5 The Opportunity The Frisco Transit Center has historically been behind Frisco s commercial core, but now it s in the center of it. -Jim Andrew, Summit Stage Current CDOT Grant $593,000 Re-evaluate the 1999 Improvement Plan to meet today s needs, alleviate congestion and confusion Set the stage for future opportunities to create a landmark transit center 1999 Improvement Plan 1

6 By the # s 4,200,000 people live along Colorado s Front Range (1-2 hour drive from Summit County) 300,000 transit riders annually through the Transit Center 1,000 transit riders daily 50 rental cars daily 40 length of Summit Stage bus (feet) 5 East-West stops for the Bustang commuter route 3 airport shuttle services 1 community garden 2

12 Break-Out Groups In a speed-planning format, small groups explored the topics of Creating Place, Transit Planning and Connectivity, Business Model Canvas, and Land Use Integration. They were facilitated by a topic specialist and rotated between stations every 15 minutes. At the end of an hour, each group presented their key ideas. The ideas were innovative, exciting and far-reaching. They included (in no order of priority): Vision for the Frisco Transit Center: A Landmark Transit Station It is a Gateway to Summit County A Welcome Center/ Information station / Jumping off point Preserve and enhance the transit center as a hub Transit is its highest and best use Design Ideas to Achieve this Vision Safety is paramount; create an inviting space for everyday visitors and people arriving in Summit County for the first time Promote a theme, brand for Summit County transit Transit Center needs a better structure with more functionality, better sense of arrival, better look and feel Short-term it needs better flow, enhanced functionality for today s riders Long-term there are much bigger opportunities to create a landmark transit station Create a multi-purpose plaza Highlight indoor-outdoor spaces, connections to green space and park Pull the park/green space back into the center of the site Orient people to their surroundings Provide maps and information for Summit County (transit routes, surrounding area and destinations throughout the County) Maximize views and vistas Feature local geography, history, art, businesses Mountain peak identifier of surrounding mountains in the outdoor plaza Provide temporary storage lockers for visitors and commuters Create an Enjoyable Local Experience Provide grab-and-go refreshments Promote local businesses on a rotating cycle (food cart style) Sustainability for the Future Renewable energy, vehicle charging station Very long term, consider potential for lightrail, mass transit connection Circulation and Connectivity Maximize connections to surrounding uses Create a pass-through to Frisco Station (Safeway Center) and reconfigure it so the back of the building looks, feels and functions like a retail front Provide improved wayfinding within the site to minimize confusion, and wayfinding to and around the site to maximize the 5 minute walking radius Integrate bikes with adjacent development Consider alternate locations for the bus lane configuration Need traffic calming on Lusher Ct., lighting and on other side streets Multi-modal Pedestrian and Bicycle Friendly Complete streets integration into the center (multi-modal features) Provide expanded bike racks, and explore opportunities for bike lockers, bike libraries, or bike rentals (public and private) Separate note What s a bike library? Provide covered, lit bike storage 8

13 Ideas from the break-out groups were studied and formulated into a conceptual design by the planning team over lunch. Participants returned to see and discuss the results (proceeding pages). 9

14 Design Concept Complete perimeter connections, landscaping Retail frontage Strong pedestrian connection from Frisco Station through Transit Center to Basecamp Potential future street connection Bus lane, new shelters Enhanced Gateway/Welcome Center, with indoor/outdoor plaza space Shuttle service Water retention, park setting, future parking 10

15 Phasing Plan Phase 1: Function and Circulation Solve shuttle circulation Complete sidewalks, pedestrian-level lighting Way-finding signage Define edges (e.g. curb & gutter, landscaping) Phase 2: Architecture + Place Rehabilitate and expand the current building New shade structure and shelters, tied together by an architectural theme Park and plaza Pass-through to Frisco Station, create a retail frontage there Phase 3: Basecamp Expand / stack parking Develop the building site on north side Establish the light rail or equivalent major regional connection Additional Thoughts / Discussion: This plan does not undo the current transit center, it only enhances it Way-finding and bike connections can be immediate Initial improvements could also include sawtooth curb and the plaza Redesign of the circulation would activate the plaza Define the edges of the site and future building areas to provide the framework for future phases The east-west axis is integral to the site integration between activity areas (Frisco Station and Basecamp) With a more intentional, plaza feel, the entire site begins to work as one North bays of the parking area can be used for snow storage Bike connections need further study Drainage is maintained Future building site on north side of the site could be anything from office to mass transit connection Parking could be stacked on existing site as demand occurs Park extension, green space also could be a long-term reserve for parking or building Food/beverage, real-time transit information, signals and signage at the Wellness Building will enhance that integration Width, dimensions and program for the building and the plaza need further study 11
