The chair welcomed and thanked the committee members present for attending and indicated the purpose of the meeting was to prepare the Reports on Proposals for the Fall 2012 revision cycle documents. 4. Staff Liaison s Report Staff briefly reviewed the purpose of the meeting and NFPA procedures. By the end of the meeting, an action would be completed for each of the public proposals that were received. The committee would also have the opportunity to develop any committee proposals to address any topics or issues related to the standards under revision. Staff reviewed the timelines for processing documents (NFPA 501, 501A, and 225) for the F2012 cycle. 7 6. HUD Advisory Committee Update R. Solomon gave the committee an update on the HUD Advisory Committee s recent activities and gave a brief history of the relationship between HUD and the NFPA committee. 7. NFPA 501 Proposals The committee acted on the public proposals and created committee proposals. See the ROP letter ballot for the committee actions. 8. NFPA 501A Proposals The committee acted on the public proposals and created committee proposals. See the ROP letter ballot for the committee actions. 9. NFPA 225 Proposals The committee acted on the public proposals and created committee proposals. See the ROP letter ballot for the committee actions. 10. Next Meeting Date The next meeting date will be April 2012 in Minneapolis. 11. Adjournment The meeting was adjourned at 2:00 pm on July 28 th. Hirschler, GBH International Revise text to as follows: Kitchen cabinet doors, countertops, backsplashes, exposed bottoms, and end panels, except for cabinet rails, stiles, mullions, and top strips, shall exhibit a flame spread index not exceeding 50. The smoke developed index shall not be limited. Finished surfaces of materials on surfaces of plastic bathtubs, shower units, and tub or shower doors shall exhibit a flame spread index not exceeding 200. The smoke developed index shall not be limited. The flame spread index and the smoke developed index of backsplashes not exceeding 6 in. (152 mm) in height shall not be limited. Interior trim materials 2 in. (50 mm) or less in width shall not be limited in flame spread index or smoke developed index, provided that all joints are completely supported by structural framing members or by materials exhibiting a flame spread index not exceeding 25. Backsplashes not exceeding 6 in. (152 mm) in height, provided that all joints are completely supported by a framing member, shall not be limited in flame spread index or smoke developed index. Sealants used in widths of 2 in. (50 mm) or less shall not be limited in flame spread index or smoke developed index. The text of NFPA 501 in the edition prior to 2010 (namely 2005) read as follows for this section: Finished surfaces of plastic bathtubs, shower units, and tub or shower doors shall have a flame spread index not exceeding 200. The technical committee accepted my proposal (in the 2008 cycle) and that is where I made the mistake of changing the language to require an FSI of 50 instead of 200. That proposal (and the entire section) got wiped out because of the NITMAM. I am now reinstating the old section with clarification of the fact that smoke developed index is not required and with language consistent with the remainder of the standard. This proposal/comment does not delete or replace text but simply adds text that was in place before Log #1 Kenneth E. Isman, National Fire Sprinkler Association, Inc Change When to Where and delete NFPA 13D, or from Section so that the section reads, Where water mist systems are installed, the systems shall be designed, installed and tested in accordance with NFPA 750,. The reference to NFPA 13D is completely inappropriate. Water mist nozzles are not residential sprinklers and should not be installed in accordance with NFPA 13D. The original prototype residential sprinkler was similar to a water mist device in concept, but could not pass the tests developed as a part of the Los Angeles Fire Tests due to ventilation conditions in some of the fires. A residential sprinkler needed to be developed that provided some medium size water droplets to penetrate the fire plume and pre-wet adjacent combustibles. UL standard 1626 currently forces a manufacturer to develop a product that will closely perform to the prototype that did pass the Los Angeles tests through a combination of water distribution tests and fire tests. If a water mist nozzle passes the fire tests associated with UL 1626, it still does not make the nozzle comparable to a residential sprinkler since it has not passed the water distribution tests and it may not provide fire control or suppression during ventilated fires. IF NFPA 750 wants to address water mist systems for one and two family dwellings, and if AHJ s want to agree that water mist systems can be considered equivalent to sprinkler systems, then we certainly won t disagree with their use. But to use water mist nozzles in accordance with NFPA 13D is completely inappropriate. Printed on 3/20/ Page 9 of 13

(1144: ) The intent of the original proposal was to require the requirements only within a wildland/urban interface area. Currently there are no provisions on spark arrestors or other spark producing operations. The text has been extracted from 1144 with some changes. 501A- Log #4 Bill Galloway, Southern Regional Fire Code Development Committee 501A-36 Add a new section to read as follows: Where provided public fire service hydrants shall be installed to meet the requirements of NFPA 1, Fire Code Annex E Fire Hydrant Location and Distribution. The committee did not include the proposed because they stated NFPA 1 does not address the subject. (1144:5.2.2) The proposed language adds text dealing with enclosed spaces under the home and how to protect it from brands from fires within the wildland/urban interface area. 501A- Log #5 Bill Galloway, Southern Regional Fire Code Development Committee 501A-44 Revise text to read as follows: Community Buildings The provisions of NFPA 101, Life Safety Code, regarding the construction, protection, and occupancy features of community buildings shall be followed, as applicable, to minimize danger to life from fire, smoke, or panic. Community buildings shall comply with the provisions of NFPA 101, Special attention shall be given to the number, size, and arrangement of exit facilities in community buildings used in places of public assembly. Community buildings shall comply with NFPA 1,. The current language is not enforceable as it provides no guidance on most of the provisions for fire and life safety that is a minimum level of protection in NFPA documents. The inclusion of specific sections of NFPA 101, such as construction, protection, and occupancy could be construed to mean that other provisions of NFPA 101 should not be applicable. This does not appear to be the intent. The current language in does not provide any specific guidance as to what special attention is. The manual of style does not permit unenforceable language to be in the standard which special attention is classified as unenforceable. NFPA 1 is specifically added as a reference in this section as there are numerous provisions in NFPA 1 specifically applicable to community buildings. Printed on 3/20/ Page 13 of 13
