2 The recently adopted Neighborhood-Based Master Plan for the City includes a number of goals and implementation strategies for the downtown, including: Develop a self-sufficient public parking strategy to accommodate future public and private development Upgrade existing infrastructure to include environmentally sustainable technology and design into infrastructure reconstruction projects Implement Safescape principles to enhance sense of comfort and safety downtown Develop a parking education and signage strategy for downtown Rejuvenate the Genesee Street corridor as a boulevard
3 Genesee Street Corridor Improvement Project includes: Complete reconstruction of Genesee Street from Oneida Square to Oriskany Boulevard converting current four-lane roadway to two-lane boulevard with landscaped median and accommodations for center left-hand turning lane in appropriate areas Complete separation of storm and sanitary sewer lines and reconnection of all existing roof leaders to new, dedicated storm sewer line Improved streetscape amenities including benches, pedestrian lighting, banners, street trees, pavers and bump-outs Increased width for existing parallel parking areas Replacement of free, onstreet public parking with pay stations and increased enforcement
4 The City has submitted infrastructure-related grant applications to the State and Federal government covering the entire cost of the project. Anticipated Project Cost $ 10 million
5 Downtown Parking Project Plan Initiatives Replacement of 90 minute free public parking with pay stations in areas of high turnover Development of strategically located surface parking lots Evaluation of three alternative sites for construction of single parking deck Signage program for all public offstreet parking areas Improved enforcement of all parking regulations (on-street and off-street)
6 Replacement of 90 minute free on-street public parking with pay stations To be concentrated along Genesee Street between Oriskany Boulevard and Hopper Street as well as the streets adjacent to the State and County office buildings including: Devereux, Blandina, Bank Place, Union and Charlotte Street Intended to encourage downtown employees to use existing public parking lots (Union-Blandina) or garages (Utica Place, Kennedy or Washington) thereby making the on-street spaces available for downtown shoppers and visitors Technologically advanced beyond traditional meters, allowing for improved security, monitoring and collection Anticipated Project Cost $ 650,000
7 Development of strategically located surface parking lots Former HSBC Parking Lot Necessary to support re-use of former HSBC building, Harza building and other key downtown anchors Lot requires improved asphalt surface, landscaping, lighting Anticipated Project Cost ~ $450,000
8 Development of strategically located surface parking lots Former Horrick-Ibbotson Parking Lot Necessary to support redevelopment of northern end of Bagg s Square West, particularly Lower Genesee Street Minor environmental remediation necessary before construction of parking lot can proceed Lot requires base, asphalt surface, landscaping, lighting and improved pedestrian connection to Bagg s Square East Anticipated Project Cost ~ $600,000
9 Development of strategically located surface parking lots Former Big Daddy s Parking Lot Necessary to support redevelopment of Bleecker Street Can accommodate roughly 20 vehicles Lot requires new asphalt surface, landscaping, and lighting Anticipated Project Cost ~ $300,000
10 Development of strategically located surface parking lots Oriskany Boulevard lot Necessary to support redevelopment of southern end of Bagg s Square West as well as activities at Memorial Auditorium Lot requires base, asphalt surface, landscaping, and lighting Anticipated Project Cost ~ $750,000
11 Development of strategically located surface parking lots Bleecker Street multi-modal lot Will complement new multi-modal transportation center currently under construction Will accommodate 10 vehicles Will include newly aligned entrance to Post Street, providing improved access to Elizabeth Street frontage Lot requires new compacted fill, base, asphalt surface, landscaping, and lighting Anticipated Project Cost ~ $250,000
