1 PALMA SOLA TRACE MASTER ASSOCIATION BOARD OF DIRECTORS MEETING MONDAY, JUNE 18, :30 PM PALMA SOLA TRACE CLUBHOUSE A meeting of the Palma Sola Trace Master Association Board of Directors was called to order at 6:36 PM on Monday, June 18, 2018 by President Bryan Groh in the Palma Sola Trace Clubhouse. Members in attendance were Bryan Groh and Maggie Zeiner. Ginny Ohlson and Gene Sabini attended via phone. Mary Jane Allgood was excused. Vanguard Management was represented by manager Jill Gravino. Bryan Groh gave a brief update on the perimeter wall which has been inspected by Karin s Engineering, a testing firm and also a representative of Taylor Morrison and the wall contractor. A motion was made, seconded (Groh, Zeiner) and approved to amend the agenda to include discussion of an unscheduled clubhouse rental. A motion was made, seconded (Groh, Ohlson) and approved to discuss the blocking of the trash storage area by cars. A motion was made, seconded (Groh, Sabini) and approved to accept the minutes of the May 16,2018 Board of Directors meeting. Treasurer Gene Sabini presented the financial report. Committee Reports attached. Management Report attached Old Business Maggie Zeiner reported that, thus far, 183 or 33.5% of owners have signed up for electronic voting. New Business A motion was made, seconded (Groh, Zeiner) and approved to appoint Loretta Parker to the DRC. A motion was made, seconded (Groh, Zeiner) and approved to set July 18, 2018 at 6:30 PM for a membership meeting to vote on proceeding with litigation vs Taylor Morrison concerning the perimeter wall. A motion was made, seconded (Groh, Ohlson) and approved to table the discussion of cleaning and sealing the pavers around the pool and the Bridlecrest monument to obtain further bids. A motion was made, seconded (Groh, Ohlson) to power wash the playground equipment nte $100.

A motion was made, seconded (Groh, Sabini) and approved to repair irrigation in the common area at a cost of $ A motion was made, seconded (Zeiner, Ohlson) and approved to withhold $200 from the security deposit for a clubhouse rental that was not applied for before the event and ran over the allotted time of 4 hours.

8 Communications Committee We are continuing to write and distribute the newsletter and update the website. We ll work on updating the directory later in the summer. We re looking forward to using My HOAst, the electronic voting site, to facilitate communication with homeowners. On Saturday afternoon we had 173 address who have opted in which is 31.68%.

Unanimously approved. Other Concerns/Issues: DRM Update-Flags and Poles new section FLAGS AND POLES No prior DRC approval is required for the following: 1. Flags. Any homeowner may display one portable, removable United States flag or official flag of the State of Florida in a respectful manner, and one portable, removable official flag, in a respectful manner, not larger than 41/2 feet by 6 feet, which represents the United States Army, Navy, Air Force, Marine Corps, or Coast Guard, or a POW-MIA flag. (In Accordance with Chapter , Florida Statutes) 2. Freestanding Flagpole. Any homeowner may erect a freestanding flagpole no more than 20 feet high on any portion of the homeowner s real property, as long as mowing operations are not hindered. The homeowner may further display in a respectful manner from that flagpole, one official United States flag, not larger than 41/2 feet by 6 feet, and may additionally display one official flag of the State of Florida or the United States Army, Navy, Air Force, Marines, or Coast Guard, or a POW-MIA flag. Such additional flag must be equal in size to or smaller than the United States flag. The flagpole and display are subject to all building codes, zoning setbacks, and other applicable governmental regulations, including, but not limited to, noise and lighting ordinances in the county or municipality in which the flagpole is erected and all setback and locational criteria contained in the governing documents. (In Accordance with Chapter , Florida Statutes) 3. Temporary Flagpole Staffs can not extend higher than the roof of the house and are attached to the dwelling.

11 3. Holiday and Team Flags. Owners may also display a holiday theme flag or team flag that is in good taste and removed when the holiday is over, and sports team is no longer playing. 4. Decorative Flags. Decorative flags that are tasteful and not offensive based on community standards may be displayed. Flags may contain welcoming themed wording or no wording as illustrated below. No Commercial Advertising is allowed. Criteria for house mounted decorative flags: (a) Maximum size is 3 x 4 ; (b) Flagpole maximum length is 5 Criteria for lawn mounted decorative flags: (a) Maximum size 12 x 18 (b) Maximum height of pole 2 (c) Maximum of one flag permitted in front, side and rear of yard. (d) Flags must be placed in an area that will not hinder landscaping operations Note: Condo Owners - The physical location of the bracket into which the temporary flag pole staff is placed requires DRC approval. No flag pole or lawn mounted flag shall encroach on neighbors property.

12 The Management Company has the authority to request removal of flags not meeting the above criteria. Monthly Article from DRC in Newsletter for June - Driveways Article on Driveways put on hold. DRC Member recruitment, preferably a full-time resident If anyone has ideas for possible candidates, please send them to Judy. We will have someone from the committee reach out to individuals. DRC Members Kathy - Susan Hollywood was not real interested. Judy - Bernie Yanelli said he would think about it. Once the docs are approved and we are allowed 7, Judy to follow up again. 14 LANDSCAPE HOA REPORT JUNE 2018 The Landscape Committee met on June 7, 2018 with Mateo Hamm (Account Manager), Randy Eldridge (Tree Division), and Sharryn Walters (enhancement specialist) from BrightView (BV). The next Landscape Meeting will be July 5th at 10AM in the Clubhouse. General Comments More rain than normal has caused weeds to flourish (again). We also were unable to complete the bed edging normally done, but were able to do the hard edging. Spraying of weeds is being done including dollarweed which thrives in wet areas. Sodding of areas where trees were removed has still not been completed, but availability of sod is becoming more prevalent, so should be done in the next few weeks. We have found that the St. Augustine turf has grown to cover some of these smaller areas, so less sod will be needed. We are also seeing an increase in boron deficiencies in palms which can occur in rainy seasons. This can cause the Palm to twist at the top and the top might even lean but should correct itself with treatment. All identified palms are being treated. The reclaimed water backflow on 7st St. which had no functioning valves was finally repaired by the County. Both valves were replaced and there was no cost to the HOA. Single Family Homes Because of heavy rain, all 4 sections were not completed this month. Weeds are growing very rapidly, and crew will be pulling them as well as spraying. Large areas will be cut, then sprayed. Runners from the St. Augustine turf are growing rapidly also and when the bed edging is not done, the runners are growing into the beds. We therefore decided that bed edging needs to always be done and if (because of weather) we can t do both the hard edging (which is along concrete) and the bed edging, the bed edging will take priority. We anticipate this will be an ongoing problem this summer and hope to stay ahead of it as much as possible. We have been trimming the sides of bushes between homes to have room to mow. This has exposed larger than necessary mulch beds. We will be allowing grass to regrow into these beds to have the necessary 52 between homes. There have been 6 oak trees that residents have obtained permits from the City to remove and are in the process of removal by BV. All of these will be stump ground. These removals are at Homeowners expense. We have been told that the Adonidia Palms that have lost multiple fronds from being chewed is from a type of Palm rat. There is nothing that can be done, but it appears this has slowed. Plants are responding to cutbacks that have been made and we are anticipating even more cutbacks to keep plants in proper size and health. At times, this may cause plants to look bare, but they will recover. Slowly, we are getting hedges to be kept at the 6 height recommended.

15 Commons The crepe myrtles along 75th St. are blooming nicely as are the ones near the clubhouse. The geraniums were removed from the main entrance bed and replaced with coleus and sweet potato vine. The geraniums were left under the reclinata as they still look OK. Trimming along the wall on 71st.St. Has been completed but cleanup will be ongoing. The viburnum which has been trimmed will now be allowed to grow, but the sides along the wall will be continually maintained. Trimming of the viburnum along the South wall will be next. The creek area near 71st St. needs better maintenance. It is meant to grow together to prevent intruders but needs to be cleaned up. This will be addressed. Dead Hawthorne along the Penny Lane entrance will be removed. We hope to be able to create an actual planting bed for seasonal flowers as the current beds are minimal. Clubhouse One of the 3 stalks of the Pygmy Palm to the west of the entrance died and was removed. This was caused by an injury to the trunk (about a foot high) which could ve occurred some time ago. Over time, the irrigation sprayed into this area and eventually caused it to rot. There was no disease present. The other 2 trunks are OK, but damage has been noted at the base from the straps that were used to lift it into place when planted. We are pleased to present the plan for replanting of the front and sides (partial) of the Clubhouse. We previously removed the original Hawthorne and flax lilies and plan on reducing the amount of arboricola to esthetically enhance the overall appearance. This will be done at no charge from BV. We would like to remove the remaining Hawthorne from the west side of the clubhouse and plant a few horizontal cocoplum plants at a cost of & We feel the new plantings will be easily maintained and should present a pleasing constant of color and texture without being over planted. Cost of plants, irrigation, mulch, and removal of Hawthorne should not exceed $2, The actual proposals total $ , but we d like some flexibility in case we cannot obtain the specific plants proposed. Recommendations Approve clubhouse plantings not to exceed $

16 Pool Report Landscaping is needed in and around the pool area, including weeds, bushes and trees. Specific areas are: In the fenced pool pump/ heater equipment area, pull weeds and trim bushes. There are two full trash cans / damaged one had been replaced by Pools X Lowell. Pull weeds I and trim over hanging bushes, trees and palms. Groups using community room should be reminded when leaving to turn the A/C back to 78 degrees turn lights off put furniture back return blinds back to slanted / open position On several occasions, the Cleaning Crew could not get the trash can out of the bin to do their cleanup for the garbage collection, or the monitors could not replace the empty can in the bin due to vehicles being parked too close. A striped area in front of the the bin doors indicating 'no parking' may help. Thank You Pool Monitors

17 Social Committee Report to HOA Board for June 18, 2018 meeting Social Hour/Cocktails was last Friday, June 15, 2018 at 5:00 PM. Over thirty residents attended a good crowd for the summer. Next month we ll have our annual pizza party and collect school supplies again. Watch for more information in the July newsletter. We re going to take a break Bunco for the next few months and start again in October if people are interested. Most regular social activities will continue during the summer. 18 Manager s Report- June 2018 Palma Sola Trace Master Association Property Inspection Highlights Overall the property looks good. The lake water has risen and looks nice. Fences at north and south end of property need repair. Looking into having the playground area pressure washed. Also getting estimates to have the pool and seating area to the north of the pool paved and sealed. Clubhouse door needs to be repaired. Work Orders - Open and Completed 1. Pool gate painted 2. Getting estimates for paving & sealing. 3. Bathroom light fixed 4. Oil leak over door to be fixed 5. Trimmed bushes at h/o home 6. Getting estimates for gate repairs 7. Replace sprinkler issues in a few homes. 8. Ongoing tree shaping and cleanup of dead palms. 9. Estimate for power washing playground 10. Traveler Palm to be removed 11. Backflow has been repaired. Collections Demand stage letters continue to be forwarded to the attorney. Vanguard will continue to verify any coupon books or letters returned and will r to the correct address. Violations All violations letters were sent out on the June 13. Will continue to do drive violations within a week of the board meeting. Miscellaneous Am currently working on getting estimates for fixing the clubhouse door oil leak and fixing the lifting pavers around the pool. The backflow has been fixed. Board will vote on pressure washing playground, a paver and sealer company and having the gates either fixed or replaced. The grounds look very well kept and I ve noticed a lot of homeowners are pressure washing their driveways.
