3 Site Identification and Assessment Process for the Joint Waste Core Strategy Preferred Options Document Introduction 1 The process of identifying and assessing sites as possible locations for a strategic waste facility started in early 2007 and has comprised a number of stages. Defining the list of sites for assessment 2 The initial process involved identifying a long list of sites using the positive criteria identified in the Issues and Options technical Document (January 2007). This long list was then subject to an assessment of constraints to refine the list, using methodology developed by Entec UK 1. This methodology was included in the Issues and Options document for public consultation and the responses received generally supported the approach being taken. 3 Following the application of this methodology to the long list of sites, three further criteria were then applied to those sites which had successfully passed through the constraints assessment. 4 This stage was carried out by SLR Consulting Ltd and details of the methodology and sites is set out in the report at Appendix 1. Detailed Site Assessments 5 The list drawn up and refined by SLR was then given to consultants Environmental Resources Management (ERM) for a more detailed assessment of the sites to be carried out. However, before the list was handed on to ERM some new additional Bristol sites were added to the list, these sites having been identified as a result of in-house work that was proceeding for other purposes. 6 ERM initially conducted a drive-by of all the sites on the list to consider access, availability and whether there were any over-riding constraints or benefits to these sites. Some sites were discounted at this point. Other sites were identified as being within general areas that appeared to be appropriate for the development of waste management facilities. These general areas are predominantly industrial estates or a cluster of brownfield land that could not readily be identified as a discrete site. In addition, one of the planning challenges for identifying and safeguarding specific discrete sites is their market availability. It was recognised that individual plots within these general areas are usually subject to a high turnover rate. 4 remain available throughout the plan preparation process. It is recognised, however, that these general areas are potentially useful to deliver the waste management infrastructure required within the West of England and generally acceptable in principle for such uses. Therefore ERM have included a list of suitable general areas in Table 1.2 of their Spatial Options Report 2. 7 A final list of 24 sites were then subject to a detailed site assessment by ERM and recommendations were made on their suitability as a location for a strategic waste management facility. The ERM report is set out in Appendix 2. Sites from the Issues and Options consultation 8 In tandem with work on the list of sites referred to in the preceding paragraphs, a number of suggested sites and locations for waste management facilities were received in responses to the Issues and Options consultation. Some of these responses referred to sites which had already been identified in the work by SLR and ERM, while others were new sites and locations. Where sufficient detail had been provided to identify the site, then these were assessed in the same way as the initial long list of sites had been by SLR. None of the new sites from the consultation responses passed through this assessment process to a shortlist for detailed site assessment. 9 The sites and locations identified in response to the Issues and Options consultation and the details of their assessment are set out on pages Call for Sites 10 In August 2007 a call for potential waste sites was circulated to the waste management industry and landowners and an advert was placed in the local press. By way of response, a number of sites were put forward. Again, some of these sites had already been picked up in the work by SLR and ERM, but there were a number of new sites suggested as well. As with the sites from the Issues and Options consultation, these new sites were assessed following the same process used by SLR. However, none of the new sites passed through the assessment process to a shortlist for detailed site assessment. 11 The list of sites put forward and the details of their assessment are set out on pages Conclusion The Preferred Options document 12 As detailed in paragraph 7 above, 24 sites were subject to a detailed site assessment by ERM. Those sites which are considered potentially suitable as a location for a larger-scale waste management facility have been specifically identified in Table 5 of the Preferred Options document. 2 Spatial Options Appraisal, ERM, January

For each option those sites from Table 5, which due to their location are most appropriate for the delivery of that spatial option, are listed alongside the details of the option itself.
