combustible dust shall be collected by vacuum cleaning or other means that will not place combustible dust into suspension in air. Forced air or similar methods shall not be used to remove dust from surfaces. Here is the wording from NFPA 1: * Dust Clouds Surfaces shall be cleaned in a manner that minimizes the generation of dust clouds. [654: ] Vigorous sweeping or blowing down with steam or compressed air produces dust clouds and shall be permitted only where the following requirements are met: (1) Area and equipment shall be vacuumed prior to blowdown. (2) Electrical equipment not suitable for Class II locations and other sources of ignition shall be shut down or removed from the area. (3) Only low-pressure steam or compressed air, not exceeding a gauge pressure of 15 psi (103 kpa), shall be used. (4) No hot surfaces or flames capable of igniting a dust cloud or layer shall exist in the area. [654: ] So now there is also an inconsistency with the allowed pressure when compressed air is permitted. This could be a lively discussion. Just noticed it in the process of getting my presentation together for Gallatin, TN next week. tom
