3 Definitions areas are frequently ivie for analysis purposes into the categories of resource-base areas an activity or user-base areas. "Activity-base" provie space for one or more active sports activities. "Resource-base" areas are centere on a unique lan, water or natural resource. s are also sometimes classifie accoring to their evelopment as preominantly "active" or "passive" in character. Activity-Base s Plantation's park areas are primarily "activity" or user base, an recreational evelopment is for both active an passive leisure time activities, oftentimes combine for variety in the same facility. The following paragraphs highlight some of the major facilities. See Table 2.56 for a complete listing. Central : The City has centere its recreation facility evelopment on Central, locate at approximately the geographic center of the City. It is intensively evelope for playing fiels an tennis courts as well as the central swimming complex an multi-purpose builing. The park has been recently expane to inclue four aitional soccer playing fiels concession an restrooms. Also inclue is an an expane tennis facility, incluing four aitional clay courts, mens/womens locker rooms conference room, an expane office area. Other Playfiels: The City's Central is supporte by other activity/user base facilities in the oler parts of the City, both north an south of Browar Boulevar. Examples inclue The Pal Fiel complex ajacent to Plantation Mile School (on Northwest 70th Avenue) an the Pop Travers Fiel ajoining Seminole at Southwest 62n Avenue an Southwest 16th Street, less than a mile from South Plantation High School. A similar activity/user base facility on South Pine Islan Roa is evelope primarily for soccer, the Pine Islan. An aitional large,37.6 acre Sunset preominantly activity/user base facility use for both baseball/softball activities is locate on the south sie of Cleary Boulevar west of Nob Hill Roa, ajoining Central Elementary School. Equestrian Facility: Plantation Acres, a unique area with rural or estate character, inclues a municipal equestrian facility that has been expane to host hol sizeable competitive events. This facility inclues two barns that accommoate 96 stalls. Existing Linear : Early in the City's history a linear park was establishe extening from Northwest 65th Avenue (the original heart of Plantation) almost three-quarters of a mile to Bayberry Drive. Along its length are special recreation an cultural facilities: The Plantation Center an Kenney Memorial, the Plantation Botanical Garens, the Plantation Library, an Plantation Historical Society Museum
4 Resource-Base Open Space Resource-base open space is often classifie into three categories: pastoral, utilitarian, an corrior. Plantation's open space of this kin is shown in Table 2.52 an efine below. Pastoral Open Space: These areas are generally large areas use for resource-base an/or user-oriente recreation such as the four golf courses in Plantation. Utilitarian Open Space: Another principal class of open space, utilitarian open space, inclues the right's-of-way of major canals which are part of the South Floria Water Management District System (11.4 linear miles) an the narrower canals which are part of the Ol Plantation Water Control District Drainage System. Corrior Open Space: Consists principally of major transportation an utility corriors. Bikeways are a specialize corrior open space. Bikeways: The City bikeways plan proposes the evelopment of Class A bikeways (separate from other vehicular traffic within the City) incluing a bikeway along the North New River Canal an a bikeway extening north from this Canal along the east sie of University Drive to just south of West Browar Boulevar. The plan also provies for a six-foot siewalk, primarily for peestrians an less experience bike riers, along all streets esignate in the plan as "primary bikeways" an the provision for a 14 foot curb lane for recreational biking on new or wiene street. It recommens six-foot walkways where eight-foot wie bikeways coul not be constructe ue to narrow rights-of-way. Some implementation of this plan has been initiate. It generally conforms to the County bikeways plan shown on Figure 2.29 in the Transportation Element. Other Private Open Space: In aition to the above classes of open space, the City for a number of years has require as a part of its planne unit evelopment zoning provisions that a minimum of 30 percent of each site be reserve as useable open space. A maximum of 40 percent of this requirement may be lake areas. Though an important part of the lanscape character of Plantation, these areas are not liste in the tables of recreation an open space, with the exception of those which have been specifically eicate or esignate (on approve site plans) in approve unifie control ocuments. Guielines have been use to specify on-site active recreation to be provie by evelopers as a part of the 30 percent space; the stanar is 137 square feet per person of estimate future population. Through offering the possibility of ensity esignations up to 25 units per acre, this results in a low intensity, open space character throughout the majority of the City

6 ANALYSIS County an City Stanars As previously iscusse, there are two overall park an recreation stanars which affect the City of Plantation: the County's requirement for three acres per thousan population to satisfy the requirements of the Browar County Lan Use Plan, an the City's requirement of four acres per thousan population to satisfy its aopte stanars. County: Base upon the City's current estimate (2005) population of 85,684, the County park stanar requires acres. The City's current park inventory of acres excees the County stanar by 383.4acres. Base upon a City projecte builout population of 97,061, the County park stanar woul require acres. Existing park sites in the City total approximately which woul excee the County park stanar by acres. Table 2.53 County Stanar Conformance For Builout Population City of Plantation Acres Requirement Allowable Creits Due to Existing an Propose s Surplus/(Deficiency) Source: Plantation s an Recreation Department, 2005 City: Base upon the City's current estimate population of 85,684, the City park stanar requires acres. It also shows the implications for Plantation upon the current inventory of facilities
8 Table 2.55 Guielines for User-Oriente Outoor Recreation Activities Population Per Facility Recommene Suggeste by Resource/Facility Minimum Maximum or Meian Existing Guieline 18-hole golf course 5,000 62,500 50, Tennis court 1,000 7,500 2, Baseball/softball 1,500 6,000 3, Football/soccer 4,000 15,000 6, Hanball/racquetball 1,000 10,000 6, court Basketball court 1,000 5,000 5, Swimming pool , Shuffleboar court , Sources: Outoor Recreation In Floria, State Department of National Resources Plantation s an Recreation Department, 2006 The table shows that the City is generally meeting these guielines, the one exception being hanball/racquetball. This suggests that (assuming the eman has been expresse by usage) these facilities shoul be programme into existing an propose parks. It also suggests that given the projections for a one thir increase in population before builout, all facilities shoul be increase accoringly
