Arroyo stone walls are located throughout the Central Arroyo along trails and roadsides and are used as retaining walls. This project also includes the repair of several existing trails, erosion stabilization related to the trails, and the creation of a new trail along Salvia Canyon. JUSTIFICATION: The trails are part of an extensive regional trail system and need to be maintained for safety purposes. The arroyo stone walls are a historic and cultural resource that need to be preserved. The walls are currently unsightly and in many cases unstable, posing a hazard to the stability of the canyon walls and to the public. SCHEDULE: In FY 214, trail and rubble wall restoration work will continue. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Public Facilities Element of the General Plan by encouraging a high level of maintenance and upgrading of existing facilities to ensure public safety. SPECIAL CONSIDERATION: This project upgrades existing facilities and therefore meets CEQA standards as a Categorically Exempt project. HISTORY: This project was created and received initial funding in FY 24. The completion of the John Crowley Trail along Salvia Canyon as well as the trails leading into Brookside Park from Rosemont Avenue and Arroyo Terrace were completed in FY 27. The repair of 2 lineal feet of trail in Brookside Park on one of the Arroyo Terrace trails above the Rose Bowl Aquatics Center and a prominent adjoining Arroyo stone wall was completed in FY

In addition, an upgraded scorebaord with current technology will be installed. JUSTIFICATION: The aging stadium is showing signs of deterioration. This site has a strong connection with the Rose Bowl. Creating a new entry will better serve the area users and facilitate the connection with the Rose Bowl. The replacement of field lights will increase the multi-use capability of the althetic fields. SCHEDULE: In FY 214, upgrades and improvements will continue. RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Public Facilities Element of the General Plan by helping to achieve a high level of maintenance and selective improvements of existing facilities, and it is also consistent with Land Use Element Objective 23 by providing long-term growth opportunities for an existing regional institution. HISTORY: This project was created in FY 1996 and received initial funding in FY The installation of accessible walkways, renovation of the dugouts, and new fencing were completed in FY 24. In FY 26 and FY 27, the following work was completed: Repair of the upper stadium deck, installation of material storage bins, installation of ADA drinking fountains, replacement of scoreboard, and repairs to Arroyo stone planter walls. In FY 212, an upgraded scoreboard was installed. 12.2

The work includes removal of the existing asphalt paving, drainage improvements, stone wall repair, trail and trail head improvements, habitat restoration plantings, and site amenities. JUSTIFICATION: The Washington Boulevard roadway segment is a former roadway that provided access into the Central Arroyo Seco from North Arroyo Blvd. It is regularly used as an access route to the Central Arroyo from the surrounding neighborhoods as well as a standalone exercise route due to its considerable slope. The location has fallen into disrepair and has been targeted by vandals. Converting this area into a true trail segment will address these deficiencies and discourage improper use of the area. SCHEDULE: In FY 214, existing asphalt paving will be removed, drainage improvements installed, and the earthen trail established. Habitat restoration may also occur in collaboration with a neighborhood group. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Land Use element Policy 9.2 on the Arroyo Seco by planning and implementing restoration of the natural area of the Arroyo. It is also consistent with Policy 9.5 by encouraging and promoting the stewardship of Pasadena's natural environment, including water conservation, clean air, natural open space protection, and encouraging the use of native, water conserving and regionally appropriate landscaping. HISTORY: This project was created in FY 29 as the "Central Arroyo Abandoned Park Road Improvements" and was renamed the "East Arroyo Neighborhood Connector Trail Improvements" and initially funded in FY

Field 2 will be reconfigured as described in the Central Arroyo Seco Master Plan to improve playability and to provide greater flexibility of the entire turf field area. JUSTIFICATION: The position and quality of the existing lighting is poor and reduces players' visibility. The reconfiguration of Diamond 2 will increase the multi-use capability of the athletic fields. SCHEDULE: This project will begin when funds become available. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Cultural and Recreational Elements of the General Plan by increasing the range of recreational facilities and services as a means of improving the quality of life for Pasadena residents. It is also consistent with the Public Facilities Element by implementing a high level of maintenance of existing facilities. HISTORY: This project was created in FY 1995 and was originally part of the "Brookside Park - Various Projects" project. Initial funding was received in FY 24 and a centralized lighting control system for Brookside Diamond 1 was completed as part of project number This is the remaining unfunded portion of this project. 12.4

8 FY Capital Improvement Program Central Arroyo - Implement Master Plan - Rose Bowl Entry Central Arroyo - Implement Master Plan - Rose Bowl Entry FY 213 FY 214 FY 215 FY 216 FY 217 FY 218 1% Green Fee Captial Project Fund 491, 491, Rose Bowl Fund 45, 45, 941, 941, DESCRIPTION: This project provides for the renovation of the landsaped median along the Rose Bowl Entry and improves pedestrian access by constructing a paved pathway adjacent to the vehicular lanes extending from Seco Drive to the Rose Bowl Entry. The median landscape will incorporate a storm water retention and infiltration system and the landscape will serve as a visual entry statement for the Rose Bowl. JUSTIFICATION: This project is identified within the Central Arroyo Seco Master Plan. Landscape improvements to the center median area will provide an improved aesthetic to compliment the renovated Rose Bowl and reduce the water and maintenance requirements of the area. Some retention and infiltration improvements are necessary as part of the Rose Bowl renovation project. The pathway would improve accessibility and public safety by providing a path where pedestrians could move to the Rose Bowl Entry without using the vehicular lanes. SCHEDULE: This project will begin in FY 214. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with Public Facilities Element which aims to maintain a high level of maintenance of existing facilities. It is also consistent with Mobility Element Policy which promotes pedestrian linkages. HISTORY: This project was created and fully funded in FY
