7 1.1 background Following completion of Part 1: Scope and Context, the consultant team developed preliminary proposals for a Regeneration Strategy Framework Plan for the Heuston Gateway. These proposals were put before the client steering group in the form of a slide presentation on , and On receipt of a response from the steering group final proposals have been developed. 9 1.2 the aim of this document This document aims to fulfil the overall objective given by Dublin City Council: "to produce a regeneration strategy which will incorporate an urban design land use framework plan for the Heuston Gateway." 3 key components of this objective, as set out in the original brief, were used to structure the design investigations: To provide a regeneration framework for key development sites which addresses issues of spatial layout, urban grain, massing, height and land use and the need to interface such sites successfully with the Park, the river and cultural institutions. Exploit the potential for reconfiguring the public domain to connect the Park, Royal Hospital Kilmainham, Kilmainham Gaol and the National Museum more effectively into the public realm of the city The Regeneration Strategy is a non-statutory advisory document whose proposals the Planning Authority will consider in the making of the forthcoming Dublin City Development Plan [2004] and which will, in the interim, inform the planning process. The Regeneration Strategy, together with the accompanying Development Frameworks, provides a briefing document for individual stakeholders in the preparation of development proposals. Given the scale of landholdings in the area each of the individual developments in the area will require the preparation of an Environmental Impact Statement which will further inform the indicative proposals contained in the Development Frameworks. Develop the role and potential of the river including the provision of appropriate urban design guidelines for new development in the river context. Proposals were developed concurrently in the inter-dependent areas of urban design, use and movement. The Heuston area is a key focal point for the Dublin Region and Ireland as a whole, acting as a gateway and interface between the parks and city. The Development Framework Plan aims to provide a basis on which appropriate and co-ordinated development of the area can be structured. It is intended that the resulting plan realises the multiplicity of potentialities in the area, building on inherent strengths and addressing weaknesses as detailed in section 6.1 of the Scope and Context document. plan of study area showing proposals introduction urbanprojects 8
