It is both a natural object and a thing to be cultivated; individual and group; something lived and something dreamed. (Claude Levi-Strauss, Saudades de São Paulo, 1995)

6 Spring European Council March 2005 Explicit endorsement of importance of Cohesion Policy as an instrument for achieving the Lisbon strategy, leading to recommendations: Community resources to be mobilised and address three dimensions of the strategy: economic social environmental Regional and local actors should take greater ownership of the strategy Greater synergies Community funds / EIB in R&D.
7 Community Strategic Guidelines for Cohesion Policy The general priorities are to: Make Europe and its regions more attractive places to invest and work (and to live); Improve knowledge and innovation for growth; Supply more and better jobs.

9 The urban dimension should be mainstreamed Key urban priorities should be taken into account in the National Strategic Reference Programmes Operational Programmes design and implementation should build on good practice and experience which have been gathered in URBAN I and II and in INTERREG III C.
10 The National Strategic Reference Frameworks The National Strategic Reference Frameworks should include priorities related to sustainable urban development, where appropriate ; If no sustainable urban development priorities have been included in the NSRF, the Member States should explain why they consider this not to be relevant.
11 Operational programmes Should, when appropriate, contain information on the approach to sustainable urban development; Might contain a priority axis for urban development; Might contain a list of cities and urban areas concerned; Might contain the procedure for sub-delegating to urban authorities, possibly by means of a global grant.
12 An enlarged scope for eligibility under ERDF Thematic interventions related to specific urban issues: intermodal transport systems, cultural heritage, energy efficiency (Art. 4) Interventions supporting integrated regional and local development (Art. 4) Networks and actions for integrated territorial development (Art. 6) Housing (Art. 7.2) Area-based actions aiming at sustained urban development (Article 8) /feder/ce_1080(2006)_en.pdf
13 ERDF Eligible priorities (Abstract Article 8) SPECIFIC PROVISIONS ON THE TREATMENT OF PARTICULAR TERRITORIAL FEATURES Sustainable urban development In addition to the activities listed in Articles 4 and 5 of this Regulation, in the case of action involving sustainable urban development as referred to in Article 37(4)(a) of Regulation (EC) No 1083/2006, the ERDF may, where appropriate, support the development of participative, integrated and sustainable strategies to tackle the high concentration of economic, environmental and social problems affecting urban areas.

16 Cohesion Policy and cities: the urban contribution to growth and jobs in the regions (1) A Commission Communication to the Council and European Parliament adopted by the Commission in July 2006 Further develops the urban dimension of the Community Strategic Guidelines Main aim: to inspire the national, regional and local authorities as they develop the urban dimension of both NSRF and operational programmes.

Supporting innovation and entrepreneurship; raising levels of educational achievement and training 3. Addressing growing disparities promoting social inclusion and equal opportunities.

20 Better knowledge for action: the Urban Audit An Urban Audit has been carried out in 1996, 1999 and It provides a series of data (a set of 300 different data) which we can build upon to get some snapshots on the strengths and weaknesses of some cities These data provide interesting indications on how cities perform and evolve.

27 Beyond the URBAN com. Initiative We want key partners in the cities and local authorities to play the important role they have to play in achieving the urban-related objectives of the cohesion policy. Medium- to long-term development plans for sustainable urban development should be prepared, in order to ensure the coherence of investments and their environmental quality.
28 The 3Cs: Competitiveness, Cohesion Convergence Three key dimensions of urban policy must be taken into account within actions to promote: Cities as motors of regional development Internal cohesion inside the urban areas that seek to improve the situation of crisis districts and avoid segregation A more balanced, polycentric development.
29 The URBAN Initiative «acquis» We wish to keep the general philosophy of the URBAN programmes which have targeted small areas of severe deprivation, focusing on social inclusion, integration of minorities, the natural and physical environment. We recommend the integrated dimension of urban actions to be fostered, in line with the projects funded under URBAN I and II.
30 Multi-level governance We expect an appropriate multilevel governance of the urban intervention, with the participation of all relevant stakeholders. For urban actions this most definitely includes city authorities and local citizens. Promoting cooperation and joint working within urban areas of all administrative levels.
31 Regions for economic change We foresee an improved exchange of experience and know-how between cities; In the next planning period, the URBACT programme will contribute to the Regions for economic change initiatives, promoting networks of cities on strategic themes; Such networks should aim at identifying and preparing projects to be financed in the mainstream programmes.
