1 Program Summary: A resiliency study for Bridgeport, Connecticut and the Long Island Sound. Program Statement: Thinking in time, working with space, we conceive combinations of natural and fortified solutions to facilitate more resilient forms of inhabitation in the places most at risk from sea level rise and severe storms. Living and working in Bridgeport and along the Connecticut coastline and waterways can be done in ways that restore the environment, strengthen connectivity, enhance the urban and regional economy, reduce long term risk, restore the primacy of the city s coast and waterways, and stimulate downtown to make it central to the city s identity. To this end we have pursued innovation as a means to a goal, incrementalism, understanding that solving an identified problem will catalyze something else, and integration, so that all works together for the vitality and resilience of Bridgeport. 2 MP15.02 The Connecticut Coast The coastal ecology and economy exist because of the exchanges that are only possible at this juncture. Transportation infrastructure, utilities, and information networks link Bridgeport to regional markets and centers. Coastal hydrology, too, moves sediment and other materials, constantly reshaping the line between land and water.

4 MP15.04 Framework Plan The framework plan is thought about as 1 city, 4 zones (Downtown, Pequonnock, Black Rock, and South End), 10 projects, and 5 studies. Tying these components together are hard and soft lines of defense, economic lines of vitality, and resilience centers for safety in times of emergency.

Soft Lines (Top Right) Solid green lines indicate Phase 1 green infrastructure interventions, both on land and offshore. Economic Lines (Bottom Left) Key commercial corridors and thoroughfares are rendered as solid orange lines. Areas outlined in blue indicate water-sensitive development. Resilience Centers (Bottom Right) Dark orange dots indicate centers that shelter the community during emergency times but also provide resources and amenities year-round and during non-emergency times.
6 MP15.06 Downtown at the Pequonnock River (Top) A strengthened city core includes a new riverfront train station. Orange lines diagrammtically indicate perimeter lines of defense. Long term Northeast Corridor highway and rail system relocations need further study, though benefits to Downtown are evident. An Urban Design Center, operating in conjunction with universities will focus on smart adaptation strategies. Entrance to Bridgeport where I-95 crosses over the Metro North Railway (Bottom Left) Downtown Bridgeport (Bottom Right) Downtown Bridgeport is often vacant and has many abandon storefronts. Locating the Urban Design Center in Downtown will help catalyze a conversation of how to restore these spaces.
7 MP15.07 Congress Street Bridge, Plan, Elevation, and Section (Top) Congress Street Bridge and Green (Bottom) Foremost is to give Bridgeport back its lost connection from the East Side and Washington Square to Downtown by rebuilding the Congress Street Bridge. This vital investment will regenerate commerce, crucial to a holistic understanding of resiliency.
8 MP15.08 South End Seaside Park (Top) The neighborhood, University of Bridgeport, and historic Seaside Park are protected with integrated lines of resilience, with improved connections to downtown. Orange lines diagrammtically indicate perimeter lines of defense. South End Resilience Center (Bottom) A resilience center is a catalyst for the transformation of the neighborhood and serves 12,600 residents and workers with a wide range of community-driven programming.
9 MP15.09 South End Multifunctional and Integrated Protective Alignment and Living Shoreline: Constructed Breakwaters with Wetland (Top) Beginning at the back of Olmsted s Seaside Park, protecting the neighborhood with its historic buildings and developments including the University of Bridgeport, a multipurpose berm continues west through the park, and north towards Downtown. This new landscape asset, combined with onshore stormwater treatment park and offshore breakwaters, adds value and creates opportunities in spatial as well as risk reduction terms at the center of the community. Perspective Diagram of Seaside Village (Bottom) Lines show risk to Seaside Village under various storm surge scenarios. The top five hazards described in the Greater Bridgeport Regional Council Natural Hazards Mitigation Plan are all water-related.
10 MP15.10 Black Rock Harbor: Powering the City (Top) Setting new standards, technical innovations to protect the bourgeoning Eco-Industrial Park are proposed and planned, including a later-phase Bridge with Integral Storm Surge Barrier. The Elevated Infrastructure Corridor network is a key public investment with large stormwater and utility distribution benefits, the first step in a series of needed public and private adaptations. These include phased improvements for the housing development up the corridor above the Offshore Treatment Park, for Black Rock, the battery that powers Downtown. Black Rock Closure Structure (Bottom) Offshore reef and wetland structures improve water quality year-round while the addition of a surge barrier at the mouth of the harbor provides critical assets and protection from storm surge to coastal neighborhoods.
11 MP15.11 Elevated Infrastructure Corridor (Top) Bostwick Avenue serves as a pilot for a network of elevated streets and utility corridors in the EcoIndustrial Park and surrounding areas. In later phases, the raised utility corridors align and integrate with broader surge protection, seen in orange in the slide prior. Sikorsky Helicopter and Buckminster Fuller Dymaxion Car (Bottom) Bridgeport and the areas around Black Rock Harbor have a history of making and innovation. Sikorsky helicopters are currently made in the area and the Dymaxion car was also produced in Bridgeport.
12 MP15.12 Upper Pequonnock: Island Brook Junction (Top) Upland, potential exists to daylight parts of the Pequonnock that are now buried in a culvert and to incorporate new mixed-use development along this and other revitalized waterways. Pequonnock River covered over at Shopping Center (Bottom Left) Upper Pequonnock: Daylighting Opportunities (Bottom Right) Uncovering the Pequonnock River at key junctures will reveal connections from upland areas down to the coast.
