1 REQUEST FOR PROPOSAL THE GOODWIN BUILDING Adaptive Reuse of Colonial Williamsburg s Former Executive Offices in Downtown Williamsburg, VA Issue Date: 10/12/18 Responses Date: 11/16/18 COLONIAL WILLIAMSBURG WILLIAMSBURG, VA

2 INVITATION Developers are invited to submit a proposal to the Colonial Williamsburg Foundation, Williamsburg Virginia to enter into a long-term lease for a trophy downtown property at the center of Williamsburg s downtown district. Proposals shall outline a high quality and unique reuse for the historic Goodwin Building at 134 North Henry Street, Williamsburg, VA, This architecturally and culturally important building exemplifies the craftsmanship and fine detail under which the greatest historic preservation effort of all time was undertaken by John D. Rockefeller, Sr. resulting in the creation of Colonial Williamsburg. From 1940 through today, the building has served as the administrative headquarters for the Colonial Williamsburg Foundation s senior leadership and repository of the Foundation s corporate archives.

3 GOODWIN BUILDING DESIGN NOTES The administrative center of Colonial Williamsburg continues the design theme of Merchants Square, freely arranging details from post-revolutionary American buildings. Here no less than nine units suggest separate buildings, all of comparable size (two stories, two to five bays), arranged in an H plan. Occasional shop windows suggest some of the promiscuous manner in which houses and shops were mixed in cities of the new republic but are here used entirely for ornamental effect. A wrought iron screen encloses a front courtyard treated as a garden. Brass doors with c details open onto the courtyard and give access to corridors lined with offices. Gabrielle Esperdy and Karen Kingsley, Charlottesville: UVaP, 2012, Accessed This iconic and ideally positioned building awaits an adaptive reuse that capitalizes upon the advancing downtown vibrancy and high demand for new residential and commercial options in the City s epicenter. The prominence of the building with its sweeping corner streetscape and high visibility from almost all central downtown blocks, dictates that the reuse of the property (now vacant) must honor the quality of the finishes that were employed during the Williamsburg Restoration. Developers will be required to collaborate with the Architectural Review Board for the City of Williamsburg as well as with the curators of the Colonial Williamsburg building archives and Colonial Williamsburg s design experts.

4 THE FOUNDATION DESIRES TO ATTRACT USES THAT: Create synergy with surrounding development Enable vibrancy Redefines the building s preeminence in community life. Preserve the Historic Streetscape Provide a long term return to Colonial Williamsburg Support the curated growth of Merchant s Square Residential development, hotels and/or office that support companies/organizations with financial strength and growth potential are strongly preferred. Street-level pedestrian-friendly uses, such as restaurants and retail venues, are highly desirable and in demand. Developers are encouraged to detail how their vision for redevelopment of this signature asset will lead to its long-term economic vitality. Upon completion, The Foundation may select a Development Team, enter into a Development Agreement based on submittals received and without added process, or elect not to proceed. 7 SUBMITTAL INFORMATION Developers interested in the property are requested to submit a Proposal describing: 1. The overall development concept for the Project, including but not limited to The type of reuse (e.g. mixed use, residential, hotel, office, restaurant, retail) Estimated amount of space designated for each use Number or market rate residential units and/or hotel rooms if applicable Anticipated number of full-time jobs to be created Proposed amenities Commitment to historic renovation Project s long-term economic vitality Synergy with surrounding development Additional information that will support its highest best use 2. An overview of the Development Team s qualifications and Project roles as well as other relevant experience in conducting successful historic/complex building renovations with stabilized occupancy that contributed long-term economic vitality. Preference will be accorded to Developers with successful historic rehabilitation experience. 3. The proposed capital investment and financing plan, including sources of funds. Indicate the proposed Lease Price and its payment schedule. Financial references may be requested if selected to proceed further in negotiations. 4. The anticipated schedule of key milestones, such as securing financing, due diligence, procuring entitlements, beginning and completing restoration and obtaining a Certificate of Occupancy. 5. 13 THE GOODWIN BUILDING Goodwin Square Proposed for Development 2019 The proposed Goodwin Square project will be built on the site of a current small asphalt lot adjacent to the Goodwin Building. The park feature with its water feature, numerous shade trees, ample seating and gathering spaces, will provide an attractive and inviting place to decompress, walk a dog, and to enjoy the outdoors for residents, locals and tourists alike. GOODWIN SQUARE CONCEPT DRAWINGS The location is central to the downtown shopping areas, the College of William & Mary, the Historic Area and immediately behind the subject property. In addition to creating a lush green vista and a vibrant back yard for the Goodwin Building, the creation of Goodwin Square will provide an attractive and exciting new venue that would allow the offering of consistent, scheduled and regular entertainment and cultural events for downtown residents. The project is intended to enhance significantly an already beautiful shopping, dining, and gathering area at the center of downtown Williamsburg. The Square adds a true sense of place with the Goodwin nomenclature and offers a bonus amenity for the asset s future residents, guests and retailers.
