3 O ur Mission The Cunningham Fire Protection District is dedicated to providing the community with the highest level of fire protection, life safety, and emergency medical services. Message from the Chief Your firefighters, fire prevention technicians, and administrative staff work hard every day to keep you and your family safe, while operating as lean as possible. I would like to highlight some of our activities in Emergency responses continue to increase. Detailed data further provided in this report. We have trained with law enforcement to respond to active shooter incidents to rescue and aid victims. We are currently purchasing additional personal protective equipment and life saving supplies to aid in this endeavor. Our preparation for major conflagration, floods, and manmade or natural disaster continues. CFPD participated in two of the state s largest resource mobilization exercises (including their design), assisted the State of Colorado in writing procedures for resource mobilization, and participated with other Arapahoe County agencies in a four day training and exercise for major disaster response and recovery. The District worked with the Cherry Creek School District, five law enforcement agencies, and two other fire departments to create a school emergency response procedure. It is now used statewide as a model for others. We have three new Directors on our District Board. All have received training, are active and enthusiastic. The Board of Directors and metro area agencies have supported me as the Chair of the North Central All Hazard Homeland Security Region for our ten county area. Cunningham s public events and open houses were well attended and allow us to spread the message of prevention. We joined other agencies to build efficiency in communication and coordination of response by tying our systems together. It is called the Jefferson Arapahoe Consolidated CAD(JACC) project. It is amazing. The District has had a Continuity Of Operations Plan (COOP) for some time to assure service to the citizens in times of disaster. In 2014 we took it to a higher level of preparation. This plan also helps our future leaders. In 2015 we will exercise and refine the plan. The men and women of the Cunningham Fire Protection District thank you for your support and your involvement. 4 O perations Total Incidents by Category Current Year Alarms EMS Fires Other Apparatus - A new Pierce fire engine was purchased to replace an older engine. Delivery of the new engine is anticipated in July, % 17.3% 12.2% 68.4% In 2014, CFPD participated in the annual Muscular Dystrophy Fill the Boot Campaign. Our firefighters raised $14, for the MDA. Accreditation - CFPD completed it s second Annual Compliance Report to the Commission on Fire Accreditation International. The report was accepted and approved by the commission. - In 2014, CFPD changed the goal for turnout time from one minute thirty seconds to one minute twenty five seconds 90%of the time. CFPD s 2014 overall turnout time for all measured incident types was one minute twenty five seconds. CFPD was successful in meeting it s turnout time goal.

6 F inance In 2014, the CFPD continued to provide high quality service while budgets were limited by revenues that were very close to 2007 levels. Safety and service expenditures were given the highest priority. Expenditures Major projects completed in 2014 were: the ordering of an engine for delivery in 2015 and the replacement of the Battalion Chief Vehicle. Significant ongoing essential program expenditures were protective equipment, vehicle maintenance, communications, and information technology. The Transport Fund updated systems used for recording patient information and for providing that information to the receiving hospital to improve patient care. Wages and benefits account for 75%of total expenditures across all funds, and while carefully controlled, are by necessity in excess of 2007 levels Expenditures All Funds $871,039 $1,015,826 $225,291 WAGES & BENEFITS CAPITAL PROJECTS $7,785,463 FINANCING $472,268 FIXED SERVICES OTHER PUBLIC SAFETY Total: $10,369,887 Revenues The challenge in developing the 2015 General Fund and Capital Improvement Fund budgets, was that projected revenues were again forecasted at 2007 levels, thus the program managers were instructed to use 2007 budgets a guide for overall spending limits while working to meet the service and strategic goals. 7 Support Services Cunningham Fire has contracted with Littleton Fire Communications Center (LFRCC) for 911 Emergency Dispatching services since Being a contract agency with LFRCC allowed Cunningham to be part of Jefferson Arapahoe Consolidated Computer Assisted Dispatch (JACC) project which consolidated Arvada Fire Dispatch, Evergreen Fire Dispatch, LFRCC, Metropolitan Communications Center (South Metro Fire), and West Metro Fire dispatch under one digital umbrella. The benefits of the consolidation for the District include enhancing citizen safety and operational efficiency through immediate sharing of key information both before and during emergency incidents. As an example, JACC enables dispatchers to view available resources from multiple response jurisdictions, in real-time, directly on their computer screens. This allows dispatchers to order critical resources such as additional fire engines or medic units on large scale incidents much more efficiently. The JACC spans across Arapahoe, Douglas, and Jefferson Counties; includes 23 cities, serves over one million people, and covers two major interstate transportation corridors. Help DeskCases 372 As a part of our continuing efforts to maintain our facilities some District facilities received improvement in Station 1 had a new cooling system installed and some new landscaping. Station 2 common areas were cleaned up by removing the mulch and replacing it with rock and the parking lot had some asphalt repair work done. Working with the EMS Division we replaced and updated our Electronic Patient Care Reporting devices with Panasonic CF-19 Toughbook s for all of the District apparatus. Our last generation of these devices saw daily use and lasted for 5 years. We hope to see the same life span on the new devices and they are already helping us provide more efficient emergency medical services to our citizens. The storage area network servers were replaced at both the primary and secondary sites. These servers are critical to our Information Technology Virtual server environment and help us ensure redundancy and efficiency for our critical business applications.

8 Training The Mission of Training Division is dedicated to promoting safety, professional growth, and development of personnel to meet the present and future needs of the organization and the community. In 2014, phase two of the Blue Card Command Training and Certification program was completed for all officers. Phase two consisted of twenty-four hours of managing incidents in the simulation lab. All Acting Officers completed the fifty hour on-line course and will complete the twenty-four hour simulation lab in In 2014, the construction of a multi-purpose training prop began with an anticipated completion date in early January The training prop is located on the southside of Station 1. Some features of the new prop include: Ventilation simulator Forcible entry simulator Self rescue/bail-out windows Rebar cutting station The Cherry Creek School Transportation Division donated a school bus for training. The bus was used for six weeks of training. There were four specific classes taught: Bus familiarization from front to back, top to bottom Special needs students and extrication Bus fires Stabilization techniques and heavy extrication The Cunningham Fire Training Bureau would like to thank the Cherry Creek School District for donating the bus for the invaluable training opportunity. In 2014, the District delivered an Engineer promotional exam to establish a list of personnel eligible for promotion. Six members made the list. In 2014, firefighters logged more than 5,400 hours of training. These computers will be used for several purposes, one of them being electronic patient care reporting and another being mobile data computer for incident response. Resp: 73 2% OB: 16 0% Trauma: % Medical: % EMS Calls by Volume The EMS Bureau is proud to announce our partnership with The Centura Hospital system to provide Medical Direction and education. They are a nonprofit Healthcare System that provides Medical direction and education services to many EMS providers across the state and the Denver Metro area. The Cunningham Fire Protection District (CFPD) responded to 3495 requests for Emergency Medical Assistance in Of those responses 2211 patients were transported by CFPD to local hospitals and emergency departments. 301 patients were transported by our mutual and automatic aid agencies to local area emergency departments. On May 31, 2014, CFPD opened its doors to the community in celebration of EMS Week. We are very proud to announce that we had over 650 attendees this year that were able to visit with the firefighters and observe and participate in educational opportunities provided by CFPD personnel and vendors. 10 F ire Prevention The Fire Prevention Bureau is a combination of education, engineering, enforcement and evaluation to reduce fires and fire code violations. Over the course of 2014, the Fire Prevention Bureau conducted 127 plan reviews and conducted 114 new construction code compliance inspections. The plan review and inspections on new construction ensure that commercial buildings within the District are constructed in compliance with the fire code and life-safety standards. The Cunningham Fire Protection District conducted over 1,230 inspections of commercial businesses to ensure life-safety systems are being maintained and businesses are compliant with the adopted fire code. On Saturday, October 4th during Fire Prevention Week we held our annual Fire Prevention Open House. We estimate that over five-hundred (509) people attended this year s event where visitors were provided a pancake breakfast and fire safety education. The Fire Prevention Open House is an important event that not only allows the opportunity to promote fire safety; but also provides a venue for those we serve to visit and interact with the firefighters and staff. This year s Fire Prevention Week campaign focused on smoke detectors, as well as information on residential fire sprinklers, cooking fires, heating equipment, electrical equipment, candles, smoking material fires, 9-1-1, and medical responses. Information was given to urge people to protect their homes and families with residential fire sprinklers, escape planning, escape drills, and working carbon monoxide/ smoke detectors. An event of this magnitude takes a great deal of effort to produce. The FPB Open House was successful due to the generous support of the CFPD staff and the partnership with our neighborhood business donations. The Fire Prevention Bureau Investigators responded to 9 fires in 2014 involving structures in comparison to 19 structure fires in The Fire Prevention Bureau conducted 665 primary inspections with 573 follow-up inspections. Fire Prevention and the Operations Division combined attended 31 public events and 28 community events. The Operations Division was scheduled 39 fire station tours, 9 classroom visits, and 31 Engine/Medic visits. The Fire Prevention Bureau presented 9 middle school forensic science classes focusing on fire safety and 3 science classes with the education component of hazardous material and the impact to the environment.
