Enhancing sustainable transportation choices and supporting all modes of movement will allow us to accommodate continued growth with limited road space. The introduction of Canada Line and transit-oriented land use creates a unique opportunity to expand and improve how people get around, with many people living close to transit in areas where they can walk to local amenities and services. 3 PANEL PLANNING PROGRAM TRANSPORTATION COMPLETE STREETS 交通 - 完整街道 The Complete Streets approach is holistic and ensures that safe and comfortable access for people walking, cycling and using transit is an integral part of the planning process, creating delightful and vibrant streets for all. : COMPLETE STREETS PROJECTS DRAFT PLAN DIRECTIONS The following considerations are recommended for Complete Streets in this area: Complete Streets have been identified along key arterials with increasing density, availability of services, retail and office, and overlapping modes of transportation. The design will consider the needs of people of all ages and abilities, with a focus on people walking, cycling, taking transit, and those with disabilities. Street will be the primary Complete Street accommodating a large number of destinations and shops. Its design will celebrate Street s distinctive scale and wide planted Heritage Boulevard by providing high-quality public realm and placemaking features, and accommodating all modes of travel. Other east-west Complete Streets (see map) have been identified where there are higher densities with ground floor retail accessible by multiple transportation modes. These eastwest corridors allow for a seamless connection to adjacent neighbourhoods and other key walking and cycling routes. 4 PLANNING PROGRAM NEIGHBOURHOOD IDENTITY The installation of separated bike lanes, as part of the Complete Street network, presents an opportunity for meaningful public art that serves both functional and aesthetic purposes, and highlights the Corridor s significant role within the city. 7 PLANNING PROGRAM COMMUNITY WELL-BEING EXISTING 社区康乐设施现状 The Corridor has a variety of community facilities, including community centres, libraries, social facilities, childcare facilities, etc. The continuing renewal of these facilities will better support the well-being of current and future residents. EXISTING FACILITIES CITYWIDE POLICY th Ave. The Healthy City Strategy (0) is the City s social sustainability plan to foster healthy neighbourhoods throughout Vancouver. Culture Plan for Vancouver (00) is the guide for the City s ongoing role in arts and culture. Douglas Comm Ctr. Vancouver Public (VPL) 00 Strategic Plan (0) develops a framework for VPL to create places where people can discover, create and share ideas and information. WORK UNDERWAY King Edward Ave. s and Recreation Services Master Plan Comm Ctr. The Vancouver Playbook will guide the development of parks and recreation services through to 0. VanPlay, a year-long conversation and analysis of existing assets and understanding of growth and future demographics of the city, will inform the Playbook. Completion is anticipated in mid-0. BC Children s and Women s Hospital Terry Salman VanSplash (City-Wide) Aquatics Strategy VanSplash will provide direction on the future of Vancouver s indoor and outdoor pools, beaches and other aquatic amenities over the next decade. Draft recommendations will be brought to the public this summer and the strategy will be completed by the end of 0. Making Space for Art Street Mtn. Making Space for Art is a study underway that will inform Vancouver s cultural planning to partner with the community on retaining, expanding and developing vibrant, affordable, sustainable arts and cultural spaces. Completion of the study is anticipated in the fall of 0, and the results will inform Vancouver s new OTC Creative City Strategy. JCC + st Ave. FACTS Compared to the city overall, the Corridor has: % more children and youth under the age 9 % fewer young adults aged 0 to 9 % more seniors aged + 9th Ave. Data: Statistics Canada 0 Census FACILITIES IN AND AROUND THE In addition to community centres, libraries and childcare facilities, there are a variety of other social facilities: Neighbourhood houses are run by non-profit organizations and provide a C* Pearson- 9th Ave. broad range of low-cost and/or free social and cultural programs that are specific to the needs of the local community. Family places provide programs and activities for parents and caregivers of infants and young children (ages 0- years). Seniors centres provide spaces with social, cultural and recreational programs and activities for seniors. Marpole Place Nbhd House Youth facilities provide at-risk/vulnerable youth with a range of social, cultural, health, employment and recreation programs. Partnerships allow some youth hubs to offer housing. Non-profit centres provide shared space and services to help improve efficiencies and collaboration for multiple non-profit groups to enhance services for the community. Adult day centres are licensed by the health authority and are for seniors and people with disabilities. They provide day programs including health, social and recreation services and activities. These centres provide opportunities for clients as well as support for caregivers. Terry Salman King Edward Ave. facility within proximity to transit and schools; Support the creation of a multi-tenant non-profit organization centre with a mix of office and related programming space for social and cultural non-profit groups; Explore strategies to partner with organizations to secure arts and culture spaces and integrate cultural spaces into residential and mixeduse buildings.
