For moving in the territory of Russia it is necessary to have a visa and a passport at the Russian frontier. By car: via Latvia (Pytalovo), Estonia (Pechory) or Finland (Vyborg) By ferry to St. Petersburg By plane: Pulkovo international airport in St. Petersburg By train: from Berlin, Helsinki (See attachment) St. Petersburg is the European gates of Russia, it is the strategic center, the closest to the European Union countries. The neighbour-countries are: Sweden, Norway, Finland, Estonia, Latvia, Lithuania, Poland, Germany, Denmark (the Baltic sea region). The nearest regions in Russia: Leningradskaya, Novgorodskaya, Vologodskaya, Pskovskaya, Kaliningradskaya regions and the Republic of Karelia. St. Petersburg is the world s largest city located in such northern latitude. See attachment Russian. Some people speak English and German 60 Northern latitude 31 Eastern longitude (Pulkovski meridian). Tsarskoye Selo is the former Russian tsars` residence, a unique palace and park complex. Now it is a city with the population of about people and is administratively a part of St. Petersburg. Tsarskoye Selo is 24 km. to the south from St. Petersburg on Izhorskie hills, which rise meters up. The landscape here is various: there are hills, ranges and terraces together with valleys, plains, forests and fields. Please see: Flight level 1500 м There are no other restrictions. In the city 60 km. h Highways 100 km. h Motorways 110 km. h Trailers 70 km. h Traffic violation entails a fine, but not as big as in Europe. Driving license is not withdrawn. 5

6 Road network & infrastructure Meteorological characteristics Launch Fields Headquarter The city is located to an advantage on the seaways and main highways (there are 12 railways and 11 motorways). There is also a well developed net of local roads. Airport: An international airport Pulkovo-2 in St. Petersburg (18 km. to the competition center) Railway stations: Finlyandski, Baltiski, Moskovski, Vitebski, Ladozhski. Sea port in the Gulf of Finland. Connected by cargo and passengers ferry boats with European countries. Motorways: connected to the road net with all large Russian and European cities. The city and the outskirts are influenced by the Atlantic and continental air of the temperate latitude. It is often influenced by the air from the arctic and cyclonic activity. Due to the combination of all these climatic factors the climate is close to the maritime one. Summer is lukewarm and wet and winter is cold- temperate and rather long. As Tsarskoye Selo is high above the sea level (Pulkovskie hills) the microclimate is different here. Due to less influence of the Gulf of Finland and Atlantic cyclones the average annual rainfall is lower here than in St. Petersburg (about 550 millimeter) there are more sunny and cloudless days. Summer: From June till August. The summer in Tsarskoye Selo is much better, than people think. It is warm and sunny and the temperature may rise up to +25 C and higher. Daylight is very special in summer. Days are long and nights are short. At the end of June at the beginning of July starts an amazing period of the year White Nights, when the flights are possible till p.m. The launching pads are in Tsarskoye Selo (St. Petersburg). The central launch pad the Catherine Palace square is a traditional launching pad for air balloons during aeronautics holidays. An alternative pad is an aircraft factory aerodrome not far from Tsarskoye Selo. Tsarskoe Selo- is the center of aeronautic club of St. Petersburg and all infrastructure (including the ambulance and the fire brigade) meet modern safety requirements and is ready to welcome numerous guests and participants. The pads are guarded 24 hours and the access of the participants and spectators is being provided. The Championship headquarters is going to be located in the house of the Admiralty in Tsarskoye Selo. There will be placed the Championship center, a briefing room and a club press center. Picturesque surroundings of Tsarskoye Selo suggest lots of rest and entertainment facilities. See attachment 6

7 About City of St. Petersburg St. Petersburg is one of the most beautiful European cities. It has lately celebrated its 300th anniversary. The city is often called northern Venice as it is not only a museum in the open air, but also an embodiment of Russian history. Having been ruled by 11 emperors, witnessed several floods, the revolution, a three years` blockade and an economic reform St. Petersburg is able to astonish the most experienced tourist. The architecture of the city and its outskirts of the centuries has been remained almost unchanged. On account of different reasons (including the destruction during the Second World War and the construction of modern buildings in the post war period in largest European centers) St. Petersburg has now become a unique combination of European architecture styles of the last 300 years. There are 221 museums, more than 80 theatres, 100 concert organizations, 45 galleries and exhibition halls. About 100 different cultural and art festivals and competitions, including more than 500 international ones are held in St. Petersburg. The nature of the city is really worth seeing: Tsarskoe Selo, Petergof, Pavlovsk- served as Russian tsars` residences where the unique architecture and parks have been preserved. St. Petersburg is the cultural center of Russia, an ideal place for conferencing, exhibitions and festivals. The issue is being considered. In any case propane cylinders and additional LPG equipment will be available for rent. Every team will be given an English speaking volunteer. More volunteers are available on a tentative agreement. Yes. Mast well-known (Hertz, AVIS, Europcar) companies have offices in St. Petersburg. Renting a car to tow a trailer will be more complicated. The settling of the participants and the official establishment in Tsarskoye Selo will be conducted by the organizers for free. If you wish to see the sights of St. Petersburg or permanently live in the city, there is a great variety of hotels in St. Petersburg. There are enough open fields on the territory. During all these years there has been no misunderstanding with the landowner. There are no restrictions for advertising on balloons. Even though, European legislation will implement though restriction in the foreseeable future, there are no indications that we will have restrictions for pharmaceutic products, alcohol or tobacco products in the year

The memorial estate Tsarskoe Selo a former Russian tsars` residence is an ideal place for holding solemn ceremonies. The unique places for holding ceremonies The Bolshoi hall, the Predtserkovni hall and three Antikamers of Catherine Palace, Kameronovaya gallery in Catherine garden. The parade-ground (3.5 hectares) of Catherine palace suggests a rare opportunity of being used as a concert ground and letting off the fireworks as well as a solemn start of hot air balloons.
