4 WHO WE ARE DIWI OPERATIONS AND MANAGEMENT DIWI has a long history as a German consultancy practice originating in The Head Office is located in Essen, Germany, under the management of Mr. William V.H. Foyle. Messrs. Willem B. Ruys and Ulf Kauer are Directors of the German Company. The DIWI organization employs highly qualified and experienced experts, engineers, management and administration personnel. For many years, the Company has been engaged on engineering projects world-wide and has established offices in Europe, the Middle East, the Caribbean and Africa. Our German Head Office is the driving force behind the Company s activities, centralising the design staff and specialists and providing overall direction, support, coordination and supervision to the overseas branch offices and subsidiaries. 4

10 WHERE WE WORK OUR INTERNATIONAL OPERATIONS DIWI has used its state-of-the art technologies to engineer high quality projects throughout the World. These range in scope and size from upgrading of roads and village water supplies in rural Africa to the design of major motorway routes in Europe and the design and construction of entire cities in the Middle East. The Group maintains offices in the Middle East, Eastern Europe, Africa and the Caribbean. Our activities in the Middle East are monitored and coordinated through DIWI Consult Emirates in Abu Dhabi and we operate a Branch Office in Jeddah, Saudi Arabia. Mr. Derek Farr is the responsible Regional Director. DIWI Consult Emirates has been established since 1976 and can draw on over 34 year s hands-on experience of working in the United Arab Emirates and the Middle East Region. In addition to numerous projects undertaken in the Emirates, DIWI has worked in Iran, Iraq, Jordan, Oman, Palestine, Saudi Arabia, Syria, Tunisia and Yemen. DIWI s activities in Eastern Europe are monitored and coordinated through our Regional Offices located in Albania, Macedonia and Slovakia. Major infrastructure projects are underway, or completed, in these countries together with similar projects in Bulgaria, Estonia, Kosovo and Romania. Since the early 1960 s DIWI has been active throughout Africa and maintains a registered office in Botswana and a branch office in South Africa. Numerous projects have been undertaken in Central, West, Eastern and Southern Africa in the sectors of transport, water supply and community amenities. In the Caribbean Region, DIWI operates registered offices in Grenada and Jamaica and has also worked for many years in Antigua, St. Lucia, Haiti and in Belize on highway, water supply and infrastructure projects. 10

The size and scope of the projects vary from minor roads in developing countries to major motorway schemes in Europe. We use our broad expertise and experience to provide a range of services covering the full spectrum of project requirements; from route planning, feasibility study, economic and environmental analysis, detailed design and supervision of construction. Our engineering consultants work closely together to compliment each others knowledge and expertise and our experienced project managers coordinate all aspects of the work to deliver quality guidance, advice and designs to the client. During construction, our established quality control methods ensure that the finished project is completed to specifications and within the client s budget constraints. Our wealth of experience is often targeted to carry out design and value engineering reviews on highway projects prior to construction and these invariably result in technical improvements and economic benefit to the client. 14

15 SELECTED PROJECTS IN EUROPE ROMANIAN MOTORWAYS We were appointed as Lead Consultant to undertake a review and update an existing feasibility study, including environmental impact assessments, detailed designs and tender documents for 229Km of proposed Romanian major motorway sections. These form part of the strategic TEN-T Road Corridor IV that traverses the country from the Hungarian border to the Greek /Bulgarian border, with an estimated construction cost of 2.69 Billion. The scheme included 18 major interchanges, 9 Service Areas, 6 Motorway Maintenance Centers, 104 bridges and overpasses and 5km of viaducts 15

16 HIGHWAYS AND BRIDGES ROMANIAN HIGHWAYS The Targu Mures By-pass falls within the Government of Romania s extensive programme of bypass construction covering more than 30 towns and cities. DIWI were engaged to review proposed alignments, produce detailed designs and supervise construction. The final route necessitated the design of five new bridges and 4 viaducts with an estimated construction cost of 55.1 Million. 16

17 SELECTED PROJECTS IN EUROPE Our supervision expertise was called upon by the Romanian Government to oversee the construction of the Drobeta Turnu Severin Luoi National Road. This route extends over 130km with an estimated construction value of Million. The project comprised strengthening of 132Km of existing road pavement; the construction of five new by-passes; an 800m long tunnel and construction and rehabilitation of five bridges with spans ranging between 10m to 270m. 17

18 HIGHWAYS AND BRIDGES SLOVAKIAN HIGHWAYS The Svinia Presov section of the D1 Motorway is a critical section of the multi-modal transport corridor that traverses Slovak territory between Bratislava, Zilina, Presov and Kosice. The corridor is an integral part of the Trans-European Route E50. The expertise of our highway engineers was applied to complete a thorough design review and to supervise the construction of the four lane motorway and interchanges with an estimated construction cost of 115 Million 18

19 SELECTED PROJECTS IN EUROPE BULGARIAN HIGHWAYS DIWI were appointed as the Independent Construction Supervisor to oversee and manage the construction of the Podkova Makaza Access Road to the new border crossing between Bulgaria and Greece. The 20km route included the construction of the 120m span Podkova Bridge, the 160m span Kirkovo Bridge and the 200m Makaza Viaduct, with a construction value of 19 Million. This strategically important project provided critical improvements to the existing transport infrastructure, which were required to strengthen co-operation between the two border regions. The construction of the road enabled the opening of the new border crossing and provided a route for heavy international traffic movement. Our engineering, quality control and management expertise were applied to steer the project to a successful conclusion. The 20km route included the construction of the 120m span Podkova Bridge, the 160m span Kirkovo Bridge and the 200m Makaza Viaduct, with a construction value of 19 Million. 19

20 HIGHWAYS AND BRIDGES UNITED ARAB EMIRATES The development of the UAE has benefited from DIWI s highway expertise for over 30 years. In that time, we have been associated with highway related projects having a total construction value in excess of AED 3.8 Billion and have provided a comprehensive range of services from feasibility studies, surveys, economic and environmental assessments, through to final designs, construction supervision and quality management. Our extensive experience in the region is regarded highly by our key clients, The Department of Transport and the Municipalities of the Cities of Abu Dhabi, Al Ain and the Western Region. The Sweihan to Al Hayer Road and Al Saad to Sweihan Road improvements, constructed for approximately 165 Million AED, are typical of the many projects we have undertaken in the UAE. For these, our experienced highway engineers were commissioned to design and supervise construction of additional carriageways and structures to improve safety and traffic flows. 20

21 SELECTED PROJECTS IN MIDDLE EAST UNITED ARAB EMIRATES The Department of Transport, recognizing our ability to rapidly provide the services required, selected DIWI as Engineering Auditors on their fast-track Design and Build project to construct a 2.5Km Causeway from the mainland at Ras Ghumeis to Gaga Island. The causeway, including a 500m long multi-span bridge, was designed and built in 12 months. DIWI s experts audited designs of the embankment structures including the geotechnical, marine and hydrographic aspects. During construction, we applied our in-depth knowledge and experience of project management and quality control to ensure the contractor delivered the works on time and in accordance with the specifications. The total construction cost to the contractor was approximately AED 180 Million ( 37.5 Million). 21

22 HIGHWAYS AND BRIDGES UNITED ARAB EMIRATES We applied our multi-disciplinary skills to the design and supervision services provided for the dualling of the Al Faya Road. The project implementation was critical to improve traffic flow and safety on an important trunk route. Our designers successfully engineered the road layout and a fly-over to satisfy the requirements of the Client. The construction value of the project was approximately AED 110 Million ( 23 Million). 22

23 SELECTED PROJECTS IN MIDDLE EAST UNITED ARAB EMIRATES The Abu Dhabi Airports Company appointed DIWI to design the East Midfield Perimeter Roads as part of the multi-billion Dirham expansion project at the Abu Dhabi International Airport. The project awarded to DIWI Emirates included a new interchange on the adjacent E11 motorway, Landside, Airside and Bonded roads. A team of experts, including an airport specialist, traffic, transport and geotechnical engineers, was mobilized to produce the designs from concept to detailed tender documents. The nearby runway restricted the vertical space available for the motorway flyover and a reflectivity study was commissioned to ensure there is no interference with the airport Navigation Aids. The estimated value of construction of the DIWI project is AED 420 Million ( 87.5 Million). 23

24 HIGHWAYS AND BRIDGES In the last 30 years DIWI has continually provided its excellent highway engineering capabilities and experience to developing and emerging countries throughout Africa and the Caribbean. Our engineers have developed and engineered a wide ranging scope of projects. We have designed thousands of kilometers of minor access roads to improve the quality of life of villagers who previously struggled to transport their crops to market or had difficult access to health facilities. We have designed urban links and strategically important trunk roads which form international transportation routes that are critical to the development and enhancement of national and regional economies. Our experience in the management, maintenance and upgrading of developing highway networks is recognised and utilized extensively by road authorities, government ministries and finance agencies throughout Africa and the Caribbean. Using their global knowledge, our experienced engineering teams working in these regions provide economic solutions to improve communications and the standards of highway networks within strict budget limitations. Whilst recognizing the constant need for improvement and advancement, we apply appropriate analyses and technologies that are applicable to project locations and client requirements. Invariably our projects involve either formal or informal training of local technical staff, from school leavers who have been trained as inspectors, to qualified engineers who have been integrated into our design and supervision teams. DIWI s training legacy is evident throughout the Caribbean and Africa. 24

25 SELECTED PROJECTS IN AFRICA AND THE CARIBBEAN ETHIOPIA The Addis to Jima Road is 309Km long and is one of the main trunk roads in Ethiopia, providing access to a large part of south western region. DIWI was initially engaged to carry out the feasibility study and later to review designs and provide construction supervision services for the rehabilitation of the entire route and construction of 33km of new alignment. We mobilized a complete team of experts to the country including a geotechnical specialist, a pavement materials specialist and highway designers together with an experienced supervision group to control the quality and financial aspects of construction. The value of the project was approximately 88.7 Million. 25

26 HIGHWAYS AND BRIDGES BOTSWANA DIWI has contributed to the development of the Botswana road network extensively since 1993 when we undertook the design review and construction supervision of a 217km section of the Trans-Kalahari Road corridor. Since then, we have provided similar services on an additional 255km of essential trunk roads. Our in-depth knowledge of conditions and materials in the country has greatly contributed to the successful completion of several projects with a construction value of approximately US$85 Million. We continue to apply our wealth of experience to ongoing projects in the country. 26

27 SELECTED PROJECTS IN AFRICA AND THE CARIBBEAN TANZANIA We have been associated with road projects in Tanzania since 1998 and our engineering expertise in Africa has been applied to almost 4,000km of road. We have undertaken feasibility studies, carried out environmental and social impact assessments and produced detailed designs and tender documents. We have provided expert technical assistance services to improve the maintenance and management of 2,700km of the basic road network and to guide and advise the responsible Regional Engineers Offices in the area concerned. We have overseen and supervised the emergency maintenance of over 200km of Priority Trunk Roads that were essential to the country s national and international transport links. 27

28 HIGHWAYS AND BRIDGES THE CARIBBEAN In the Caribbean, DIWI s name is associated with the development and maintenance of road networks in Haiti, Belize, Jamaica, Antigua, St. Lucia, Grenada and Guyana. We have operated in the region for over 20 years and our engineers are familiar with the local conditions and materials. In Grenada, we have applied our wealth of experience to design sea defence works, to study significant and dangerous landslip areas and have carried out feasibility studies and designs and provided supervision services to the majority of the island s primary and tertiary road network. Under a major infrastructure improvement to the capitol, St. Georges, we generated designs for improvement of The Carenage (harbour sea front road) including the provision of a new cruise ship terminal and a design of a new road around Fort George Point with a total estimated construction cost of US$20 Million. 28

29 SELECTED PROJECTS IN AFRICA AND THE CARIBBEAN THE CARIBBEAN Over a period of seven years in St. Lucia, we executed the island s main Road Development Programme, the Tertiary Road Development Programme and studied and designed upgrades to the Agricultural Feeder Roads network. We studied new routes over the island to link the Capital to the International Airport and designed upgraded urban links to alleviate chronic traffic congestion and improve transport communications between the densely populated areas. In Belize and Jamaica, our regional expertise has been used to design and manage the construction of upgrades and rehabilitation works for over 400km of road. Our engineers used their regional knowledge to optimize alignments, pavement designs and the location and types of retaining structures. 29

30 AIRPORTS AND PORTS Clients on four continents have benefited from our ability to develop and upgrade operational transportation hubs, facilities and associated infrastructure. In Europe, we have reviewed designs and supervised construction of international airport infrastructure and terminals and have managed significant facility upgrades to a major seaport. In the Caribbean, we have carried out feasibility studies of existing international airport facilities and have supervised upgrading and improvements of airfield pavements and terminal buildings. In the Middle East, we have been engaged to design extensive infrastructure to the Abu Dhabi international airport. In Africa, we have studied airfield pavements and supervised upgrading and rehabilitation of runways and airfield facilities. 30

31 SELECTED PROJECTS UNITED ARAB EMIRATES The Abu Dhabi Airports Company appointed DIWI to design the East Midfield Perimeter Roads as part of the multi-billion Dirham expansion project at the Abu Dhabi International Airport. The project awarded to us comprised of Landside, Airside and Bonded roads and a new interchange to provide access from the adjacent E11 motorway. A team of experts, including an airport specialist, traffic, transport and geotechnical engineers, was mobilized to produce the designs from concept to detailed tender documents. The estimated value of construction of the DIWI project is AED 420 Million ( 87.5 Million). The major structures are a bridge and two underpasses associated with the E11 Motorway Interchange, an underpass on the E11 and underpasses within the east midfield and perimeter roads (including under taxiways) together with substantial retaining walls. 31

32 AIRPORTS AND PORTS ALBANIA We were engaged as the Engineer to audit designs and monitor construction of design and build contracts at Tirana International Airport. The two phase project comprised of a new terminal building, refurbishment of an existing terminal, a new air cargo centre, and the construction of new airside infrastructure, facilities and land side access roads and bridges. Our experienced site team provided a full range of multi-disciplinary services to ensure that the 65.4 Million project was satisfactorily completed to the clients requirements with a minimum disruption to airport operations. 32

33 SELECTED AIRPORT ROJECTS ANTIGUA AND GRENADA We were appointed by the Government of Antigua to study the physical and financial feasibility of upgrading airport facilities by adding parallel taxiways, strengthening and extending the runway, and implementing rehabilitation works to aircraft aprons, airfield lighting and the terminal building. Upon completion of the studies, we produced detailed designs and supervised construction of the works. The Grenada Airports Authority recognized our capability to control construction works on operational international airports and appointed us as Design Approval Engineers and Construction Supervisors on their Turnkey project to upgrade and extend the Point Salines International Airport terminal building and aircraft aprons and to carry out rehabilitation works to the runway pavement and threshold sea defenses. 33

34 AIRPORTS AND PORTS CAMEROON AND TANZANIA The development of the international airport in Cameroon benefited from our expertise, where we carried out design reviews and supervised construction of civil works including the new 3,400m runway and aircraft apron. In Tanzania, our airport engineers supervised the rehabilitation of the runway and drainage system at Mwanza airport. 34

35 SELECTED PORT ROJECTS ALBANIA Our talent for supervising major development projects was recognized by the Maritime Transport Department in Albania when The works included upgrading of pavements and facilities to a 13Ha quay and dredging the port basin and a 5km access channel to facilitate the passage of large vessels. we were engaged to manage the construction of improvements to the port of Durres. Under a later appointment, we were commissioned to perform design reviews, management of tender procedures and the supervision of construction of a new ferry terminal. 35

36 INFRASTRUCTURE DEVELOPMENT AND MAINTENANCE Infrastructure development is one of our core activities. We are able to provide design and supervision services for road networks, water supplies, drainage, waste water treatment, and building works. We do not limit the size of our projects and have designed water supplies and waste water systems to improve living standards of villagers in Africa and entire townships and cities for new developments in the Middle East. In the UAE, we managed the design and construction of seven one Million gallon irrigation reservoirs. We have studied and recommended improvements to agricultural feeder roads in the Caribbean and have reviewed and re-designed road networks and major drainage systems for a 250 square km area of farm land in Africa. Routine maintenance of highway infrastructure is essential to maximize the life cycle of a road network and DIWI has provided its expertise in this field to clients around the world. In the past ten years we have carried out road condition surveys and asset inventories on more than 500km of roads in the Caribbean, more than 2,000km in Europe, 5,000km in Africa and 6,000km in the Middle East. Our comprehensive studies provide clients with detailed assessments of residual pavement strengths, prioritized intervention and work schedules, specifications, and detailed designs for rehabilitation works and improvements. In the UAE, we are using our knowledge and experience of infrastructure maintenance to assess and maintain the storm water drainage system in the City of Al Ain. 36

37 SELECTED PROJECTS THE MIDDLE EAST Over the past ten years, DIWI has been engaged by the UAE Government authorities, under eight separate contracts, as specialist consultants to design and supervise maintenance projects on highway networks, bridges and storm-water systems. Our design teams have also designed complete infrastructure developments for new townships in the UAE and a series of 18 footbridges for the City of Abu Dhabi. We were contracted by the Abu Dhabi Fund for Development to design and supervise the new Sheikh Zayed Township in Gaza, Palestine, which was completed in 2004 for a cost of $70 Million. We were subsequently employed by the Abu Dhabi Municipality to design and supervise the new Sheikh Khalifa Bin Zayed City in Gaza, Palestine. The estimated cost for this entire development is $260 Million. In the Kingdom of Saudi Arabia, we were employed as Construction Managers to supervise the Jabal Omar design and build project. This is a mixed use development, situated in Makkah, including apartments, hotels, commercial premises and prayer areas. When we commenced this work the project was ranked as one of the biggest development of its type in the World with an estimated construction cost of 4.3 Billion. 37

38 INFRASTRUCTURE DEVELOPMENT AND MAINTENANCE UAE - MAINTENANCE For a period of five years, one of our highway maintenance teams was responsible for the 620km Western Region Strategic Road Network in Untied Arab Emirates (UAE), equivalent to almost 2,300km of traffic lane. Their responsibilities included the continual status assessment of all highway assets, including road pavements, structures, drainage and road furniture and 24 hour monitoring of Emergency repair and clearing works. We carried out road safety audits and produced all designs and documentation for repair and rehabilitation works and route re-alignments requested by the client. The team included designers for highway, electrical and structural works, a quality assurance expert, a traffic engineer, a scheduler and a full compliment of highly experienced supervision personnel led by a Senior Resident Engineer. 38

39 SELECTED PROJECTS UAE - DEVELOPMENT We were appointed by the Abu Dhabi fund for Development to design and supervise the Sheikh Zayed Township for construction in Gaza, Palestine. The project s aim was to construct a residential estate providing approximately 3,400 apartment housing units, with each block being a minimum height of five stories. The development included schools, public libraries, religious facilities, public parks, market places, shopping centres, post office, fire station, municipality and police station, health care facilities and the access road network complete with all necessary services. With our comprehensive knowledge of detailed infrastructure design, our team provided a complete tender package of detailed drawings and specifications for all roads, buildings and services for the development. Subsequently, our supervision team was mobilized to Gaza to oversee construction of the entire township. 39

40 INFRASTRUCTURE DEVELOPMENT AND MAINTENANCE UAE - DEVELOPMENT In 2007, we were commissioned by the Abu Dhabi Municipality to design and supervise the Sheikh Khalifa City development to be constructed in Gaza, Palestine. The project, when constructed on the 10,000 Ha site, will provide apartment blocks and community amenities such as mosques, schools, shops, play grounds and gardens, a police station and a clinic. Our Abu Dhabi infrastructure design team produced the complete tender package of detailed drawings and specifications for all roads, buildings and services for the city development. Complete infrastructure to the new townships of Al Rehan and Al Janin in West Bank, Palestine, have also been constructed under the supervision of a DIWI Project Management team. 40

41 SELECTED PROJECTS SAUDI ARABIA - DEVELOPMENT The Jabal Omar Development Company recognized our capability and experience to supervise large development projects and appointed us as construction managers to supervise their design and build project in Makkah. The project is situated on a site of 230,000 m 2 to the west of the Grand Mosque (Al Haram) in down town Central Area of Makkah. When complete, the development will provide first class accommodation and support facilities for visitors and residents of the holy city of Makkah Al Mukarramah. It is a mixed use development comprising residential apartments, hotels, commercial premises, parking and all associated infrastructure. The high density development, of 1500 persons / hectare, will accommodate up to 100,000 people during the Ramadan and Hajj seasons in 39 tower blocks and 1 Musolla. When completed, it will include comprehensive support facilities and infrastructure. 41

42 INFRASTRUCTURE DEVELOPMENT AND MAINTENANCE DEVELOPING COUNTRIES In Tanzania, we used our wealth of road maintenance experience to provide technical assistance to the Government to manage 2,700km of road network in Ruvuma and Southern Iringa. Our expert staff guided and trained Regional Engineers to improve their managerial and administrative capabilities and established an organizational framework to ensure that the road network was repaired and maintained to sustainable levels. The Government of Malawi s Road Maintenance Initiative reformed the manner in which roads and bridges were maintained. It encompassed the maintenance and rehabilitation of 400km of rural roads and approximately 300 bridges. DIWI provided the Ministry of Works with invaluable technical assistance to implement the Programme. Over a period of almost five years, our experts provided support on every aspect of the project, from the assessment and identification of work packages, through the tendering process and to the contract supervision. For many years, we have provided similar technical assistance and guidance to Government Ministries in the Caribbean to enhance the local capabilities and systems required to sustain their road infrastructures. We have trained local personnel to operate Falling Weight Deflectometers, enabling them to monitor road pavement deterioration and have generated extensive reports and recommended maintenance strategies based on HDM IV computer software. 42

43 SELECTED PROJECTS DEVELOPING COUNTRIES The Ministry of Agriculture in Botswana has commissioned us to review, redesign and supervise construction of road networks and agricultural drainage systems to serve an agricultural area of 250km 2 in Pandamatenga. Crop production from existing farmlands is diminished by the lack of all-weather access and inundation with water during the wet seasons. Under a fast-track schedule, we have redesigned 180km of all-weather road and 400km of drainage channels and canals to alleviate the problems. Our supervision team, who all have many years experience in the region, will ensure timely completion of these works together with a borehole water supply contract and erection of 50km of electric game fence. In Mali, DIWI has provided experts on projects to improve irrigation systems and water supplies. Under the Programme for the Introduction of Adapted Irrigation, Technologies and Equipment, our Team Leader managed the contracts to install new low cost irrigation systems and new technologies for water resources development. As part of the Western Sahel Development Programme, we also supervised contracts to rehabilitate village wells, drilling of new boreholes and the installation of solar and thermal pumping systems. 43

44 ARCHITECTURE AND BUILDINGS Our architects and engineers have designed and supervised the construction of Commercial, Residential and Public Service Buildings in Europe the Middle East, Africa and Asia. We use innovative design techniques to optimize aesthetics, purpose, cost, quality and maintenance with client requirements. This holistic approach has been applied successfully from the designs of schools in Afghanistan and Jordan to entire towns in Gaza and border control complexes in West Africa. Our Building Project Management teams are specifically composed for the type and size of development. We provide the client with the right expertise for the job and have managed a wide range of building construction projects. University developments, schools, international airport and ferry terminals, government buildings and residential blocks have all been successfully built under our management. The multi-billion dollar Jabal Omar Development in Saudi Arabia, for which DIWI were Construction Managers, included 39 tower blocks, shops and all necessary public amenities. 44

45 SELECTED PROJECTS In Macedonia a DIWI Project Management team monitored and controlled construction of a major extension to the South East European University campus. The development included the addition of new class rooms and lecture facilities, offices, a library, an amphitheater and residential accommodation. In Gaza, our project management team controlled the building construction of the entire Sheikh Zayed Township. The completed development provided approximately 3400 apartment units in blocks having a minimum height of 5 stories. The development was self contained with complete community facilities comprising, schools, religious centres, parks, shops and markets, municipal buildings and healthcare facilities. The green field site was fully developed within a period of five years. 45
