QUANTIFYING THE IMPACT OF ACCESS MANAGEMENT ON URBAN PLANNING A. Bosdikou, B. Psarianos, C. Antoniou, Nat l Techn. Univ. Athens
QUALITY OF PLANNING & DESIGN OUTCOME? TRANSPORTATIO N ENGINEERING Urban Planning Road Design Access Management 2
QUALITY OF PLANNING & DESIGN OUTCOME? OUTCOME DIAGNOSE QUALITY OF PLANNING AND DESIGN 3
PLANNING & DESIGN #1 PARAMETERS INPUT #2 #3 #4 4
RATIONALE: DECISION MAKERS UNDERSTAND NUMBERS BETTER V S 5
ROAD DATA PARAMETERS ONLY Road grade; Cross-section (design elements and widths); Corner clearance; Access point density (on each individual road); and Distance (of the plot) from the nearest interchange. 6
LAND USE URBAN PLANNING PARAMETERS ONLY Land use; and Lot coverage rate. LOT COVERAGE 7
PLANNING & DESIGN ASSESSMENT ONLY? CRITERION ONE: Availability (Plans & Measurements) of Data; CRITERION TWO: Availability of Scoring Background (i.e. Safety & Operational Indices/Performance Functions) 3rd ICAM 2016, Pretoria, July 6-7,
AND CRITERIA WEIGHTING Extend of Compliance (%) Road Safety Importance (Performance Function) 9
Source: World Health Organization, Geneva, 2004 Probability of Pedestrian Death Speed Limit for each road S I D E WA L K W E I G H T I N G Sum of Weights for all Roads=1 10
METHODOLOGY Step 2: Road Grade Step 0: Collect Input Data Step 1: Road Functional Classification SCORING Step 3: Road Width Step 4: Sidewalk Step 5: Driveway Density Step 6: Driveway Interchange Ramp Clearance Step 7: Driveway Corner Clearance ROAD DATA SCORING EVALUATION Step 8: Land Use Step 9: Lot Coverage Step 10: Criteria Evaluation Step 11: Planing & Design Quality Indicators URBAN DEVELOP -MENT SCORING INDEXING 11
Define Subjective Rating Scale For example: 0-3 COMPLIANCE RATING SCALE 3=Insignificant Design Problems STEP 10 of METHODOLOGY 2= Somehow Problematic 1= Very Problematic 0=Severe Design Problems 12

Finally, the overall score is calculated using as weights the proportion of traffic volume passing through each road category A weighted score is determined for each road category The driveway density on each road is calculated, and compared to the proposed maximum density per street EXAMPLE S T E P 5 : D E T E R M I N AT I O N O F D R I V E WAY D E N S I T Y S C O R E 14
CASE STUDY: APPLY ALL 12 STEPS TO AREA BELOW DEVELOPED IN THE 2000 S FREEWAY 15
SCORECARDS OF AREA EXAMINED: ROAD DESIGN Standards Weight Score Road design characteristics (steps 2 and 3) Sidewalks (step 4) Driveways density (step 5) Distance from nearest interchange (step 6) Corner clearance (step 7) Final score 1.9 (step 11) 16 Somehow Problematic
SCORECARDS OF AREA EXAMINED: URBAN PLANNING Standards Percentage Score Land uses 100% 3 (step 8) Lot coverage rate 67% 2 (step 9) Final score 2.5 (step 11) Almost w/o Significant Problems 17
SENSITIVITY ANALYSIS: CHANGE UNC ALIBRATED WEIGHTING BY ±10%, ± 20% AND ±30% 18
CONCLUSIONS Objective of the approach to quantify the degree of deviation from the existing handbooks and guidelines was successful; Two qualitative indicators: one for highway design and one for a limited set of urban planning parameters; Indicators may be utilized in Land Development Process to identify design shortcomings in the property pattern in a timely fashion; Costly and time consuming development remedies can be avoided 19
Enrich the set of assessment parameters both with respect to highway design and to urban planning criteria; Extend the proposed methodology to include also areas belonging to different contexts and settlements; Utilize IT Systems like GIS and data collection techniques like LIDAR especially for AM assessment criteria. 20
