1 Public, project, open, anonymous single-stage competition for the best solution for the area of the Lake Promenade in Bled Competition Brief approved by the Jury on 1 st December AIM AND SUBJECT OF THE COMPETITION The aim of the competition is to obtain: - the most appropriate solution for the area of the Lake Promenade in Bled (hereinafter: the Promenade) in terms of landscape architecture and architectural design; - a design firm; - basic premises for the municipal plan that will determine in detail, the design of small objects and sign-posting, as well as the road and landscape equipment in the Municipality of Bled in the town centre of Bled. The design of the Promenade must follow the renewal of the multi-layered area of cultural heritage in Bled as envisaged in the Detailed Plan, being an area of great symbolic significance with national and international visibility. The aim is to design the Promenade as a comprehensive spatial intervention by considering all its potentials (characteristics and qualities of the space), so as to turn it into the central part of town intended predominantly for pedestrians, and improve the quality and visibility of the area. The subject of the competition consists of fortified surfaces, determining points of contact with the boundaries of privately owned plots, planting, facades of certain buildings, visual information and advertising material in the area, restaurant patios, urban equipment, small objects and lighting. 2 AREA OF THE COMPETITION The Promenade is the central town area located on a section of today s Cesta svobode street. The southern side of the area under consideration ends at Hotel Toplice, while the central part runs from the crossroads of Cesta svobode and Ljubljanska cesta to the Festival Hall, while the northern side of the area is split into two parts the first leading to the bus station and the other to France Prešeren Monument. The area of the competition also includes connections with surrounding arrangements. 3 BASIC PREMISES FOR THE SPATIAL PLANNING DOCUMENT The competing solution must take into account the provisions of the Ordinance on the Detailed Municipal Spatial Plan for the Town Centre of Bled (Official Gazette of Slovenian Municipalities, no. 47/18 Sept. 2015, 50/25 Sept (correction), see annex, hereinafter: Detailed Plan), in particular: - Chapter 2.1, which refers to the general provisions for outdoor space solutions; - Article 23, which refers to planning the Lake Promenade; - Article 19 (subarea Villa Prešeren), Article 20 (subarea Park along the Lake), Article 21 (subarea Kazina), Article 24 (subarea Grand Hotel Toplice), Article 27 (subarea Hotel Jelovica) Article 28 (subarea Spa Park), Article 29 (subarea Blegaš), Article 30 (subarea Festival Hall), Article 33 Competition Brief 1

2 (subarea Villa Zora), Article 35 (subarea Hotel Park), Article 36 (subarea Trst, Korotan and Jadran), which refer to planning a wider area of the competition along the Lake Promenade; - Article 45 (Hotel Jekler), Article 46 (building at Cesta svobode 8a), Article 47 (building at Cesta svobode 7a), Article 48 (building at Cesta svobode 7), Article 49 (building at Cesta svobode 9), Article 57 (Hotel Park), Article 58 (Kazina), Article 59 (Peglezen), Article 60 (Hotel Trst), Article 61 (Restaurant Panorama), Article 62 (Grand Hotel Toplice), which refer to planning buildings along the Lake Promenade; - Chapter V, which includes solutions and measures for comprehensive conservation of cultural heritage. The Detailed Plan defines the buildings and the protected cultural heritage areas in accordance with the regulations related to the protection of cultural heritage (Article 77). The design of the solution should take into account the legal regimes for their protection (Articles 78-85). The key provisions of the Detailed Plan are summarised in Chapter 4 of the Competition Brief. The competing solutions may only deviate from the solutions and provisions of the Detailed Plan if it is proved that they are more adequate in terms of transport, technology, design and environmental protection, exhibit a state-of-art technology and enable a more rational use of the space, while at the same time not degrading the spatial and environmental conditions and/or changing the concept of the spatial arrangement. The Detailed Plan defines that deviations from solutions indicated in the spatial planning document may not be in conflict with the public interest, and must be confirmed by the bodies and organisations under whose responsibility they fall, and the Municipality of Bled. If the Jury estimates that deviations from the provisions of the Detailed Plan are reasonable and justified, it will check its agreement during the stage of evaluation of competing solutions. 4 SCOPE AND SUBJECT OF THE COMPETING SOLUTION The Promenade is to be designed as the central town area along the Lake and as a joining element of transversal connections. The Promenade is a mixed traffic area, predominantly intended for pedestrians. Account is also taken of cyclists, rollerbladers, hackney carriages, the tourist train, delivery vehicles and various cultural, recreational and entertainment events and fairs (especially around the Festival Hall). Account is taken of locations of stops as defined in the Detailed Plan (graphical design 4.1: Regulatory situation). Along the Promenade, the delivery and transit of intervention vehicles is time limited in accordance with the Detailed Plan (Article 67 of the Ordinance, graphical design 5.1: Presentation of the planned networks and connections of buildings to the public utility infrastructure and the constructed national assets: traffic). Account is taken of the Promenade areas, paved and fortified surfaces as defined in the Detailed Plan (graphical design 4.1: Regulatory situation, groundwork in active digital form). At the section of Cesta svobode between Hotel Park and the Festival Hall, the existing fortified surfaces (roadway, parking area, pavement) are to be narrowed: - along the southern border of the Lake Promenade, the line of paved surfaces as defined in the Detailed Plan should be followed, which in relation to the existing line of the pavement is moved away from the Lake so as to ensure smooth passage of the Promenade into the grass-covered area in the direction of the Lake; - along the northern border of the Promenade, the line of paved surfaces extends at least to the line defined in the Detailed Plan (so that the width of the Promenade is at least 8 m), but maximum to the outer border of existing parking areas or asphalt areas (such expansion may be proposed to gain more area for events). 3 In the area of the Spa Park, the paving line should be considered as defined in the Detailed Plan. In view of the existing fortified surface, the Promenade is somewhat stretched in the shape of an arc in the northern direction (such line slightly softens the existing straight line in the Park which is shaped in organic lines). When designing the Promenade, special attention should be paid to: - the attitude towards the existing lampposts designed by the architect Fürst, which are protected as heritage and must be preserved; - comprehensive information and advertising material in the area which should be moderately applied. The design of solutions shall take into account the following phases of realisation: Phase 1: The central part of the Lake Promenade leading from the north-western corner of the Park Hotel up to the Prešeren Monument and the bus station; Phase 2: The Lake Promenade leading from the north-western corner of the Park Hotel to the street Ljubljanska cesta, including the Panoramic Viewing Point; Phase 3: The Lake Promenade leading from the street Ljubljanska cesta to Grand Hotel Toplice. The subject of the competition are the following arrangements: 4.1 Arrangements of paved and fortified surfaces and planting The presented proposal for this arrangement must include and refer to: a) Paving For the paving of the Promenade, uniform stone of Slovenian origin in greyish shades is to be used predominantly. Other permissible materials include artificial stone in greyish shades, sand in white and greyish shades, washed, milled concrete, concrete with a rough finish and the like, and wood in brown-greyish shades (non-painted wood, only impregnated). The surfaces shall be levelled to the same height. The entire surface of the Promenade must allow transport for hackney carriages (suitable for the horseshoe), intervention and delivery vehicles, cyclists and rollerbladers. b) Determination of contacts with borders of privately owned plots Contacts/passages between public surfaces and those of privately owned plots should be designed, as well as the vestibules of those buildings facing the Promenade by taking into account restaurant patios. The programme contents on the ground floors of buildings should be open for the Promenade, all outdoor spaces along the Promenade should be physically connected with the area of the Promenade, in terms of content and form, as well as with the interior of the buildings. Individual elements must jointly form a recognisable, uniform spatial intervention. All surfaces between the Promenade and the buildings should be designed in such a way as to enable installation of furniture which may be used in restaurant patios (chairs, tables) based on the Detailed Plan, and the proposed sunshades as presented in the competing solution. In particular, contacts of the Promenade and of the areas around Hotel Park (special attention is to be paid to height regulation), Kazina, Hotel Trst and Panorama are to be redesigned, as well as a number of business-residential buildings along the northern part of the Lake Promenade. c) Planting Competition Brief 3

4 At Hotel Park, an avenue of trees shall be planted in order to supplement the segmentation of the facade of the building, and to partially block views to the building from distant viewpoints. The implementation must take into account the limitations due to the basement level of Hotel Park and the height of trees due to views from the hotel. The solution should specify how the area below the trees should be arranged. The competing solution should propose other planting by taking into account the concept of planting the town centre of Bled (see annex). d) Arrangement of the area called Panoramic viewing point" stretching from the end of Ljubljanska cesta street to the Lake The area should be designed as an area of visitors first contact with the Lake. The Panoramic viewing point is to be designed uniformly from Ljubljanska cesta street to the Lake as a place where visitors can gather, get information, and take part in events. The proposal should include a rearrangement of the staircases including landings south of Hotel Park into the central access to the Promenade, and of the hotel terrace above the extension of the ground floor of Hotel Park (basement level if viewed from the terrace) south of the central part of the building. For this area: - a proposal for redesigning access from Ljubljanska cesta to the Promenade should be given; - a proposal for rearranging the hotel terrace should be given; - the option of creating a new building/room with effective surface area of 150 m 2 should be examined, first as part of redesigning the southern facade of the hotel as extension to the first floor (ground floor if viewed from the terrace) or as an independent pavilion structure. Building boundaries should be adhered to (see groundwork in digital form). The building/room serves as a tourist information point, and supplements the catering and congress activity in the hotel; - a proposal for the extension/reconstruction of utility rooms on the ground floor/basement level of Hotel Park into a new functional event room should be given. The measurements of the building should be determined, as well as the facade facing the Promenade. Building boundaries should be adhered to (see groundwork in digital form); - a proposal for a vertical entrance from the hotel terrace to the ground floor/basement level of Hotel Park should be given. The entrance may be proposed as part of the new building/room or as a stand-alone structure. The proposal of the above arrangements should take into account: - the position of the ground floor/basement level of the hotel (see groundwork in digital form, intervention into this floor may also be proposed, service access is no longer required); - the existing technological devices at the wall of the southern facade (their adjustment may be proposed); - ensuring unlimited passage from the congress part of the hotel on the first floor (ground floor if viewed from the terrace) to the hotel terrace, and use of the terrace for catering purposes accompanying congress activities; - preserving distinctive views from the direction of Ljubljanska cesta towards the Lake; - vegetation components may be used. At the southern border of Kazina, a new joining staircase is to be designed at the current location, which would enable access from the Promenade to the wharf station for vessels or to the path along the Lake. Removal of trees that block views from the level of the Promenade towards the Lake should be envisaged. Horse chestnut trees near Kazina are to be removed and replaced in accordance with the proposed solution for the joining staircase. Adapting to the relief should be one of the most important basic premises for designing the panoramic viewing point; the relief should be interfered with as little as possible. In addition, appropriate distance from the building Kazina should be maintained in order to ensure the functionality of the land and in-built underground infrastructure at the site (underground drills and central waste water pumping station for the sewerage system, see groundwork in digital form). 5 e) Connections with surrounding arrangements Solutions of the Promenade must combine the surrounding arrangements into a whole. Special attention should be paid to transversal passages from the Promenade onto park areas. For particular areas along the Promenade, the following basic premises of the Detailed Plan should be considered: - Vila Prešeren, Spa Park, Festival Hall: Vegetation is to be removed in accordance with the Planting concept (see annex); a soft transition into grass-covered areas should be envisaged. A proposal for the contact of the Promenade with adjacent paved and fortified surfaces should be given. - Park at the Lake, Park at Villa Zora: Vegetation is to be removed in accordance with the Planting concept (see annex); a soft transition into grass-covered embankments should be envisaged. A proposal for rearranging the staircases along the Promenade should be given by taking into account the course of the path and staircases as envisaged in the Detailed Plan. A proposal for the contact of the Promenade with adjacent paved and fortified surfaces should be given. 4.2 Facades of buildings and restaurant patios A proposal for redesigning the facades of buildings facing directly onto the Promenade should be given, including sign-posting and advertising; restaurant patios and outdoor spaces of buildings should be designed. a) Design of facades The subject of the competition is to redesign the existing front facades facing the Promenade. Solutions should be designed by taking into account the existing positions of glass surfaces and entrances, and to guarantee conformity of design with other facades of the building. Redesigning facades should be provided as a schematic solution (geometry, material and colour), which should also include a proposal for a uniform facade signboard, notice board or other type of sign-posting and advertising. Design of facades must be rooted in an awareness of the symbolic value of Bled and the heritage value of particular buildings. Solutions should provide a balanced image of the built-up area and an overall solution for the Promenade with harmonious architectural design of buildings. The following should be taken into account: - all elements for sign-posting and advertising should be removed unless they are part of the overall image of the hotel and specified in the basic premises for a particular hotel, as well as fencing elements other than functional ones, elements of urban equipment and furniture for restaurant patios; - permissible colours to be applied to facades of buildings are white and related light shades defined on the basis of colour standards used in construction: RAL 9001, 9002, 9003, 9010, 9016, 1013 and 7047; - the design principle of the volume and facade of buildings at Cesta svobode 7a, 7 in 9 should be harmonised; the roofing must be grey. b) Restaurant patios Restaurant patios are permitted within the measurements as laid down in the Detailed Plan (graphical design 4.1: Regulatory situation, groundwork in active digital form). It is permitted to use sunshades, tables and chairs. Heating is not permitted, only functional/protective fencing is permitted. All areas of restaurant patios should be designed in such a way as to enable installation of furniture that may be used on restaurant patios (chairs, tables) based on the Detailed Plan, and the proposed sunshades as presented in the competing solution. 6 A proposal for sunshades should be given by taking into account that shade should come largely from the natural shade of trees, whereby sunshades of square, rectangular or triangular configuration are also permitted as sails or as parasols with a metal or wooden bearing construction of square or rectangular cross-section without any decoration; in case parasols are used, the sunshade (roof of the parasol) should be of square or rectangular shape without any logos or inscriptions, in white or beige colour, whereas the foundation (plinth) should be of square or rectangular shape. Pergolas, projecting roofs or other constructions enabling vertical closing of restaurant patios may not be used save for the building Panorama, where redesign or replacement of the existing fixed construction with the aim of providing shade and protection against weather elements is permitted by using a decorative awning without any advertisements or markings. No proposal for the arrangement of tables and chairs needs to be given; the Detailed Plan should be followed, which defines the following: - wooden or metal chairs with backs may be used, of square or rectangular configuration, the seat and the back should be of square or rectangular shape, with metal profiles also used for the chair construction; wood may only be used for backs and seats; - wooden or metal tables of square or rectangular configuration may be used; the wooden or metal pedestal may consist of elements of square or rectangular cross-section without any decoration. c) Protection of architectural cultural heritage In buildings marked with "*" (see below), a protection regime for architectural cultural heritage (Article 80 of the Ordinance on the Detailed Plan) should be respected, which requires the preservation of their protected features, such as: - ground plan and height (measurements), - building material and construction design, - exterior design (segmentation of buildings and facades, form and inclination of purlins, roofing, colours and details of facades), - functional design of the interior and the accompanying outdoor space, - integral parts and fixtures, - builder s joinery and interior fittings, - communicational and infrastructural connection with the surroundings (appurtenant outdoor space with vertical alignment of surfaces and position, purpose and design of appurtenant structures and surfaces), - appearance and vedutas (especially for visually exposed buildings), - integrity of the heritage in the area, and - layers of earth with possible archaeological remains. d) Basic premises for individual buildings Hotel Jekler: Based on the Detailed Plan, this building should be preserved. A schematic proposal for redesigning the eastern facade is to be given. Building at Cesta svobode 8a: Based on the Detailed Plan, this building should be preserved. A schematic proposal for redesigning the eastern and southern facades is to be given. Building at Cesta svobode 7a: Based on the Detailed Plan, this building should be preserved. A schematic proposal for redesigning the western facade and arranging a restaurant patio is to be given. The simple form of the building is to be restored, without any additional embossments from the basic volume, and a balanced facade without any superfluous segmentation, facade details or Competition Brief 6

7 decorations. Classical materials may be used to design the facade (stone, brick, wood, and roughcast). No historization of the facade should take place. Cesta svobode 7: Based on the Detailed Plan, this building should be preserved. A schematic proposal for redesigning the western facade and arranging a restaurant patio is to be given. The simple form of the building is to be restored without any additional embossments to the basic volume, and a balanced facade without any superfluous segmentation, facade details or decorations. Classical materials may be used to design the facade (stone, brick, wood, and roughcast). No historization of the facade should take place. Cesta svobode 9*: In the Detailed Plan, preservation of the building is envisaged and the construction of a new building (extension on the ground floor on the eastern side). A schematic proposal for redesigning the western and southern facades and arranging a restaurant patio is to be given. Hotel Park: Based on the Detailed Plan, the part of the building under consideration should be preserved. A schematic proposal for redesigning the ground floor part of the western facade (including the ground floor section between the central building of the hotel and staircases by taking into account the extensions/reconstructions of utility rooms on the ground floor/basement level of the hotel), the first floor of the southern facade (ground floor part if viewed from the hotel terrace by taking into account the proposal for a new building/room) and arrangement of restaurant patios. When redesigning facades, the arrangements of the area called Panoramic viewing point" (see chapter 4.1) should be considered. The proposal for sign-posting should preserve and respect the overall image of the hotel (see annex) above the ground floor level. Kazina: In the long run, the Detailed Plan envisages removal of the building and the construction of a new building based on an architectural competition. Until the new building is constructed, a horizontal facade segmentation of the building shall be permitted that takes into account the existing recurrence of facade openings; otherwise the building as such should be preserved in accordance with the provisions of the Detailed Plan. Those may be enlarged if so demanded due to the use of the building modelled upon the already existing facade openings. A schematic proposal for such segmentation of the eastern facade is to be given. The arrangement of the bar with the to go offer in the section of the existing ice cream shop is to be considered. A proposal for the contact/passage to the restaurant patio north of the building should also be given (this restaurant patio is not part of the competition and should not extend to that interim area; the wall may be removed). Peglezen*: Based on the Detailed Plan, the building should be preserved; by way of exception, if consent is obtained in accordance with the regulations governing the protection of cultural heritage, a new building may be constructed after removal. A schematic proposal for the design of the western and northern facades, and an arrangement for the restaurant patio is to be given. The proposal should take into account the envisaged new building within the measurements of the existing building. The segmentation of the building and the facade should follow the (hotel, catering) function of the new building, as well as the characteristics and appearance of the existing building and appertaining structures by taking into account the requirements of the exposed location of the building. The roof may also be flat and green planted. Hotel Trst*: Based on the Detailed Plan, this building should be preserved. The schematic proposal for redesigning the ground floor part of the western facade should be given, in particular, to make entrances into buildings and sign-posting uniform. Restaurant Panorama: The Detailed Plan envisages removal of the building and the construction of a new building based on an architectural competition, and preservation of the existing building until a Competition Brief 7

8 new one is constructed in accordance with the provisions of the Detailed Plan. A schematic proposal for the redesign of the northern and eastern facades should be given only in the sense of making sign-posting and advertising uniform, and arranging a restaurant patio north of the building (the existing terrace should be extended and joined with the panoramic viewing point into a uniform whole). A proposal for rearranging the grass-covered platform raised above the road along the section connecting Hotel Toplice with Restaurant Panorama should be given for catering purposes and the organisation of events. It is not possible to change the height of the platform (i.e. the roof of the basement level); therefore, the contact/passage between the Promenade and the platform should be proposed. Grand Hotel Toplice*: Based on the Detailed Plan, this building should be preserved. A schematic proposal for the redesign of the ground floor part of the eastern facade should be made in the sense of arranging the premises for the sale of works of art and local crafts in the arcades of the building and their (mobile) extension in the direction towards the Promenade. 4.3 Urban equipment and small objects A proposal for the design of the following equipment and facilities in the area of the Promenade should be given: - Bench: One of the existing types of benches may be used (see annex), or a new bench or sitting element may be proposed. - Rubbish bins: Rubbish bins must allow for the separation of waste in public areas (as either two or three fractions). For each fraction, a container of at least 45l must be provided. - Notice board: It should be upright, 140x100 cm in size. It informs the passers-by on events and provides other important information. It may either be stand-alone, designed in accordance with other elements of urban equipment, and may optionally also be placed on the facade of the building. - Multi-purpose house: It is a building for occasional sales purposes (events, during the season, holidays) or for information, size 3x2 m (optionally 3x3 m for catering), with a side entrance and a possible counter along the longer side. It should be easy to disassemble, transport and store. It may also be used as a permanent structure for hackney carriages or may be set up at other locations in the town centre of Bled (e.g. as a small object on the mini golf course or in the Spa Park). - Memorial tokens: It should be defined how memorial tokens can be integrated into the pavers on the Promenade. The proposals for urban equipment and small objects may be used to prepare special municipal ordinances that lay down in detail the design of small objects and sign-posting, as well as the road and landscape equipment in the Municipality of Bled in the part referring to the town centre of Bled. 4.4 Lighting A concept for lighting of the area that is the subject of the competition should be drafted. In the central part of the Promenade, the main lighting elements consist in achitect Fürst s lampposts, which may be continued between Hotel Park and Kazina up to Ljubljanska cesta in the same pattern. The remaining lighting should be modest and intended to light more significant programme areas and facades, whereby it should be noted that decorative lighting of facades facing the Lake is not permitted, save for cultural heritage buildings. Lighting during the night should help create an attractive ambience. Lighting elements should be applied moderately; it is desirable that they not be exposed or visible. In the area of the Spa Park, the Bled-type of lights by the producer UKO Kropa Competition Brief 8

9 (see annex) should be retained. The lighting concept should conform to the regulations in the field of lighting. Competition Brief 9

10 5 DOCUMENTS TO BE PRESENTED 1. Description of the solution in a bound document of A3 format: - a short description of the design for each arrangement from Chapter 4 of the Competition Brief, including the materials used; - miniaturised posters. 2. Summary with max. 3,000 characters on a separate A3 sheet. 3.
