APPROVAL OF MINUTES May 21, June 18, July 2, July 9, July 16 Approved 7:0 REVIEW OF WORK PROGRAM CALENDAR Michael Matthias opened the meeting with a warm welcome to the Planning Commissioners after their summer vacation period. Discussions commenced on the Work Program Calendar including this evenings meeting on the commencement of reviewing the Comprehensive Draft Development Regulations and the Introduction of the Wireless Communication Facility. Attention was given to the 09/24/09 outlining the requirements for the Public Forum and the input required by the Planning Commissioners. 2 NEW BUSINESS WIRELESS COMMUNICATION FACILITY Introduction of proposed changes minor code amendments Emily Arteche, Senior Planner opened the WCF in the format of a power point presentation in the following format: WCF History - March 2004: Wireless in ROW Ordinance - June 2005: Comprehensive WCF Ordinance - Dec. 2007: 1stEmergency Ordinance (collocation) - Nov. 2008: 2 nd Emergency Ordinance - (exempting public emergency facilities) - April 2009: 3nd Emergency Ordinance (exempting public emergency facilities) - May 2009: 4 th Emergency Ordinance Objectives for this process - Multiple Emergency Ordinances-need to be made permanent - Correct several minor WCF code issues that have arisen from experience - Consider options for visual impact analysis and mitigation Specific issues - Revise hierarchy to reflect current emergency ordinances - Add BPA tower to the top of the siting hierarchy - Clarify exemption for temporary/emergency facilities - Remove engineer s stamp requirement for PSE/BPA facilities - Cite appropriate regulations for utility poles. - Remove requirement for detailed certification of compliance - Revise base station hierarchy for attached equipment 2

3 Emily Arteche concluded with an answer/questions summary and advised the Commission that she would return with a staff report on 11/5/2009 following their discussions this evening. OLD BUSINESS TOWN CENTER ZONING AND DEVELOPMENT Review Comprehensive Draft Development Regulations Staff Representation: Michael Matthias, Town Center Project Manager Bob Bengford, Makers Architecture and Urban Design Bob Bengford, Makers Architecture and Urban Design updated the Commission with the changes on 21B.05, 21B.10, 21B.15 and 21B.20. Updates had been highlighted on the document to reflect the changes. PUBLIC COMMENT - NONE NEW BUSINESS PC Recommendations for improving public process Previously Kamuron Gurol recommended that Commissioner Tiliacos, Commissioner Klier and Commissioner Hamilton meet with the City Communications Director, Tim Larson to discuss the draft PC Recommendation document. This meeting took place and the draft document was discussed with Kamuron Gurol having been involved in the meeting. Revisions to the document from Commissioner Amidei and Commissioner Tiliacos have been circulated throughout the Commissioners. Chair Vance suggested that the sub-committee discuss the points/issues together and a final document be submitted to Kamuron Gurol by the 09/17/09.
