Mr. Dickens, I don't know if I'll be able to attend the public meeting Thursday regarding the US377 couplet, but I would like to share my preferences with you. I've been hearing about this for a long time, now. It didn't make sense to me then and it doesn't make sense to me now. I envision property condemnations and demolishments which will likely produce hard feelings. The benefits, if any, certainly can't outweigh the costs. Questions/Comments:. Our neighborhood, Flanigan Hill, is opposed to this proposed US Hwy 377 Couplet, especially version A which we understand to be the City s proposal. If TXDOT wants 377 widened, they need to rebuild Old Town Keller and not disturb the residential areas as proposed. 2. It seems to us that this proposed Highway expansion is not at all for the residents of Keller. It s to get cars through Keller. Keller needs to use the funds for beautification of Old Town Keller, silencing the trains to help this part of Keller, entice nice businesses to want to be in Keller. The city is trying to put value on Old Town that just isn't there. There has been little investment by the City onto Old Town, invest in it before treating it as the City Jewel and something to be proud of. 3. Destroying the homes/neighborhoods isn't a viable option. This will create too much traffic close to Bear Creek Park. 4. This proposal will devalue homes in surrounding neighborhoods. Many of these neighborhoods have lost value due to the economy. Why would the city want to participate in lowering these home values further? 5. None of the plans offer ANYTHING demonstrating ways to reinvest the area to maintain property values, i.e., decorative walls, tree and bush buffer zone, trails to and from Bear Creek Park, and sidewalks for local children to navigate AWAY from traffic and access Bear Creek Park. 6. With a 3-lane one way Highway, cars will be traveling at faster speeds. How does this benefit the residents or Old Town Keller? If cars are traveling faster, they will only want to get out of Keller quickly, not stop and go shopping. 7. Why aren t all 3 plans on the website? The citizens deserve to see the entire option package. 8. Taking homes from the elderly and other tax payers on Elm is NOT an option! 9. With this proposal, we are also concerned about the children that play soccer and other sports right on Bear Creek Parkway and along with the walking trails. If the City s proposal is approved, this would create a dangerous intersection for the children of our City. 0. The median project on 709 has been a complete disaster! The medians have driven traffic into the residential neighborhoods on the south side of 709 and east side of Elm.. We respectfully request that this Study be removed from the City s agenda permanently. In our opinion, Keller Should Spend Money:. To invest in the old business buildings west of Rufe Snow. 2. Invest in updating Old Town Keller to bring more businesses. Make Old Town more pedestrian friendly. 3. Add more bike trails for neighborhoods to access Bear Creek Park. 4. There are no continuous sidewalks on Whitley from Rapp to Bear Creek, or Elm for children to get to Bear Creek Park! Please build some!

We do not want the couplet because: The $20 million price tag on putting the couplet in is too high. Who is going to pay for it? Certainly not the citizens of Keller. Our property taxes are too high as it is. Making part of Whitley a one way cuts off access for those of us who live off Whitley Rd. We would not be able to get to the businesses, schools, park, the US post office, and back home without going out of our way. It would make us get on 377 when we should not have to and thereby increase traffic on 377. The one ways will cause traffic to increase in the residential areas because people will find ways to avoid them and find a back road to/from home. Whitley Rd is mostly residential and we do not need a 3 lane 40 MPH road increasing traffic coming through our residential areas. The traffic needs to stay on US377. Do not bring it through our residential neighborhoods. Whitley road belongs to the Keller citizens not traffic passing through! Old Town Keller will not benefit from a couplet because it just makes it easier for people driving through Keller to whiz right on by without stopping. In fact, I believe those businesses would lose revenue because local people will avoid the area due to the one way hassles! What will this do to our property values? Two stop lights so close together will cause more congestion at 709 & 377. It will create more problems than it will solve.

7 What homes/businesses would have to be torn down? The roads that are currently under construction need to be finished before creating more construction traffic congestion! Finishing those roads will help solve some of the traffic issues with

This is doing nothing but hurting everything in the area. We already have to deal with 377 and the train noise. By adding the couplet you will just be bringing that traffic closer to neighborhoods and the park. This is just a terrible design idea. Besides, I have talked to some business owners along Old Town, and they don't want 50% of their traffic diverted around them. Also, all 3 of the proposals should be listed on the website. I was at the gathering at town hall last week and from what I was hearing, no one was in favor of the couplet, but people had a lot of questions about the other options. If you are going to destroy the businesses in Old Town you might as well widen the road. Michael

I live on Longford Court near the intersection of Whitley and Rapp and would like to express my opposition to the original plan for a by-pass as shown on the 994 plan. I would favor the wide six lane reconstruction of 377 through Old Town which appears to be similar to the work that has recently been done in South Lake on 709. I believe that this option would best serve the need to improve traffic flow and would cost less than the 994 plan. I also feel that it would cause much less disruption to our area and the Bear Creek Park area. There was an option on one of the exhibits that would extend Rapp Road west to US377 and I would urge you to also implement that option. The current connection via Wall Price Keller is inadequate and is often backed up from US377 all the way to Whitley. Sorry I waited until today to submit my opinion but it has been a really busy weekend with friends, family and an out of town trip. As you probably gathered from our conversation and previous conversations I am 00% opposed to the Couplet and would like nothing better than to see it removed from the Master Thoroughfare Plan. Ever since this issue came up 8 or 9 years ago it has always been about Old Town. Even now the article in the paper last week was so one sided and no concerns were expressed about the Citizens and how their current way of life would be impacted. Generally speaking about my neighborhood of West Park, bringing US 377 north bound lanes adjacent to our neighborhood would cause increased pollution, both chemical and noise, lower our property values which in turn would lower taxes we pay to Keller, and create safety hazards trying to get across US377 as a few of my neighbors pointed out in detail. And who would pay for all of this? TXDOT has not expressed an interest in participating. Also, there are several of us cyclists residing in West Park. We could never leave the neighborhood and go north bound for we would find ourselves on US 377. I stopped riding on US377 when TXDOT converted the existing shoulders (from North Tarrant Parkway to Bear Creek Pkwy.) into thru-lanes and I never rode on US377 north of Bear Creek Pkwy. I agree there is traffic congestion at the intersection of Golden Triangle and US377 but that will all clear up when the construction is complete just as it did when TXDOT finished the northern part of US377 into Roanoke and before the Golden Triangle project started. In closing I would say that we moved her 9 years ago and I took note of where the train tracks and US377 were located and was satisfied with their location and permanence. I would never dream that a major highway would be relocated closer to my neighborhood in the name of Economic Development.

REGARDING THE MEETING. It was disappointing to see maps that according to you were over 6 years old. 2. I think it is disrespectful to the citizens to not give them accurate data to base their opinion on. REGARDING THE COUPLET. Couplet option does not make rational sense. A. It reduces traffic exposure to businesses in Old Town Keller along US377. Further, it removes NB traffic during the afternoon/evening return to home flow when most of those businesses are open. Most businesses are not open during the morning rush in Old Town Keller. B. The plan causes considerable LOSS for business owners like the storage facility located just south of Johnson Road, that will lose several buildings and prime real estate used for that business as well as the splitting of a prime piece of property located at SW corner of Bear Creek and Whitley 2. The plan will reduce/diminish the current "quality of life" for those residents who live on Charles Street. The plan does not exemplify the fact that Charles Street, currently a quiet residential street with many children, will become an artery for EB Keller-Hicks and NB US377 traffic needing to proceed East on Johnson Road. Why would anyone follow the couplet to Johnson when they can take the shortcut up Charles Street? The answer is that they would not! 3. In addition to the issues cited in #2, this couplet plan would further congest Johnson Road West Bound during the morning hours. Drivers would most likely reverse course in the morning, using Charles Street to access Keller/Hicks West Bound and US377 South Bound. Harvel Elementary is block East of Charles Street on Johnson and has a school crossing at that point. Safety is a key issue at this point! 4. It is my belief that current residential property values will decrease with Charles Street being turned into an unofficial artery. A higher traffic count on a residential street translates to a decrease in safety, increase in noise and a reduced quality of life.

The plan would also increase traffic in the surrounding neighborhoods. Statistically, crime is higher in areas where there is quick access to a highway. By changing from the a two-way street (Elm) to a three-lane one-way highway you increase the likely hood of additional crimes committed in the area. By changing Elm you endanger anyone using the park access cross-walk areas and increase traffic in neighborhoods by people cutting through to get to Elm quickly. By changing Elm, you change the lives of everyone living in and around the neighborhood. Keller is a great town. At that time I expressed my deep concerns and opposition to this plan and the negative impact it will have. I believe it will pose some serious safety issues for the foot and bike traffic to Bear Creek Park. At present Whitney Rd. has a 30 mph speed limit which is much safer than the 45 mph speed that couplet will have. The plan will move heavy truck traffic currently on 377 behind the backyards of homes in West Park. The plan will also subject the West Park and Flanigan Hill neighborhoods to excessive air and noise pollution 24 hours a day 7 day a week. I feel this plan will also cause a reduction in property values for West Park homeowners. There are 28 plots in West Park and I think are single family homes. For discussion sake I m using an average value of $75,000 for these homes. If the reduction in value is 0% the value of the homes is lowered $,942,500 annually. I also have concerns about the turn from the southbound lanes of 377 toward Whitley Rd. and the north side of the West Park neighborhood. In order for traffic to access southbound Whitley Rd. a driver will have cross two traffic lanes in what appears to be a short distance so a right turn can be executed to Whitley Rd. or into West Park. Those drivers will have to make the lane changes while contending with traffic that is moving at a much higher speed than they are as they enter they couplet. The project will also have a detrimental affect on Bear Creek Park and the green belt. There are several places where there will be signalized intersections within one block of each other. This will impede traffic and increase air and noise pollution. After the proposal crosses 709 it will leave the established ROW and proceed through residential areas and require the acquisition of single family homes. I feel this project will have a very negative impact on Keller, the quality of life we enjoy, and it is ill conceived. I own a business (The Carel Corporation) located at 36 Pecan Street and attended the Public Meeting on Thursday January 26, 202 concerning the study. During meeting the Couplet and two other options were presented. The two options are a Six-lane divided thoroughfare through the current 377 right-of-way (Thoroughfare Alternative) and a Six-lane Arterial Alternative with additional urban circulation added to Elm, Lamar and Pecan Streets (Arterial Alternative). I understand that the Thoroughfare Alternative is a likely option if the improvements are left up to the Texas Department of Transportation (TXDOT). I urge the City to not allow this option to be built as it will destroy Downtown Keller. The Couplet appears to be a nice option that would improve the North-South traffic flow through Keller. It may also improve pedestrian traffic and allow for growth in the Old Town area. However, it is not friendly to urban traffic flow especially to those who need to travel south on Whitley Road. I also understand the Couplet to be an expensive option, one that TXDOT will not fund and one the City may have trouble funding. The Arterial Alternative appears to me to be a good compromise. It would improve the North- South traffic flow through Keller and appears to provide friendlier urban traffic flow. In summary I believe the Thoroughfare Alternative is unacceptable. The Couplet is an acceptable alternative if it can be funded. The Arterial Alternative appears to be the best compromise. I hope these comments are useful to you.
