2 LOOKING INTO THE HORIZON The Tshwane Vision 2055 envisioned the City to be a liveable, resilient and inclusive City where the citizens can enjoy a high quality of life, have access to social and economic opportunities In line with the Tshwane Vision 2055, a number of game changing interventions have been identified to stimulate investments, growth and job creation As we look to the future, the creation of liveable environments remains critical and powerful in the realization of the Tshwane Vision 2055 aspirations namely : compact urban form promotion of alternative residents ease of transportation (i.e. walking, cycling and transit) better use of municipal infrastructure spatial restructuring through urban design
3 VISION 2055 In 2055, the City of Tshwane is liveable, resilient and inclusive whose citizens enjoy a high quality of life, have access to social, economic and enhanced political freedoms and where citizens are partners in the development of the African Capital City of excellence. 4 REMAKING OF THE CAPITAL Premised on the strong spatial governance i.e. leading, directing and engaging with all stakeholders About developing strong institutional mechanisms to drive various initiatives - in a programmatic manner with clear deliverables linked to timelines, continuous risk management and mitigation About ensuring that the Capital depict the country s diversity and a celebration of democracy About development planning and facilitation and urban design frameworks & streetscape guidelines must take into account the envisioned characters and identity of a future Capital About the soul and aesthetics of each precinct viz. Government Boulevard, African Gateway and Nelson Mandela Corridor etc. must represent the envisioned future About built environment and urban management intervention must be focused on building confidence about the future
5 PRINCIPLES GUIDING REMAKING OF THE CAPITAL The remaking the spatial form of the capital is guided by the principles of: Justice; Sustainability; Resilience; Spatial quality; and Spatial efficiency. Focus on block by block urban management interventions to enhance the quality of life and reclaim public life We aim to catalyse private sector investment in and around priority nodes and crowd in private sector investment through incentive packages Aggressively drive the implementation of the City s Catalytic projects i.e. Tshwane House, Tshwane Rapid Transit System, urban renewal initiatives Redefine the character of the Capital through urban design, street scape guidelines, architectural typology and street furniture Establishment of the Government Boulevard and implement the Cabinet decision with regards to Rekgabisa Tshwane

10 CRITICAL FOR THE REGENERATION AND MANAGEMENT OF THE INNER CITY RESPONSIBLE FOR MANAGING AND FACILITATING DEVELOPMENT IN THE INNER CITY CREATED THROUGH BY-LAWS CRIME AND GRIME CAPITAL COMMISSION
11 BACKGROUND Cabinet Decisions of October 1997 and February 2001: National Government Departments are to remain in/ locate to the Pretoria Inner City. The Presidency s Programme of Action of 2004: the national departments of Public Works as well Public Service and Administration to jointly steer a project to improve the physical working environment of government departments and public servants. Cabinet Decisions of July 2004: Approved development of strategic plan for accommodation of National Government in the Inner City of Pretoria Cabinet Decision of May 2005: Noted progress to date approved the implementation plan for the project. Therefore the shared vision of the parties is to develop, operate and maintain the City of Tshwane as the African Capital City addressing The redevelopment of the Inner City based on the approved Inner City Development Framework
12 BACKGROUND The Precinct Master Plan Project is the implementation stage of both DPW s Re Kgabisa Tshwane Accommodation Program and the CoT s statutory management and implementation role within the Inner City. DPW is working in partnership with the CoT Metropolitan Municipality to: Develop, operate and maintain the Tshwane Inner City as the nation s executive capital where National Government head office administration is housed; Develop Development Frameworks and Precinct Management Plans to effectively accommodate and facilitate National Government accommodation in the Inner City; Develop Urban Management Plans for the Inner City that will enable the management of the Inner City area befitting a Capital City.
13 BACKGROUND During 2008 the DPW and CoT jointly developed and approved the Tshwane Inner City Development Framework. The Inner City Precinct Master Plan Project will address the next level of detailed precinct plans that will culminate in costed project and management plans. 14 INNER CITY BYLAW INNER CITY DEVELOPMENT BYLAW ito Sect 13 of Local Govt: Municipal Systems Act, 2000 and Sect 162 of the Constitution PURPOSE To provide regulations, procedures and principles to formalise, legalise and institutionalize the Capital City Commission to ensure that the goals and objectives of the Tshwane Inner City Regeneration Strategy as set out in Vision 2055 are achieved by: The establishment of the Capital City Commission to effectively plan, evaluate, facilitate, implement and monitor the regeneration of the Inner City of Tshwane; The provision of the appropriate development plans statutorised through an inner city bylaw including development guidelines, regulations, criteria and incentives to promote sustainable investment in the Tshwane Inner City.

69 COMBINED ROUTES AND NODES The proposed Tourist Route is a combination of the number of routes that form one, clear route which reaches all identified tourist destinations. 70 TOURIST ROUTES AND PUBLIC & NMT TRANSPORT Tourist routes should be linked to public transport stops and non-motorised routes. This is not the case along W.F. Nkomo Street; the southern linkage to UNISA along Nelson Mandela Drive; the eastern linkages along Stanza Bopape and Park streets; Thabo Sehume Street between Jeff Masemola and Elandspoort streets; and along Lilian Ngoyi Street between Helen Joseph and Jeff Masemola Streets.

75 CONCLUSION Successful Implementation of these projects will ultimately contribute to the City s vision as they encourages a compact urban form, which promotes alternative and healthy transportation choices (i.e. walking, cycling and transit), better use of municipal infrastructure and attraction of investments It will also create an appropriate and conducive setting for all spheres of government within the Capital City Over the longer term, this style of development fosters a distinct community character that builds a brand and civic pride for the City and its neighbourhoods Through these efforts we hope that the City of Tshwane will be: Resilient; Liveable; and Inclusive
