The chair called the meeting to order at 8:00 a.m., March 7 th. 2. Committee members and guests made self-introductions. 3. Minutes from the first draft meeting in June 2016 were reviewed and approved. 4. NFPA Staff provided an update on the A2018 revision schedule, committee makeup and the NFPA process. 5. The committee reviewed and updated the list of current task groups and members. 6. The committee reviewed the work of the Dust Collection task group. This chapter will be completely revised at the Second Draft. NFPA staff will review the final draft from this meeting for Manual of Style, numbering, etc. This file will be distributed to the committee prior to the June Second Draft meeting for final review. 7. The committee also reviewed the work of the Additive Manufacturing and the Reorganization task groups (see below for action items and updates). 8. The Committee is considering adding annex material related to discussion of FM Presentation on inadequacy of current calculations for deflagration venting in NFPA 68 for combustible metals depending upon multiple variables. 9. The committee set up a task group to review MEC in dust collection and pneumatic conveying. Questions are: 1) What is appropriate safety factor? 2) Should we reference another source for data? Members are: Sam Rodgers, Jack Osborn, Greg Creswell, Greg Super, Brad Burridge, Scott Davis. 10. Reviewed Additive Manufacturing Chapter: Tom Christman to write annex material prior to second draft meeting concerning bonding/grounding for AM The committee will consider adding a definition for LOC (limiting oxygen concentration) in Chapter Tom Christman to share generic combustible metals training he has developed with the Technical Committee. 13. Sam Rogers presented proposed changes to revisit NFPA *, A , and Table A in the second draft. Mark Drake will contact Laura Moreno, staff liaison for NFPA 68 about the proposed second revisions. 3 of 33

4 14. Next Steps: Reorganization task group: Kevin Kreitman to verify that all materials have been moved correctly by May 12. Susan needs a final word document with annex material to share with committee 2 weeks prior to June meeting. Mark to send straw man plus word document to committee. 15. These measures shall account for possible pyrophoric reactions of the nanoparticles and coating upon suddenly being introduced to an air atmosphere. Annex Paragraph A Metallic nanostructured coatings of various materials including paperboard, aluminum foil, and other metals can now be produced by thermal spray pyrolysis processes. One example of this is described in the paper by Makela et al., Aerosol Science and Technology, v. 45, Statement of Problem and Substantiation for Public Comment Thermal spray nanoparticle coating processes are becoming more common and should be addressed in this section of Chapter 12 along with the other nanoparticle production processes. Add new Section and associated Annex paragraph * Dust collection systems for hot metallic nanoparticles shall be inerted unless combustibility testing of nanoparticle dust samples demonstrate that the particles are not pyrophoric. A Hot metallic nanoparticles can be present in welding fumes and dusts produced in additive manufacturing processes. When these processes involve reactive metals, the nanoparticulate dust cn be pyrophoric. Statement of Problem and Substantiation for Public Comment The new chapter on nanoparticles only covers powders. (2) It has been demonstrated that mixture fires can be controlled safely and effectively with water. (3) The material is not a UN Class 4.3 solid as tested using UN Class 4.3 water reactivity test methods. (4) It has been demonstrated that the volume resistivity is greater than 1 M ohm-m. (5) It is not a metal/metal-oxide mixture (e.g., thermite).
