3 3 1. HISTORY OF ECO-TOWN PROJECT Need Assessment Survey was sent by UNEP which is based in Japan to Municipal Council of Penang Island through e- mail. Few other countries were also invited to fill in the form. The Need Assessment Survey form was assessed by group of UNEP s panelist. 11 countries were short listed and Penang was one of them.

HISTORY OF ECO-TOWN PROJECT All 11 Local Authorities was invited to Bangkok on 6th-8th October 2005 to present paperwork for selection as pilot studies. 3 Local Authorities were short listed Penang, India and Bandung. Final selection - Kawasaki, Japan on 21st January 2006 Penang and Bandung were selected as a pilot studies to develop eco-town concept

HISTORY OF ECO-TOWN PROJECT Presented paper on eco-town to State Planning Committee on 28 th March 2006 Discussions with Chief Minister of Penang on August days brain-storming workshop with UNEP delegations from 28 th -30 th August 2006 to develop an eco-town strategy Meeting on eco-town development in Penang on 8 th October 2007

HISTORY OF ECO-TOWN PROJECT United Nations Environment Programme (UNEP) and the Municipal Council of Penang Island aim to develop and implement a project - Development of an Eco-town in Penang, Malaysia (2009) Develop policies and strategy for Eco-town Formulate action plan for the Eco town 2009 Hand over to SERI

7 7 WHAT IS ECO TOWN Eco Town is: Advanced Environment-Conscious Town Development Zero Emission Concept 1 Promotion of environmental-related industry utilizing regional industrial stockpile, etc. 2 Construction of a sound material-cycle economic society by curbing waste and promoting recycling in light of regional individuality

Broader Horizon On Eco Town Eco Town of Seberang Perai - STATE GOVERNMENT INNIVATIVES ON ECO-TOWN (ONLINE PAPER STATEMENTS) Friday July 22, 2011 Eco-tow n concept for Batu Kaw an BUTTERWORTH: The Seberang Prai Municipal Council (MPSP) has been tasked with turning Batu Kawan in Central Seberang Prai into an Eco-tow n with high standards of sustainability. State Local Government and Traffic Management Committee chairman Chow Kon Yeow said many green plots of land in Batu Kawan could be incorporated into the area s development plans. Apart from physically greening Batu Kawan, it is also important to look at introducing sustainable green and eco-friendly practices in the area. We hope Batu Kawan can become a model for other townships to eventually adopt an Eco-town concept that promotes a healthy living environment, he said after representing Chief Minister Lim Guan Eng in opening the Penang Green Industry Conference at Sunway Hotel Seberang Jaya here yesterday. Chow said Eco-towns in England followed certain standards, such as possessing a minimum of 30 per cent affordable housing, a minimum of 40 per cent green space, high recycling rates and zero carbon emission. He said development in Batu Kawan was expected to pick up upon the completion of the second Penang bridge linking Batu Maung on the island. MPSP president Maimunah Mohd Sharif said since Batu Kawan was earmarked for mixed development, it was vital to ensure the township s overall planning, including its building designs and layout, is eco- friendly. Maimunah had initiated an Eco-town programme for the Bayan Baru new town and Bayan Lepas Free Industrial Zone in 2006 when she w as with the Penang Municipal Council (MPPP). The green concept must be incorporated right from the draw ing board to ensure the area s industries, commercial and residential units complement one another in their green practices, she said.
