4 DESIGN OBJECTIVES Together with the TE ARANGA VALUES + PRINCIPLES outlined below, the following design objectives are to be adopted to help drive the design direction for Chamberlain Park: DIVERSITY Increase the range of uses at Chamberlain Park to accommodate a wide range of community groups and interests ACCESS + CONNECTIVITY Provide walking and cycling linkages into and through Chamberlain Park for daily trips and passive recreation FLEXIBILITY Create a master plan that allows for lexibility during implementation and for multifunctional and adaptable recreation facilities ECOLOGY + WATER Maintain and restore / enhance Meola/Waititiko Creek and Chamberlain Park for on site biodiversity, ecological connectivity and water quality HEALTHY LIVING Promote active and healthy lifestyles CULTURAL EXPRESSION Allow different cultural groups and ethnicities to be expressed in Chamberlain Park VALUE FOR MONEY Ensure that the design and staging strategy for Chamberlain Park delivers value for money to council and the community EARLY WINS Develop a staging and implementation strategy that provides immediate beneits to council and the community 4

8 WAITITIKO / MEOLA CREEK RESTORATION Improving public access into and through Chamberlain Park is part of the proposed baseline design. Great North Road A network of shared paths, bush walks and informal recreation areas will help connect the surrounding community with Chamberlain Park. Playground Two new pathways create new links north to south through the site. One runs along the edge of Waititiko (Meola creek). The second along a ridgeline that runs through the east side of the park. These pathways will link the existing Northwestern Cycleway that runs along the northern edge of the park. A series of new bridges are proposed along the southern edge of the park to connect Parkdale Road, Norgrove Avenue & Norwood Reserve, Burnside Avenue and Rawalpindi Reserve with Chamberlain Park. The existing bridges across Waititiko are proposed to be given a face-lift to better relect the rich history of the site. A future shared pedestrian and cycle bridge crossing the Northwestern Motorway linking Western Springs is highlighted as a long-term aspiration. It also assumes that there will be complications with the implementation of the shared path. It is proposed for community use as well as Rawalpindi Reserve and the area north of the Northwestern Motorway. Nature play / informal play BBQ areas Informal recreation area Community garden Existing off leash dog area maintained in Rawalpindi Reserve Northwestern Motorway Sutherland Rd Waititiko / Meola Creek PRACTICE AREA DRIVING RANGE BEGINNERS GOLF St Lukes Road Duncan Mclean THE FOLLOWING POLICY PROJECTS WILL INFORM THE FINAL COMPONENTS OF THE REDESIGN OF CHAMBERLAIN PARK. The Sports Facility Network Plan will identify and prioritise sports facility needs across Auckland for the next twenty years. This plan will guide decision-making on the type of sports ields and support facilities which could be located at Chamberlain Park. It is expected that this project will be approved by the governing body in April Staff are investigating the provision of pool space in the western corridor to address potential gaps and to account for projected population growth. This will resolve the long-term future of the Mt. Albert Aquatic Centre as well as the need for, and location of, any new aquatic facilities. It is expected that the governing body will approve the long-term pool strategy in July Staff are investigating the long-term council ownership of golf courses across the region and the public/private provision of golf required to support changes in demand. This project will inform the proposed golf service offering for Chamberlain Park. The low cost also assumes few complications with the implementation of the multiuse sports ields, car park and driving range. High cost estimate includes: Playground, BBQ area, multiuse sports ields, a car park, a complete redesign and reconiguration of a high end golf course and driving range. The high cost also assumes complications with the implementation of the multiuse sports ields, car park and driving range. Cost estimate excludes: Aquatic Centre, costs for Waititiko / Meola Creek restoration, shared paths and bridges and Chinese Centre. The event will allow the community to experinace this area of the park and it will allow the Albert Eden Local Board the opportuntiy to test support for access into and through the park and for the diversiication of uses. Create a new public open space in the western end of Chamberlain Park which is accessed via Sutherland Street and Rawalpinidi Reserve via a new bridge across Waititiko / Meola Creek. The new space will be buffered from the golf course with new riparian planting along the eastern edge of Waititiko / Meola Creek and include a range of community facilities such as a playground and BBQ area. Restore and enhance Waititiko / Meola Creek by renaturalising the course, creating a constructed wetland and completing the riparian planting initiated in Stage 2. Create new public access along Waititiko / Meola Creek and through a new path through the eastern end of Chamberlain Park. The new path will build on the access created in Stage 2 and key into the exsiting cycle path along the Northwestern motorway. The new path will create a circuit around Chamberlian park and provide the public with a new space with expansive views to Maungawhau and Waitakere Rangers. 13 STAGE 3 - WAITITIKO / MEOLA CREEK RESTORATION Restore and enhance Waititiko / Meola Creek by renaturalising the course, creating a constructed wetland and completing the riparian planting initiated in Stage 2.
